【摘要】:雇員制是破解地方政府人力資源結構性難題的一種可能選擇,但其作用仍有待發(fā)掘,甚至對于政府雇員的角色定位及制度設計問題依舊存在不少理論爭議。而B區(qū)政府專業(yè)聘用人員制度建設則通過設置不同于輔助型雇員和聘任制公務員的職位類屬,建立與公務員序列相平衡的管理框架,既為解決地方政府用人難題提供了可行方案,也為形成政府雇員序列內(nèi)部以及與公務員序列相統(tǒng)一的分類管理體系提供了新路徑。B區(qū)經(jīng)驗對于當前地方改革的啟示在于,應以構建更規(guī)范、精細化的政府人事管理體系為導向,重塑官僚制行政邏輯,包括基于專業(yè)屬性和功能需求創(chuàng)新職位分類,優(yōu)化編制、職務、職權配置,建立差別化的績效管理體系。這些又依賴于政府職能轉變和突破固有的體制性壁壘。
[Abstract]:Employee system is a possible choice to solve the structural problem of local government human resources, but its role remains to be explored. There are still many theoretical controversies about the role orientation and system design of government employees. However, the construction of the system of professional hiring personnel in area B is based on the establishment of post categories different from those of auxiliary employees and employed civil servants. Genus. The establishment of a management framework that is balanced with the sequence of civil servants provides a feasible solution to the problem of employment by local governments. It also provides a new way for the formation of the classified management system within the government employees' sequence and the unification with the civil servant sequence. The enlightenment of the experience of area B for the current local reform lies in the construction of a more standardized system. The meticulous government personnel management system is oriented to reshape the bureaucratic administrative logic, including innovating the classification of posts based on professional attributes and functional requirements, optimizing the establishment, post, and power allocation. The establishment of differentiated performance management system, which depends on the transformation of government functions and breaking through the inherent institutional barriers.
