【摘要】：美國分權的政治環(huán)境使其高校一直保留著學術治校的傳統,并因此得以自主采取靈活、教師廣泛參與的高校教師人力資源配置的制度行為,取得了效果顯著的高校教師人力資源配置的制度績效。當然,隨著市場力量的增強帶來的對資源配置效率的關注,以"減少終身教師比例""加強終身職教授的考核"為主要內容的教師配置制度改革也在市場、政府、高校、教師相互制約下逐漸進行。
[Abstract]:The political environment of decentralization in the United States makes its colleges and universities keep the tradition of scholarly management, and therefore has been able to take the institutional behavior of the flexible and extensive participation of teachers in the allocation of human resources in Colleges and universities, and has achieved remarkable results in the institutional performance of the allocation of human resources for college teachers. Of course, with the enhancement of market strength, the resources are brought to the resources. With the attention of allocation efficiency, the reform of teacher allocation system, with "reducing the proportion of lifelong teachers" and "strengthening the assessment of tenure professors" as the main content, is also gradually carried out under the constraints of the market, the government, the universities and teachers.
