基于事業(yè)單位聘用制改革的人力資源激勵(lì)機(jī)制研究

【摘要】:事業(yè)單位是我國(guó)特有的社會(huì)組織,從業(yè)人數(shù)眾多、專業(yè)技術(shù)人員眾多且涉及的行業(yè)眾多,是我國(guó)建設(shè)社會(huì)主義物質(zhì)文明、精神文明和政治文明的重要力量,構(gòu)建一套有效的激勵(lì)機(jī)制,最大限度的激發(fā)這支隊(duì)伍的積極性和創(chuàng)造性,對(duì)于事業(yè)單位自身的發(fā)展和社會(huì)的進(jìn)步都有重大的意義。 在我國(guó)事業(yè)單位聘用制改革逐步開展的過(guò)程中,各地積極探索,在實(shí)踐過(guò)程中充分利用了蘊(yùn)含在其中的競(jìng)爭(zhēng)激勵(lì)、薪酬激勵(lì)、個(gè)人發(fā)展激勵(lì)和考核激勵(lì)的作用,一定程度上激發(fā)了事業(yè)單位人力資源的積極性和主動(dòng)性。但是,由于傳統(tǒng)體制的影響,一些地方在實(shí)踐中沒(méi)有真正貫徹聘用制改革的要求,使得聘用制的激勵(lì)作用很難有效的發(fā)揮出來(lái);與此同時(shí),隨著聘用制改革的逐步深入,現(xiàn)有的物質(zhì)激勵(lì)和精神激勵(lì)相結(jié)合的事業(yè)單位人力資源激勵(lì)機(jī)制已經(jīng)不適應(yīng)事業(yè)單位人力資源發(fā)展的要求,他們有著更高層次的情感的需要。因此,本文結(jié)合聘用制改革的要求,綜合利用國(guó)內(nèi)外激勵(lì)理論,提出了物質(zhì)激勵(lì)、精神激勵(lì)和感情激勵(lì)相結(jié)合的原則,在此基礎(chǔ)上提出了完善我國(guó)事業(yè)單位人力資源的激勵(lì)機(jī)制的對(duì)策和建議。
[Abstract]:Institutions are unique social organizations in our country, with a large number of employees, numerous professional and technical personnel, and a large number of industries. They are important forces in building socialist material, spiritual and political civilization in our country.It is of great significance for the development of institutions and the progress of society to construct an effective incentive mechanism to stimulate the enthusiasm and creativity of this team to the maximum extent.In the process of the reform of employment system of institutions in our country, various places actively explore and make full use of the functions of competitive incentive, salary incentive, individual development incentive and examination incentive, which are contained in the process of practice.To a certain extent, the human resources of institutions to stimulate the enthusiasm and initiative.However, because of the influence of the traditional system, some places have not really carried out the requirement of the reform of the appointment system in practice, which makes the incentive function of the appointment system very difficult to bring into play effectively; at the same time, with the gradual deepening of the reform of the appointment system,The existing human resource incentive mechanism of public institutions which combines material and spiritual incentives has not been adapted to the requirements of the development of human resources in institutions. They have a higher level of emotional needs.Therefore, this paper combines the requirements of the employment system reform, synthetically utilizes the domestic and foreign incentive theory, and puts forward the principle of combining the material incentive, the spiritual incentive and the emotional incentive.On this basis, the author puts forward the countermeasures and suggestions to perfect the incentive mechanism of human resources in Chinese institutions.
