【摘要】：目的 :了解嘉定區(qū)的慢性病管理現(xiàn)狀及社區(qū)衛(wèi)生服務(wù)中心的機(jī)構(gòu)信息和慢性病防治人力資源配置情況,為進(jìn)一步完善慢性病綜合防治管理體系提供依據(jù)。方法 :抽取嘉定區(qū)7家社區(qū)衛(wèi)生服務(wù)中心,對其慢性病管理負(fù)責(zé)人進(jìn)行問卷調(diào)查。結(jié)果 :被調(diào)查社區(qū)2012年的公共衛(wèi)生經(jīng)費總額為6 622.69萬元,其中用于慢性病防治的經(jīng)費占13.24%。人員構(gòu)成方面,從事慢性病防治的專業(yè)人員共75人,其中護(hù)理專業(yè)最多,占37.33%;初級職稱人員占到88.0%;工齡在5年以上的比例為78.67%;每年人均培訓(xùn)次數(shù)為2.92次,其中參加省級及以上專業(yè)培訓(xùn)的人均次數(shù)為0.13次/年。全科醫(yī)生團(tuán)隊中有73.77%的人參與慢性病防治工作。人員數(shù)量方面,每千名高血壓患者配備的慢性病防治人員數(shù)為2.04名,每千名糖尿病患者配備6.46名,每千名腫瘤患者配備50.53名。慢性病管理方面,高血壓、糖尿病和惡性腫瘤的管理率分別達(dá)到99.75%、100%和100%,慢性呼吸系統(tǒng)疾病管理尚缺位。結(jié)論 :嘉定區(qū)社區(qū)慢性病防治機(jī)構(gòu)設(shè)置和人力資源構(gòu)成基本達(dá)到了世界衛(wèi)生組織制定的在初級衛(wèi)生保健層面上進(jìn)行干預(yù)的慢性病綜合防控方案(WHO PEN)的要求,但防治人員數(shù)量和培訓(xùn)需增加,慢病經(jīng)費所占份額還有待提高,慢性病管理體系仍需進(jìn)一步完善。
[Abstract]:Objective: to understand the present situation of chronic disease management in Jiading district, the organization information of community health service center and the allocation of human resources for chronic disease prevention and control, and to provide the basis for further improving the management system of comprehensive chronic disease prevention and treatment. Methods: 7 community health service centers in Jiading district were investigated by questionnaire. Results: the total public health expenditure in the investigated community was 66.2269 million yuan in 2012, of which 13.24 was spent on chronic disease prevention. In terms of personnel composition, there are 75 professionals engaged in the prevention and treatment of chronic diseases, of whom the nursing profession is the most, accounting for 37.33; the junior professional title is 88.0; the proportion of persons with more than five years of service is 78.67; the number of per capita training per year is 2.92, Among them, the per capita number of professional training at the provincial level and above was 0.13 times per year. 73.77% of the general practitioners were involved in the prevention and treatment of chronic diseases. In terms of personnel, the number of chronic disease prevention and treatment personnel per 1,000 hypertension patients is 2.04, diabetes is 6.46 per 1,000, and cancer is 50.53 per 1,000 patients. In the management of chronic diseases, the management rate of hypertension, diabetes and malignant tumor reached 99.7575% and 100% respectively, and the management of chronic respiratory diseases was still absent. Conclusion: the establishment of community chronic disease prevention and control institutions and the composition of human resources in Jiading District basically meet the requirements of WHO Penn, a comprehensive program of chronic disease prevention and control at the level of primary health care developed by the World Health Organization. But the number of prevention and cure personnel and training need to be increased, the proportion of chronic disease funds still needs to be increased, and the chronic disease management system needs to be further improved.
