【摘要】：高校是國(guó)家基礎(chǔ)研究發(fā)展的重要力量,是國(guó)家科技進(jìn)步的重要力量。高校科技活動(dòng)投入得合理與否,很大地影響著高�？萍紕�(chuàng)新工作開(kāi)展的好壞。"十一五"期間,地方高校在發(fā)表論文、申請(qǐng)專利、獲取經(jīng)費(fèi)等方面雖有明顯增長(zhǎng),但都低于部屬高校。與部屬高校相比,地方高�？萍既肆Y源與科技經(jīng)費(fèi)的投入不夠,科技投入各方面的配置不夠合理。地方高校需要采用相應(yīng)的政策來(lái)引導(dǎo)科技人員積極開(kāi)展科研活動(dòng),采取各種措施來(lái)完善科技隊(duì)伍的結(jié)構(gòu),增加對(duì)科技人員科研經(jīng)費(fèi)的投入,以促進(jìn)地方高校的科技創(chuàng)新工作。
[Abstract]:Colleges and universities are important forces for the development of national basic research and for the progress of national science and technology. Whether the investment of science and technology activities in colleges and universities is reasonable or not has a great influence on the development of scientific and technological innovation in colleges and universities. " During the 11th Five-Year Plan period, local colleges and universities in publishing papers, patent applications, access to funds and other aspects of the obvious growth, but lower than subordinate colleges. Compared with subordinate colleges and universities, the investment of science and technology human resources and science and technology funds in local colleges and universities is not enough, and the allocation of science and technology investment in all aspects is not reasonable. Local colleges and universities need to adopt corresponding policies to guide the scientific and technological personnel to actively carry out scientific research activities, take various measures to perfect the structure of the scientific and technological team, increase the input of scientific research funds to the scientific and technological personnel, so as to promote the scientific and technological innovation work in local colleges and universities.
