【摘要】：在黨的十八屆三中全會(huì)上,新一輪發(fā)展的重要主題被定為全面深化改革。深改進(jìn)程當(dāng)中,我國(guó)主要是針對(duì)經(jīng)濟(jì)制度和改革、現(xiàn)代化市場(chǎng)體系的改革,以及政府職能的轉(zhuǎn)變和社會(huì)治理創(chuàng)新發(fā)展。在我國(guó)深化改革和擴(kuò)大開(kāi)放的進(jìn)程中,開(kāi)發(fā)區(qū)作為國(guó)家政策先行先試的主力軍,發(fā)揮著重要的作用。開(kāi)發(fā)區(qū)努力突破傳統(tǒng)發(fā)展觀念和固有組織體制的制約,主動(dòng)適應(yīng)市場(chǎng)經(jīng)濟(jì)體制和國(guó)家創(chuàng)新驅(qū)動(dòng)戰(zhàn)略的要求,在政府管理改革上快人一步,在投融資體制創(chuàng)新上率先而為,在公司制度的優(yōu)化上先行先試,完成了眾多改革舉措。尤其是管理體制上,創(chuàng)造了“集中統(tǒng)一、充分授權(quán)”的市政府派出機(jī)構(gòu)管理體制和。正是在這樣的背景下,長(zhǎng)春JY投資控股有限公司成功組建,成為當(dāng)?shù)卣苯庸芾淼�、�?shí)施公司化經(jīng)營(yíng)管理的大型現(xiàn)代化投資控股公司。本文回顧了國(guó)內(nèi)外組織重構(gòu)的有關(guān)歷程,在充分了解國(guó)內(nèi)外關(guān)于組織重構(gòu)研究現(xiàn)狀的基礎(chǔ)上,同時(shí)對(duì)我國(guó)控股公司組織重構(gòu)的相關(guān)研究也進(jìn)行了梳理。在對(duì)全國(guó)控股公司組織重構(gòu)現(xiàn)狀深入了解,以及其存在的主要問(wèn)題進(jìn)行分析之后,以長(zhǎng)春JY投資控股有限公司為研究對(duì)象,開(kāi)展了對(duì)其組織重構(gòu)的相關(guān)研究。首先,對(duì)組織重構(gòu)的概念、內(nèi)容以及重構(gòu)步驟和需要注意的問(wèn)題進(jìn)行了介紹。然后,結(jié)合長(zhǎng)春JY投資控股有限公司現(xiàn)有的組織架構(gòu)和業(yè)務(wù)運(yùn)營(yíng)現(xiàn)狀,深入地分析了長(zhǎng)春JY投資控股有限公司組織架構(gòu)存在的問(wèn)題及原因。長(zhǎng)春JY投資控股有限公司組織架構(gòu)存在的主要問(wèn)題為管理層級(jí)錯(cuò)位、部門(mén)職責(zé)不清、部門(mén)協(xié)同差等。本文對(duì)長(zhǎng)春JY投資控股有限公司組織重構(gòu)提出了思路與建議,總體思路是明確重構(gòu)目標(biāo)、確定重構(gòu)原則和整體重構(gòu)流程等,進(jìn)而提出了通過(guò)組織重構(gòu),進(jìn)一步改善和解決長(zhǎng)春JY投資控股有限公司組織架構(gòu)問(wèn)題的建議。
[Abstract]:At the third Plenary session of the 18th CPC Central Committee, the important theme of the new round of development was set as comprehensive deepening reform. In the process of deep reform, China mainly aims at the reform of economic system and reform, the reform of modern market system, the transformation of government function and the innovation and development of social governance. In the process of deepening the reform and opening up, the development zone plays an important role as the main force of the first trial of the national policy. The zone strives to break through the constraints of the traditional concept of development and the inherent organizational system, actively adapt to the requirements of the market economy system and the national innovation-driven strategy, take the lead in the reform of government management, and take the lead in the innovation of the investment and financing system. In the optimization of the company system first trial, completed a number of reform measures. In particular, the management system has created a "centralized unified, fully authorized" administrative system of local government agencies and. It is against this background that Changchun JY Investment holding Co., Ltd. has been established successfully and become a large modern investment holding company directly managed by local government and managed by corporations. This paper reviews the relevant history of organizational reengineering at home and abroad, and on the basis of fully understanding the current situation of research on organizational reengineering at home and abroad, at the same time, combs the relevant research on organizational reengineering of holding companies in China. After deeply understanding the status quo of organizational restructuring of national holding companies and analyzing its main problems, this paper takes Changchun JY Investment holding Co., Ltd. as the research object, and carries out the relevant research on the organizational reconfiguration of JY holding Company. Firstly, the concept, content, steps and problems of organizational refactoring are introduced. Then, based on the existing organizational structure and business operation status of Changchun JY Investment holding Co., Ltd, the problems and reasons of the organizational structure of Changchun JY Investment holding Co., Ltd are analyzed in depth. The main problems in the organizational structure of Changchun JY Investment holding Co., Ltd are the dislocation of management hierarchy, the unclear responsibilities of departments, the poor coordination of departments and so on. This paper puts forward some ideas and suggestions for the organizational reconfiguration of Changchun JY Investment holding Co., Ltd. Further improve and resolve the organizational structure of Changchun JY Investment holding Co., Ltd.
