【摘要】：建設(shè)社會(huì)主義新農(nóng)村新牧區(qū)是我國(guó)現(xiàn)代化進(jìn)程中的重大歷史任務(wù),是在我國(guó)總體上進(jìn)入以工促農(nóng)、以城帶鄉(xiāng)發(fā)展新階段后面臨的嶄新課題,是時(shí)代發(fā)展和構(gòu)建和諧社會(huì)的必然要求。建設(shè)社會(huì)主義新農(nóng)村,管理好農(nóng)村經(jīng)濟(jì)和科技、教育、衛(wèi)生、文化等公共事務(wù),為農(nóng)村公共管理做好服務(wù)和貢獻(xiàn),必須加強(qiáng)農(nóng)牧區(qū)實(shí)用人才隊(duì)伍建設(shè)。但就目前情況來(lái)看,我國(guó)農(nóng)牧區(qū)的實(shí)用人才隊(duì)伍遠(yuǎn)遠(yuǎn)不能適應(yīng)社會(huì)主義新農(nóng)村新牧區(qū)建設(shè)的需要。本文以我國(guó)西部偏遠(yuǎn)地區(qū)內(nèi)蒙古自治區(qū)鄂爾多斯市杭錦旗為例,對(duì)該地區(qū)農(nóng)牧區(qū)實(shí)用人才隊(duì)伍建設(shè)現(xiàn)狀進(jìn)行了較為全面的闡述,對(duì)當(dāng)前在實(shí)用人才隊(duì)伍建設(shè)方面存在的問(wèn)題進(jìn)行了深入的分析,客觀準(zhǔn)確把握農(nóng)牧區(qū)實(shí)用人才的本質(zhì)特征及重要作用,并提出解決問(wèn)題的對(duì)策和措施,為推動(dòng)杭錦旗農(nóng)牧區(qū)實(shí)用人才的建設(shè)與管理工作提供了一定的理論指導(dǎo)和決策參考。以杭錦旗農(nóng)牧區(qū)實(shí)用人才隊(duì)伍建設(shè)為題進(jìn)行研究,不僅有利于大力開(kāi)發(fā)杭錦旗農(nóng)牧區(qū)實(shí)用人才,進(jìn)而為農(nóng)牧區(qū)快速發(fā)展提供穩(wěn)定的人才支撐,而且對(duì)我國(guó)中西部地區(qū)農(nóng)村實(shí)用人才隊(duì)伍建設(shè)具有重要的借鑒作用。
[Abstract]:The construction of new socialist countryside and new pastoral areas is a major historical task in the process of modernization of our country. It is a new task after our country has generally entered a new stage of promoting agriculture through industry and taking cities and townships into a new stage of development. It is an inevitable requirement for the development of the times and the construction of a harmonious society. To build a new socialist countryside, to manage the rural economy and public affairs such as science and technology, education, health, culture, and so on, and to serve and contribute to the rural public administration. We must strengthen the construction of practical talents in agricultural and pastoral areas. The practical talents in China's agricultural and pastoral areas are far from being able to meet the needs of the construction of new socialist countryside and pastoral areas. This paper takes the Hangzhou Banner of Ordos City, Inner Mongolia Autonomous region, as an example, in the remote area of western China. The present situation of the construction of practical talents in the agricultural and pastoral areas in this area is comprehensively expounded, and the problems existing in the construction of practical talents are deeply analyzed. To grasp objectively and accurately the essential characteristics and important role of practical talents in agricultural and pastoral areas, and to put forward countermeasures and measures to solve the problems, In order to promote the construction and management of practical talents in the agricultural and pastoral areas of Hangjin Banner, this paper provides some theoretical guidance and decision reference for the construction of practical talents in the agricultural and pastoral areas of Hangjin Banner. It is not only conducive to the development of practical talents in the farming and pastoral areas of Hangjin Banner, and thus provides a stable talent support for the rapid development of agricultural and pastoral areas, but also plays an important role in the construction of practical talents in rural areas in the central and western regions of China.
