【摘要】：共享發(fā)展與健康中國戰(zhàn)略安排要求醫(yī)療衛(wèi)生資源在城鄉(xiāng)間合理配置。比較城鄉(xiāng)醫(yī)療衛(wèi)生物力資源、人力資源、財力資源配置水平與效率,發(fā)現(xiàn):從供給層面來看,醫(yī)療衛(wèi)生資源總量不足與結(jié)構(gòu)失衡現(xiàn)象同時并存;從需求層面來看,農(nóng)村居民醫(yī)療衛(wèi)生需求意愿與表達渠道弱于城市居民;從利用效率來看,醫(yī)療衛(wèi)生資源緊缺與資源浪費現(xiàn)象同時并存。鑒于此,完善財政投入機制、合理劃分政府間醫(yī)療衛(wèi)生事業(yè)發(fā)展的事權(quán)、建構(gòu)醫(yī)療衛(wèi)生財政支出的績效評價機制、運用財政獎勵機制引導醫(yī)療衛(wèi)生人力資源向農(nóng)村地區(qū)合理流動、規(guī)范醫(yī)療衛(wèi)生資源財政供給決策機制成為當前我國合理配置醫(yī)療衛(wèi)生資源、實現(xiàn)共享發(fā)展的客觀選擇。
[Abstract]:China's strategic arrangement for shared development and health requires rational allocation of medical and health resources between urban and rural areas.Comparing the level and efficiency of the allocation of material resources, human resources and financial resources in urban and rural areas, it is found that: from the aspect of supply, the total amount of medical and health resources is insufficient and the phenomenon of structural imbalance coexists simultaneously; from the aspect of demand, it is found that,The desire and expression channel of rural residents' medical and health demand is weaker than that of urban residents, and the shortage and waste of medical and health resources coexist simultaneously in terms of utilization efficiency.In view of this, we should perfect the financial investment mechanism, reasonably divide the power of the intergovernmental medical and health enterprise development, and construct the performance evaluation mechanism of the medical and health financial expenditure.
