【摘要】：本文就如何更有效率的發(fā)揮不同層次高等教育在我國新型城鎮(zhèn)化建設(shè)中作用的問題進(jìn)行了研究。文章首先根據(jù)中央城鎮(zhèn)化工作會議和《國家新型城鎮(zhèn)化規(guī)劃(2014—2020年)》對新型城鎮(zhèn)化的表述,利用主成分分析方法從人口指標(biāo)、產(chǎn)業(yè)指標(biāo)、生態(tài)環(huán)境、城鄉(xiāng)統(tǒng)籌四個角度建立一個新型城鎮(zhèn)化指數(shù),然后利用空間杜賓模型分析了不同層次高等教育對我國東中西部地區(qū)新型城鎮(zhèn)化指數(shù)的影響。計量結(jié)果表明:(1)在東部地區(qū)碩博研究生層次的高等教育對新型城鎮(zhèn)化建設(shè)的溢出效應(yīng)遠(yuǎn)好于對中西部地區(qū);(2)在中西部地區(qū)本�？茖哟蔚母叩冉逃龑π滦统擎�(zhèn)化建設(shè)的直接效應(yīng)和溢出效應(yīng)均好于東部地區(qū);(3)在西部地區(qū)非全日制高等教育對新型城鎮(zhèn)化建設(shè)的推動作用更大。為此本文建議:第一、東部地區(qū)應(yīng)該加大對博士研究生層次的高等教育投入力度,為新型城鎮(zhèn)化建設(shè)提供更多高層次人力資源保障;第二、加強(qiáng)中西部地區(qū)域內(nèi)城鎮(zhèn)化建設(shè)協(xié)調(diào)發(fā)展,為高層次人才發(fā)揮對新型城鎮(zhèn)化的溢出效應(yīng)提供物質(zhì)基礎(chǔ),逐步緩解在該地區(qū)人力資本對新型城鎮(zhèn)化的集聚效應(yīng)大于擴(kuò)散效應(yīng)的問題;第三、根據(jù)中西部地區(qū)的產(chǎn)業(yè)結(jié)構(gòu)和城鎮(zhèn)化水平相匹配的原則,適度增加中西部地區(qū)特定本�？茖I(yè)招生規(guī)模,以提升中西部地區(qū)承接產(chǎn)業(yè)轉(zhuǎn)移的能力,為中西部地區(qū)儲備人力資本;第四、根據(jù)西部地區(qū)人力資本存量相對薄弱、產(chǎn)業(yè)層次結(jié)構(gòu)不高的特點,邀請中東部高校對西部地區(qū)開設(shè)網(wǎng)絡(luò)教育課程,以發(fā)展適合西部地區(qū)產(chǎn)業(yè)結(jié)構(gòu)特點和城鎮(zhèn)化進(jìn)程的非全日制高等教育。
[Abstract]:This paper studies how to play the role of different levels of higher education in the construction of new urbanization in China more efficiently. According to the description of the new urbanization in the Central working Conference on urbanization and the National New urbanization Plan 2014-2020, the paper uses the principal component analysis method to analyze the population index, the industrial index and the ecological environment. This paper establishes a new urbanization index from the four angles of urban and rural planning, and then analyzes the influence of different levels of higher education on the new urbanization index in the east, west and west regions of China by using the spatial Doberman model. The results show that the spillover effect of higher education at the graduate level in the eastern region on the construction of new urbanization is much better than that on the central and western regions.) in the central and western regions, higher education at the specialist level has a much better spillover effect on the construction of new urbanization. The direct effect and spillover effect are better than those in the eastern region. Therefore, this paper suggests that: first, the eastern region should increase the investment in higher education at the doctoral level to provide more high-level human resources for the construction of new urbanization; second, To strengthen the coordinated development of urbanization in the central and western regions, and to provide a material basis for high-level talents to bring into play the spillover effect of the new type of urbanization. Gradually alleviate the problem that the agglomeration effect of human capital on the new urbanization is greater than the diffusion effect in this region; third, according to the principle of matching the industrial structure and urbanization level in the central and western regions, Appropriately increasing the enrollment scale of specific specialties in the central and western regions in order to enhance the ability of the central and western regions to undertake industrial transfer and reserve human capital for the central and western regions; fourth, according to the relatively weak stock of human capital in the western region, In order to develop part-time higher education suitable for the characteristics of industrial structure and urbanization in western China, colleges and universities in the central and eastern part of China are invited to set up network education courses in the western region.
