【摘要】：政府購買公共服務呈現(xiàn)出地域和部門差異,主要集中于部分地域的少數(shù)部門。這是為什么?受到哪些因素的影響?在廣泛調研及比較的基礎上,選取了上海市楊浦區(qū)政府購買公共就業(yè)服務作為典型案例,分析其發(fā)生發(fā)展的主要影響因素。發(fā)現(xiàn)三個條件在促成和促進政府購買中不可忽視,即環(huán)境條件、主體條件以及操作條件。這些條件中的大部分因素可以在資源依賴理論、交易費用理論以及合作的進化理論中找到依據(jù),但是關鍵的發(fā)動因素是政府壓力與官員動力方向的高度統(tǒng)一,從而使政府及其官員在應對各自面對的不確定性方面獲得了統(tǒng)一;而分工明確的政府內部治理機制、伙伴式的外部合作機制則是合作順利進行的基礎。
[Abstract]:Showing the geographical differences and departments of government purchase of public services, a few departments focused on some areas. Why is this? What factors influence? Based on extensive investigation and comparison, the paper chooses Shanghai city as a typical case of the Yangpu District government to buy public employment service, analysis of main factors affecting its occurrence and development. Three conditions to promote and promote the government purchase can not be ignored, namely environmental conditions, subjective conditions and operation conditions. Most of the factors in these conditions can be found on the basis of resource dependence theory, transaction cost theory and the theory of evolution in the cooperation, but the key factor is the unification of the government launched the pressure and official power direction thus, the government and its officials face in dealing with their uncertainty has been unified; and a clear division of internal governance mechanism, partner type The external cooperation mechanism is the basis for the smooth operation of cooperation.
