供給側(cè)改革視域下我國公共體育場館資源配置的研究

【摘要】:中國改革開放四十年以來,政府在市場經(jīng)濟發(fā)展的過程中始終關(guān)注供給與需求的均衡。公共體育場館在我國體育事業(yè)中發(fā)揮著重要的作用,公共體育場館資源的科學優(yōu)化配置關(guān)系著民生體育的發(fā)展。伴隨時代的變遷,人民大眾對場館資源的需求已經(jīng)超過以往任何時期,但事實證明場館資源供給量卻達不到需求量,供需矛盾是我國公共體育場館資源配置過程中日益凸顯變成主要矛盾,解決供需矛盾的關(guān)鍵點在于在供給側(cè)改革視域下進行公共體育場館資源配置。本文通過文獻資料、邏輯歸納、內(nèi)容分析、比較分析等方法在政策供給、供求與布局、運營管理模式、人力資源配置四個維度對公共體育場館資源配置現(xiàn)狀進行分析,發(fā)現(xiàn)公共體育場館政策供給存在的問題;公共體育場館資源建設布局失衡,配置低效;公共體育場館管理體系中存在諸多弊端;人力資源供給薄弱。根據(jù)研究得出以下結(jié)論:1.我國公共體育場館資源配置中政策供給的分類與標準不明確,財政補貼與稅收優(yōu)惠不足,法律性文件少且地位較低,與法律法規(guī)配套的執(zhí)法權(quán)限設置不明。在政策供給方面沒有形成高效的推動力,有待進一步科學化系統(tǒng)化政策供給促進場館資源配置。2.我國公共體育場地資源布局不均衡,配置低效。在不同區(qū)域,不同受眾都存在不同程度的場館資源配置不均衡,配置效率與區(qū)域經(jīng)濟發(fā)展水平相關(guān),與受眾群體的經(jīng)濟收入、受教育程度等方面相關(guān)。3.我國公共體育場館運營體系中,事業(yè)屬性場館依賴體制優(yōu)勢嚴重,企業(yè)屬性場館市場營銷手段不足。場館運營不利導致場館資源配置低效,出現(xiàn)很多場館資源供不應求或供過于求的狀態(tài)。4.我國體育場館人力資源供給薄弱,缺乏專業(yè)性強的人才。人力資源不能滿足場館管理需求,直接影響場館資源配置。在人才培養(yǎng)方面,政府應積極導向培養(yǎng)既具專項技能有具有管理理念的人才,疏通人才流通渠道,在人力資源供給方面促進場館資源的更科學更多元的配置。
[Abstract]:Since China's reform and opening up forty years ago, the government has always paid attention to the balance between supply and demand in the course of the development of the market economy. Public sports venues play an important role in the sports cause of our country. The scientific and optimal allocation of public stadiums and stadiums resources is related to the development of people's livelihood sports. With the change of times, the public's demand for stadiums and gymnasiums resources has already exceeded that of any previous period, but the facts have proved that the supply quantity of stadiums and gymnasiums resources has not reached the demand. The contradiction between supply and demand is becoming the main contradiction in the process of resource allocation of public stadiums and gymnasiums in China. The key point of solving the contradiction lies in the allocation of resources of public stadiums and gymnasiums in the field of supply-side reform. Logical induction, content analysis, comparative analysis and other methods in the four dimensions of policy supply, supply and demand and layout, operation management model, human resource allocation to analyze the current situation of the allocation of public stadiums and stadiums, The problems in the policy supply of public stadiums and stadiums are found, the layout of public stadiums and stadiums is unbalanced and the allocation is inefficient, and there are many drawbacks in the management system of public stadiums and stadiums. Human resource supply is weak. According to the research, the following conclusions are drawn: 1. The classification and standard of policy supply in the resource allocation of public stadiums and gymnasiums in China are not clear, the financial subsidies and tax preferences are insufficient, the legal documents are few and the status is low. The law enforcement authority set up in accordance with the laws and regulations is not clear. There is no effective driving force in the policy supply, and further scientific and systematic policy supply is needed to promote the allocation of stadiums resources. 2. The distribution of public sports venues resources in our country is not balanced. In different regions, different audiences have different degree of uneven allocation of stadiums resources, allocation efficiency is related to the level of regional economic development, and it is related to the economic income of the audience groups. In the operation system of public stadiums and gymnasiums in our country, the institutional advantages of enterprise attribute stadiums are serious, the marketing means of enterprise attribute stadiums are insufficient, and the unfavorable operation of stadiums and stadiums leads to inefficient allocation of stadiums and gymnasiums. Many stadiums and gymnasiums are in short supply or oversupply. 4. The human resource supply of stadiums and gymnasiums in our country is weak and lack of professional talents. Human resources cannot meet the needs of stadiums and gymnasiums. Directly affect the allocation of stadiums and gymnasiums. In terms of personnel training, the government should actively guide the cultivation of talents with special skills and management concepts, and dredge the channels for the circulation of talents. In terms of human resources supply to promote more scientific and multi-dimensional allocation of venue resources.
