泉州海洋職業(yè)學(xué)院的可持續(xù)發(fā)展戰(zhàn)略研究

【摘要】:泉州作為海上絲綢之路起點城市,因其深厚的文化底蘊和豐富的文化遺產(chǎn)被聯(lián)合國評為“東亞文化之都”,處于國家改革開放的最前線,全國綜合配套改革試點城市之一,F(xiàn)在,泉州正處于經(jīng)濟轉(zhuǎn)型發(fā)展和供給側(cè)改革的重要時刻,對教育的提前規(guī)劃和投資,有效保障人力資源的合理布局是擺在我們面前的戰(zhàn)略關(guān)鍵。泉州自明代開始就因其繁榮的書院和私學(xué)的普及,培養(yǎng)了一大批對國家和社會作出貢獻(xiàn)的有用之才。職業(yè)大學(xué)的興起和民辦大學(xué)的誕生,為泉州民辦高職教育的產(chǎn)生和發(fā)展奠定了堅實的基礎(chǔ)。自2000年開始,泉州民辦高職教育高速發(fā)展,15年的時間,民辦高職院校從無到有、從小到大,數(shù)量、規(guī)模不斷擴增。從總體上看,泉州海洋職業(yè)學(xué)院的發(fā)展經(jīng)歷初建、波動、發(fā)展、穩(wěn)定的過程與規(guī);⑻厣、多元化的發(fā)展趨勢。目前仍面臨專業(yè)建設(shè)薄弱、師資不穩(wěn)定、生源短缺、資金不足、校園規(guī)劃不合理、文化氛圍不濃等問題,影響因素主要包含培養(yǎng)目標(biāo)不明確、管理機制不合理、資源整合不充分、辦學(xué)模式單一等。面臨國家大力發(fā)展海洋經(jīng)濟、建設(shè)海洋強國以及經(jīng)濟轉(zhuǎn)型的新時期,國家部委下發(fā)了多個文件加快和促進(jìn)現(xiàn)代職業(yè)教育的改革發(fā)展。對于未來五年(2016-2020年),泉州海洋職業(yè)學(xué)院處于規(guī)范提升、科學(xué)發(fā)展的重要戰(zhàn)略機遇期。如何正確分析主要矛盾,并在國家進(jìn)行職業(yè)教育改革的關(guān)鍵時期抓住機遇,實現(xiàn)可持續(xù)發(fā)展,是泉州海洋學(xué)院面臨的關(guān)鍵性問題。通過泉州民辦高職教育規(guī)模擴大但生源短缺、硬件優(yōu)良但軟實力落后、專業(yè)多而不精、辦學(xué)模式靈活、注重人文教育的特點,分析泉州海洋職業(yè)學(xué)院可持續(xù)發(fā)展可以從品牌化戰(zhàn)略、產(chǎn)業(yè)聯(lián)合發(fā)展戰(zhàn)略、差異化戰(zhàn)略三個方面入手。基于前面提出的基本戰(zhàn)略思路,對于泉州海洋職業(yè)學(xué)院的可持續(xù)發(fā)展從十個方面提出了具體實施策略:深化教學(xué)改革、不斷提升專業(yè)建設(shè)水平、加強師資隊伍建設(shè)、加強學(xué)生管理與“雙創(chuàng)”教育、做好招生就業(yè)工作、加強信息化建設(shè)、提高科研工作與社會服務(wù)工作水平、擴大對外合作與交流、加強校園文化建設(shè)、加強國防教育基地建設(shè)等。
[Abstract]:Quanzhou, as the starting city of the Silk Road at sea, was named "East Asian Cultural Capital" by the United Nations because of its profound cultural heritage and rich cultural heritage. It is at the forefront of the country's reform and opening up, and is one of the pilot cities for the comprehensive reform of the whole country. Quanzhou is at an important moment of economic transformation and supply-side reform. It plans and invests in education ahead of time. To ensure the rational distribution of human resources effectively is the strategic key in front of us. Quanzhou has been enjoying the popularity of its prosperous academies and private schools since the Ming Dynasty. The rise of vocational universities and the birth of private universities have laid a solid foundation for the emergence and development of private vocational education in Quanzhou. The private higher vocational education in Quanzhou has developed at a high speed. In 15 years, the private vocational colleges have grown from scratch, from small to large, and the quantity and scale have been continuously expanded. On the whole, the development of Quanzhou Marine Vocational College has experienced initial construction, fluctuation and development. Stable process and development trend of scale, specialization and diversification. At present, we are still faced with problems such as weak professional construction, unstable teachers, shortage of students, insufficient funds, unreasonable campus planning, lack of cultural atmosphere, and so on. The main influencing factors include unclear training objectives, unreasonable management mechanism, inadequate integration of resources, single mode of running a school, etc. Facing the new period of national vigorous development of marine economy, construction of marine power and economic transformation, etc. A number of documents have been issued by national ministries to speed up and promote the reform and development of modern vocational education. For the next five years from 2016 to 2020, Quanzhou Marine Vocational College is in an important strategic opportunity period of standard upgrading and scientific development. How to correctly analyze the principal contradictions, It is a key problem for Quanzhou Ocean College to grasp the opportunity and realize the sustainable development in the key period of the national vocational education reform. Through the expansion of the scale of private vocational education in Quanzhou but the shortage of students, the hardware is excellent but the soft power is backward. There are many specialties but not fine ones, the mode of running a school is flexible, the characteristics of humanistic education are emphasized, and the sustainable development of Quanzhou Marine Vocational College can be analyzed from the strategy of brand and the strategy of joint development of industry. Based on the basic strategic thinking put forward above, this paper puts forward concrete implementation strategies for the sustainable development of Quanzhou Marine Vocational College from ten aspects: deepening the teaching reform, improving the level of professional construction, To strengthen the construction of teachers, to strengthen student management and "double creation" education, to do a good job of recruiting and employment, to strengthen information construction, to improve the level of scientific research and social service, to expand foreign cooperation and exchanges, and to strengthen the construction of campus culture. We will strengthen the construction of national defense education bases and so on.
