【摘要】：文章分析了精神殘疾和醫(yī)療保障的外部效應(yīng),并對政府在精神殘疾患者醫(yī)療保障中的責(zé)任進(jìn)行重新審視。明確了目前政府在精神殘疾患者醫(yī)療保障制度設(shè)計上存在缺陷,精神衛(wèi)生財政保障不足,精神衛(wèi)生人力資源匱乏,影響精神殘疾患者精神衛(wèi)生服務(wù)需求的滿足。建議政府通過優(yōu)化醫(yī)療保障制度設(shè)計,加大精神衛(wèi)生的財政投入,加強(qiáng)精神衛(wèi)生人力資源的培養(yǎng)等措施,遏制精神殘疾負(fù)外部效應(yīng)的發(fā)生。
[Abstract]:This paper analyzes the external effects of mental disability and medical security, and reexamines the responsibility of the government in the medical security for patients with mental disability. The inadequate financial security of mental health and the shortage of human resources for mental health affect the satisfaction of the needs of mental health services for patients with mental disabilities. It is suggested that the government should increase the financial investment in mental health by optimizing the design of the medical security system. Strengthen the cultivation of mental health human resources and other measures to curb the occurrence of negative external effects of mental disability.
