【摘要】：隨著經(jīng)濟(jì)環(huán)境、政策法規(guī)、競爭市場等多種因素的發(fā)展與轉(zhuǎn)變,公立醫(yī)院的經(jīng)營與管理都將迎來巨大的挑戰(zhàn),在我們的整個(gè)社會(huì)中公立醫(yī)院都扮演著一個(gè)極其重要的角色,公立醫(yī)院是我國提供醫(yī)療衛(wèi)生服務(wù)的重要的載體,在眾多行政事業(yè)單位當(dāng)中也是一個(gè)具有代表性的專業(yè)領(lǐng)域機(jī)構(gòu)。但近年來發(fā)生的醫(yī)患矛盾激化事件,從某種角度反映了醫(yī)務(wù)人員良莠不齊、醫(yī)療事故頻發(fā)、醫(yī)療資源浪費(fèi)、賬務(wù)混亂等問題,醫(yī)院的整個(gè)體制存在某些缺陷,醫(yī)院的內(nèi)部控制體系也存在著較大的漏洞。根據(jù)本文的寫作思路,將分為以下部分展開敘述:第一部分簡要介紹了為什么要對公立醫(yī)院進(jìn)行研究;第二部分詳細(xì)的闡述了風(fēng)險(xiǎn)管理的理論基礎(chǔ)和內(nèi)部控制的理論基礎(chǔ);第三部分主要對公立醫(yī)院建設(shè)內(nèi)部控制的必要性進(jìn)行了闡述;第四部分對A醫(yī)院的基本情況進(jìn)行了簡要的介紹,然后以內(nèi)部控制的五要素為角度,對A醫(yī)院的內(nèi)部控制現(xiàn)狀進(jìn)行分析,并針對A醫(yī)院內(nèi)部控制現(xiàn)存的缺陷分析;第五部分是對A醫(yī)院的內(nèi)部控制進(jìn)行優(yōu)化設(shè)計(jì)。首先,優(yōu)化并設(shè)計(jì)了A醫(yī)院內(nèi)部控制的目標(biāo)和原則;其次,在查找A醫(yī)院的內(nèi)部控制存在的相關(guān)缺陷的基礎(chǔ)上,對應(yīng)缺陷提出優(yōu)化措施;最后,提出A醫(yī)院內(nèi)部控制實(shí)施的保障措施;第六部分是本文的結(jié)論與和未來展望,總結(jié)了本文的研究結(jié)論和建議,以及本文的創(chuàng)新點(diǎn)。
[Abstract]:With the development and transformation of economic environment, policies and regulations, competitive market and other factors, the management and management of public hospitals will face great challenges, and public hospitals are playing an extremely important role in our whole society.Public hospital is an important carrier of medical and health service in China, and it is also a representative professional organization among many administrative institutions.However, in recent years, the incidents of intensification of doctor-patient contradictions have reflected from a certain point of view that medical personnel are mixed, medical accidents occur frequently, medical resources are wasted, accounts are confused, and there are certain defects in the whole hospital system.The internal control system of hospital also has bigger loophole.According to the thinking of this paper, it is divided into the following parts: the first part briefly introduces why the public hospitals should be studied, the second part elaborates the theoretical basis of risk management and the theoretical basis of internal control in detail.The third part mainly expounds the necessity of the construction of internal control in public hospitals, the fourth part briefly introduces the basic situation of A hospital, and then takes the five elements of internal control as the angle.The present situation of internal control in A hospital is analyzed, and the defects of internal control in A hospital are analyzed. The fifth part is the optimization design of internal control in A hospital.Firstly, the paper optimizes and designs the objectives and principles of internal control in A hospital. Secondly, on the basis of finding out the relative defects of internal control in A hospital, the optimization measures are put forward.The sixth part is the conclusion and prospect of this paper, and summarizes the conclusions and suggestions of this paper, as well as the innovation of this paper.
