【摘要】：隨著"全面二孩"政策的實施,科學(xué)預(yù)測學(xué)齡前人口變動趨勢和教育資源需求,對于學(xué)前教育的科學(xué)規(guī)劃和深入改革發(fā)展具有緊迫的現(xiàn)實意義。作為全國教育首善之區(qū),北京和諧發(fā)展的人口資源環(huán)境與長期以來極低的生育率并存,新生育政策調(diào)整后的人口變動趨勢和教育資源需求預(yù)測具有特殊的研究意義�；诒本┦械诹稳丝谄詹閿�(shù)據(jù),采用中國人口預(yù)測系統(tǒng),設(shè)置"全面二孩"政策低、中、高三種人口預(yù)測方案,分城鄉(xiāng)對北京市2019—2029年的學(xué)前適齡人口和在園生規(guī)模進行預(yù)測,并根據(jù)人口預(yù)測結(jié)果和相應(yīng)資源配置標準,分城鄉(xiāng)推算2019—2029年的學(xué)前教育物力、人力和財力等三方面的資源需求,分析資源需求增量為現(xiàn)有存量帶來的挑戰(zhàn)。研究結(jié)果發(fā)現(xiàn),學(xué)前適齡人口、在園生規(guī)模和學(xué)前教育資源需求在2023或2024年將相應(yīng)到達峰值,此后將平穩(wěn)回落,而現(xiàn)有學(xué)前教育物力資源、人力資源和財力資源均無法滿足未來需求,為此須科學(xué)制定學(xué)前教育的未來發(fā)展規(guī)劃。
[Abstract]:With the implementation of the policy of "all-around two-child", it is of urgent practical significance to forecast the trend of preschool population change and the demand of educational resources for the scientific planning of preschool education and the further reform and development of preschool education.As the first and best area of education in China, the harmonious development of population resources and environment in Beijing coexist with the very low fertility rate for a long time. The trend of population change and the forecast of demand for educational resources after the adjustment of new fertility policy are of special significance.Based on the data from the sixth Beijing population Census, and using the Chinese population forecasting system, a "comprehensive two-child" policy of low, middle and high three population forecasting schemes has been set up.The pre-school age population and the scale of students in the garden in Beijing for 2019-2029 are predicted by urban and rural areas, and the pre-school education resources for 2019-2029 are calculated in urban and rural areas according to the population forecast results and corresponding resource allocation criteria.Human and financial resource needs are analyzed, and the challenges brought by the increment of resource demand to the existing stock are analyzed.The results show that the size of preschool students and the demand for preschool education resources will peak in 2023 or 2024, and will drop steadily thereafter.Human resources and financial resources can not meet the future needs, so we must scientifically formulate the future development plan of preschool education.
