新形勢(shì)下我國(guó)軍官職業(yè)化制度探究

【摘要】:2015年12月,中央軍委改革工作會(huì)議的召開(kāi)標(biāo)志著新一輪具有里程碑意義的整體性革命性的國(guó)防和軍隊(duì)改革正式啟動(dòng)。到目前為止,在習(xí)主席提出的“六個(gè)著眼于”重大戰(zhàn)略舉措指引下,領(lǐng)導(dǎo)指揮改革和聯(lián)勤保障體制改革相繼完成。在人才競(jìng)爭(zhēng)已經(jīng)成為綜合國(guó)力競(jìng)爭(zhēng)核心的大背景下,以建立軍官職業(yè)化制度體系為目標(biāo)方向的軍事人力資源政策制度改革作為國(guó)防和軍隊(duì)改革的關(guān)鍵一環(huán),關(guān)系軍隊(duì)建設(shè)全局,關(guān)系未來(lái)戰(zhàn)爭(zhēng)勝負(fù),關(guān)系強(qiáng)國(guó)夢(mèng)強(qiáng)軍夢(mèng)實(shí)現(xiàn),地位重要、意義重大。軍官職業(yè)化制度自19世紀(jì)初在普魯士確立,歷經(jīng)200多年已在世界主要國(guó)家普遍確立,已成為現(xiàn)代軍隊(duì)建設(shè)的三大主要趨勢(shì)之一。我國(guó)現(xiàn)有軍官人事制度伴隨著我軍成長(zhǎng)發(fā)展不斷完善規(guī)范,在確保軍隊(duì)堅(jiān)決聽(tīng)黨指揮、有效履行使命方面發(fā)揮了重要作用,但已明顯滯后于科學(xué)技術(shù)高速發(fā)展和社會(huì)環(huán)境深刻變革的新要求。本文通過(guò)研究中外軍官職業(yè)化制度理論和當(dāng)前我軍軍官人事制度現(xiàn)狀,首先厘清軍官職業(yè)化制度的相關(guān)概念、特征、意義,論證軍官職業(yè)化制度的先進(jìn)性。然后深入剖析了我軍當(dāng)前軍官人事制度的主要問(wèn)題,總結(jié)我國(guó)建立軍官職業(yè)化制度的現(xiàn)實(shí)性緊迫性。最后,在借鑒外軍經(jīng)驗(yàn)教訓(xùn)基礎(chǔ)上,圍繞我國(guó)推進(jìn)軍官職業(yè)化制度建設(shè),提出了構(gòu)建軍官職業(yè)化制度體系應(yīng)把握的基本原則和注意事項(xiàng),給出了建立開(kāi)放穩(wěn)定的服役制度、暢通有序的退出渠道、科學(xué)合理的分類系統(tǒng)、精細(xì)動(dòng)態(tài)的編制員額、軍銜主導(dǎo)的層級(jí)結(jié)構(gòu)、務(wù)實(shí)有效的培訓(xùn)體系、公平完備的選拔機(jī)制、優(yōu)厚完備的福利保障、特色鮮明的職業(yè)文化9個(gè)方面的制度框架,為構(gòu)建中國(guó)特色軍官職業(yè)化制度體系提供參考。通過(guò)系統(tǒng)研究,筆者感到,我國(guó)建立軍官職業(yè)化制度是趨勢(shì),是途徑,也是挑戰(zhàn),需要立足國(guó)情軍情,著眼長(zhǎng)遠(yuǎn)規(guī)劃,充分論證設(shè)計(jì),積極穩(wěn)妥推進(jìn),才能實(shí)現(xiàn)建設(shè)一支能夠擔(dān)當(dāng)強(qiáng)軍重任的高素質(zhì)軍官隊(duì)伍的目標(biāo),確保有效履行我軍肩負(fù)的歷史使命。
[Abstract]:In December 2015, the meeting of reform work of the Central military Commission (CMC) marked the start of a new round of revolutionary and holistic reform of national defense and army. So far, under the guidance of Chairman Xi's "six focused" major strategic measures, the reform of leadership command and joint logistics support system has been completed one after another. Under the background that talent competition has become the core of the competition of comprehensive national strength, the reform of military human resources policy system, which aims at establishing the system of professionalization of military officers, is a key link in the reform of national defense and the army, which is related to the overall situation of military construction. It is of great importance and significance to the future war and to the realization of the dream of strengthening the army. The system of professionalization of officers has been established in Prussia since the beginning of the 19th century, and has been widely established in major countries in the world for more than 200 years. It has become one of the three main trends of modern military construction. Along with the growth and development of our army, the existing officer personnel system in our country has continued to improve and standardize, and has played an important role in ensuring that the army resolutely obeys the Party's command and effectively carries out its mission. However, it has lagged behind the new requirements of the rapid development of science and technology and the profound transformation of the social environment. By studying the theory of the military officer professionalization system at home and abroad and the present situation of the military officer personnel system, this paper first clarifies the related concepts, characteristics and significance of the officer professionalization system, and demonstrates the advanced nature of the officer professionalization system. Then it analyzes the main problems of the current officer personnel system in our army, and summarizes the realistic urgency of establishing the officer professionalization system in our country. Finally, on the basis of drawing lessons from the experience and lessons of foreign troops, this paper puts forward the basic principles and matters needing attention in constructing the system of officer professionalization, and puts forward the establishment of an open and stable service system. Smooth and orderly exit channels, a scientific and reasonable classification system, a fine and dynamic staffing establishment, a hierarchical structure dominated by military ranks, a pragmatic and effective training system, a fair and complete selection mechanism, a generous and complete welfare guarantee, The distinctive professional culture of 9 aspects of the institutional framework for the construction of Chinese characteristics of the system of professionalization of officers to provide a reference. Through systematic research, the author feels that it is a trend, a way and a challenge to establish a system of professionalization of military officers in our country. We need to base ourselves on the situation of the military situation, focus on long-term planning, fully demonstrate and design, and actively and steadily advance. Only then can we realize the goal of building a contingent of high-quality military officers who can take on the important task of strengthening the army and ensure that we can effectively carry out the historical mission shouldered by our army.
