【摘要】：科技評(píng)價(jià)作為科技管理工作的重要組成部分,是推動(dòng)國(guó)家科技事業(yè)持續(xù)健康發(fā)展、促進(jìn)科技資源優(yōu)化配置、提高科技管理水平的主要手段。因此,深化科技評(píng)價(jià)改革對(duì)于高校提升學(xué)科、人才、科研三位一體的創(chuàng)新能力及核心競(jìng)爭(zhēng)力具有十分重要的意義。目前,我國(guó)科技評(píng)價(jià)體系在社會(huì)層面、高校層面、教師層面都存在一些問(wèn)題。建議完善科技評(píng)價(jià)的法制法規(guī),加強(qiáng)誠(chéng)信建設(shè);建立與大學(xué)的個(gè)性特色相結(jié)合的評(píng)價(jià)體系;建立與科研過(guò)程相結(jié)合的評(píng)價(jià)體系;建立對(duì)人力資源的分層次評(píng)價(jià)體系;建設(shè)評(píng)審專(zhuān)家隊(duì)伍,加強(qiáng)評(píng)價(jià)工作的公正性。
[Abstract]:As an important part of science and technology management, science and technology evaluation is the main means to promote the sustainable and healthy development of national science and technology, to promote the optimal allocation of science and technology resources, and to improve the level of science and technology management. Therefore, it is of great significance to deepen the reform of science and technology evaluation for colleges and universities to promote the innovation ability and core competitiveness of disciplines, talents and scientific research. At present, there are some problems in the science and technology evaluation system of our country at the social level, the university level and the teacher level. It is suggested to perfect the laws and regulations of science and technology evaluation, strengthen the construction of honesty, establish the evaluation system combined with the characteristics of the university, establish the evaluation system combined with the process of scientific research, and establish the hierarchical evaluation system of human resources. Build a team of experts to strengthen the fairness of the evaluation work.
