空中交通管制員排班關(guān)鍵方法研究與系統(tǒng)實(shí)現(xiàn)

【摘要】:隨著航空運(yùn)輸業(yè)的高速發(fā)展,扇區(qū)和管制員的數(shù)量在不斷增加,各地區(qū)空管部門(mén)根據(jù)自己的人員、環(huán)境情況采用了不同的倒班方式?罩薪煌ü苤乒ぷ魇且粋(gè)對(duì)安全要求極高的全天性服務(wù)工作,什么樣的倒班方式是科學(xué)合理的一直是管理層關(guān)心的重點(diǎn)問(wèn)題。在我國(guó),管制員排班主要還是手工排班,隨著參與排班人員數(shù)量的快速增長(zhǎng),手工排班的工作量也呈指數(shù)增長(zhǎng),加上還有許多限制條件需要考慮,因此運(yùn)行單位也提出能否開(kāi)發(fā)一個(gè)管制員自動(dòng)排班系統(tǒng)。本論文就是在這樣的運(yùn)行需求情況下進(jìn)行的研究工作。論文主要工作如下:1.在西北管制中心走訪和調(diào)研后,設(shè)計(jì)了倒班對(duì)管制員的影響、倒班影響因素權(quán)重、排班影響因素權(quán)重三個(gè)方面內(nèi)容的調(diào)查問(wèn)卷,對(duì)收上來(lái)的229份有效問(wèn)卷進(jìn)行了分析,對(duì)影響因素采用層次分析法進(jìn)行了權(quán)重計(jì)算,給出了影響因素權(quán)重值和相應(yīng)的建議。2.對(duì)全國(guó)七大空管局的倒班方式進(jìn)行了搜集和歸納,針對(duì)西北管制中心席位的排班要求,計(jì)算了各種倒班方式對(duì)西北管制中心的適用性,給出了相關(guān)建議。3.建立了基于公平性的管制員排班模型。從管制員排班的公平性出發(fā),在滿足民航局對(duì)于管制工作的各種約束條件的基礎(chǔ)上,將管制員工作時(shí)長(zhǎng)作為衡量管制工作公平性的主要因素建立自動(dòng)排班模型。進(jìn)一步,加入對(duì)管制員排班公平性影響較大的夜班工作時(shí)間和不同管制扇區(qū)工作次數(shù),將模型擴(kuò)展。通過(guò)基于公平性的排班算法設(shè)計(jì),實(shí)現(xiàn)了管制員的系統(tǒng)自動(dòng)排班,提高了管制員排班的公平性,實(shí)現(xiàn)了人力資源優(yōu)化配置。4.開(kāi)發(fā)了管制員自動(dòng)排班管理系統(tǒng)。管制員自動(dòng)排班管理系統(tǒng)可以將管制員的個(gè)人信息錄入管制員排班系統(tǒng),能實(shí)現(xiàn)管制員的自動(dòng)排班功能,滿足民航局與空管局對(duì)排班的要求,并可以選擇不同的排班模式,對(duì)排班時(shí)間表進(jìn)行設(shè)定和修改。管制員可以通過(guò)查詢功能對(duì)自己的上班時(shí)間進(jìn)行查詢,同時(shí)也可以選擇手動(dòng)排班對(duì)生成的排班列表進(jìn)行人工調(diào)整,滿足實(shí)際排班的臨時(shí)特殊需求。
[Abstract]:With the rapid development of the air transportation industry, the number of sectors and controllers is increasing. According to their own personnel, the regional air traffic control departments adopt different shifts. Air traffic control is an all-in-nature service with high safety requirements. What kind of shift mode is scientific and reasonable has always been the key concern of management. In our country, the main shift scheduling is manual scheduling. With the rapid increase in the number of people involved in scheduling, the workload of manual scheduling is also increasing exponentially, and there are still many restrictions to be considered. Therefore, the operating unit also raised the possibility of developing an automatic scheduling system for controllers. This paper is in such a case of operational requirements for research work. The main work of this paper is as follows: 1. After visiting and investigating the Northwest Control Center, the author designed a questionnaire about the effect of shift on controller, the weight of shift influencing factors and the weight of shift scheduling factors, and analyzed 229 valid questionnaires. The weight of influencing factors is calculated by analytic hierarchy process (AHP), and the weight value of influencing factors and corresponding suggestions are given. This paper collects and summarizes the shift mode of the seven national air traffic control bureaus, calculates the applicability of each shift mode to the northwest control center, and gives the relevant suggestions. 3. According to the scheduling requirements of the seats of the northwest control center, the author calculates the applicability of the shift mode to the northwest control center. The controller scheduling model based on fairness is established. Based on the fairness of the scheduling of controllers and on the basis of satisfying all kinds of constraints on the control work of the Civil Aviation Authority, the automatic scheduling model is established by using the length of the controller's working hours as the main factor to measure the fairness of the control work. Furthermore, the model is extended by adding the night shift working hours and the number of times in different control sectors, which have a great influence on the fairness of controller scheduling. Through the design of the scheduling algorithm based on fairness, the automatic scheduling of the controller system is realized, the fairness of the scheduling of the controllers is improved, and the optimal allocation of human resources is realized. The automatic shift management system of controller is developed. The controller automatic shift management system can input the personal information of the controller into the controller scheduling system, realize the automatic scheduling function of the controller, meet the requirements of the CAAC and the AA, and choose different scheduling modes. Set and modify scheduling schedule. Controllers can query their working hours through the query function, and can also choose manual scheduling to manually adjust the generated scheduling list to meet the temporary special needs of actual scheduling.
