社會(huì)組織承接政府轉(zhuǎn)移職能的優(yōu)化路徑探析

【摘要】:引導(dǎo)社會(huì)組織承接政府轉(zhuǎn)移職能,既是實(shí)現(xiàn)社會(huì)治理體系和治理能力現(xiàn)代化的題中之義,也是以"簡政放權(quán)"為核心內(nèi)容的行政體制改革的必然要求。當(dāng)前社會(huì)組織承接政府轉(zhuǎn)移職能處于起步階段,參與承接行動(dòng)的社會(huì)組織較少;其承接方式主要以定向委托為主,F(xiàn)階段社會(huì)組織承接政府轉(zhuǎn)移職能對(duì)促進(jìn)自身發(fā)展、推動(dòng)政府職能轉(zhuǎn)型、節(jié)約行政成本、保障公共服務(wù)質(zhì)量發(fā)揮了一定的作用。盡管如此,在承接行動(dòng)中,社會(huì)組織自身仍存在人力資源不足、經(jīng)費(fèi)不夠、管理不善等問題;而政府仍存在體制機(jī)制不合理、放權(quán)觀不正等問題。如此,推動(dòng)社會(huì)組織加強(qiáng)能力建設(shè)與政府更新觀念、創(chuàng)新體制機(jī)制仍是當(dāng)下的任務(wù)。
[Abstract]:Guiding social organizations to undertake the transfer of government functions is not only the meaning of realizing the modernization of social governance system and governance ability, but also the inevitable requirement of the reform of administrative system with the core content of "simplifying administration and devolving power". At present, the social organization undertaking the government transfer function is in the initial stage, the social organization involved in undertaking action is less, its way of undertaking is mainly directed entrustment. At the present stage, social organizations to undertake the transfer of government functions to promote their own development, promote the transformation of government functions, save administrative costs, and ensure the quality of public services play a certain role. However, in the process of undertaking action, social organizations still have problems such as insufficient human resources, insufficient funds, poor management and so on, while the government still has some problems, such as unreasonable system and mechanism, improper view of decentralization and so on. Therefore, it is still the task of promoting social organizations to strengthen capacity building and government renewal.
