【摘要】:社會組織成長是一個從量變到質(zhì)變的交互過程,而這一過程離不開有效的激勵機制。在我國特殊國情下,社會組織的成長需要政府采取有效的激勵措施。論文從政府的視角來研究我國社會組織的成長激勵機制,聚焦于個體社會組織成長與政府激勵的結(jié)構(gòu)性解釋框架。社會組織成長激勵機制是一個由資源激勵、競合激勵、制度激勵三個不同而又連續(xù)的子機制構(gòu)成的,具備開放與彈性、整體性與層次性的機制體系。社會組織與政府因掌握了彼此所需的資源而形成依賴關(guān)系,受制于我國行政管理體制以及社會組織自身發(fā)展水平,目前我國社會組織與政府間是不對稱依賴關(guān)系。隨著社會組織成長過程從生成期、生長期、成熟期到再發(fā)展期的推進,政府與社會組織的關(guān)系也從非對稱依賴走向準(zhǔn)對稱依賴、對稱依賴,直至擺脫依賴。這一良性發(fā)展趨勢需要社會組織內(nèi)部管理和政府外部治理的統(tǒng)一。資源是連接社會組織成長與政府的中介變量,在社會組織成長的不同階段,社會組織的資源需求行為分別側(cè)重于獲取、爭奪與利用,而政府的供給資源行為相應(yīng)地應(yīng)該側(cè)重于提供、分配與安排,因此政府應(yīng)為處于不同成長階段的社會組織制定不同但又持續(xù)的激勵機制。這樣既能有效促進社會組織的成長壯大以便更好承擔(dān)相應(yīng)職責(zé),又能有效緩解政府自身職能轉(zhuǎn)型帶來的巨大壓力,最終實現(xiàn)各司其職的最佳狀態(tài);谝陨蠈ι鐣M織成長激勵機制的客體、主體、中介的分析構(gòu)建了一個社會組織成長激勵機制的解釋框架,確立了由三個子機制構(gòu)成的機制體系。社會組織成長的資源激勵機制是指社會組織在生成階段需要政府提供全面、充足、持續(xù)的資源保障。對于社會組織成長所需的各種資源及其對社會組織的重要程度,學(xué)界和實踐者都只有較為模糊的概念,甚至存在“有錢就能解決一切問題”的誤區(qū),這也是社會組織總是面臨資金短缺和發(fā)展困境的一個深層次原因。本研究利用問卷調(diào)查和數(shù)據(jù)定量分析的方法對此進行了深入剖析,分析了人力資源、資金資源、物質(zhì)資源、信息資源、社會資源和政策資源這六個核心資源及其所含資源子項對社會組織成長的影響。實際上,這些資源貫穿于社會組織成長的每一個階段,之所以放在社會組織生成階段進行深入分析,一方面出于解決這一階段對資源迫切需求與資源獲取能力不足的矛盾,另一方面則出于如果在成立之初就全面認(rèn)識到自身所需要的資源則有利于可持續(xù)發(fā)展的考慮。在完備的資源探索基礎(chǔ)上,從實體平臺到網(wǎng)絡(luò)平臺兩個方面構(gòu)建了政府資源供給的完善平臺,并提出了完整的網(wǎng)絡(luò)以對社會組織資源的優(yōu)化供給提供有力保障。社會組織成長的競合激勵機制是基于社會組織生長階段受制于非營利性、自愿性等屬性以及生長期自身發(fā)展水平仍然較低而表現(xiàn)出競合惰性的分析,提出應(yīng)該采取相應(yīng)的措施促使社會組織之間更好地進行競爭和合作,從而實現(xiàn)資源在社會組織間的優(yōu)化配置。在理想的狀態(tài)下,政府激勵合作能夠使社會組織合作效應(yīng)最大化,政府激勵競爭會使社會組織競爭效應(yīng)較大,而政府不激勵時社會組織非合作收益最小。此外,還存在非理想狀態(tài)下的兩種情況,即政府激勵下的非合作博弈可能導(dǎo)致產(chǎn)能失衡,而合作博弈則仍然可以帶來較好的收益,因此要優(yōu)化激勵競爭機制并多采取激勵合作機制。社會組織成長的制度激勵機制是對處于成熟階段的社會組織的基礎(chǔ)制度和內(nèi)外部制度進行的優(yōu)化,從而以最小的實體資源輸入來實現(xiàn)資源有效利用,保障社會組織成長的獨立性。制度建設(shè)雖貫穿于社會組織成長的各個階段,但對于成熟的社會組織來說,完善的制度體系尤為重要,因此社會組織成長激勵機制實質(zhì)上是對既有制度的升華,這一要求是社會組織在前兩個階段無法全面達到的。基于制度分析理論對現(xiàn)實問題進行層層剖析,首先構(gòu)建了多中心制度安排下的以社會組織為中心的基礎(chǔ)制度安排,然后從外部管理和內(nèi)部治理的角度構(gòu)建了促進社會組織成熟的內(nèi)外部制度。其中許多制度是在現(xiàn)有制度上的改進,但在退出管理制度和組織文化管理方面有較大的創(chuàng)新。社會組織成長激勵機制研究在一定程度上把握了社會組織成長與政府激勵間的規(guī)律,為社會組織和政府明晰彼此的關(guān)系、促進彼此成長提供了一條系統(tǒng)、可持續(xù)的路徑。但是我們也要看到其中的不足,并進行更深入的探討力求機制設(shè)計的精細(xì)化,從而為政府與社會組織的良性發(fā)展提供堅實的理論基礎(chǔ)和政策建議。
[Abstract]:The growth of social organization is an interactive process from quantitative to qualitative change, and this process cannot do without the effective incentive mechanism in our country. Under special conditions, social organization growth requires the government to take effective incentive measures. From the government perspective to study the social organization of our country into a long incentive mechanism, structural interpretation the framework focuses on growth and government incentives of individual social organizations. The incentive mechanism of the growth of social organizations is a resource incentive, competition incentive, incentive system consists of three different and continuous sub mechanism, with an open and flexible mechanism, system integrity and hierarchy of the social organization and the government.
