【摘要】：隨著國民經(jīng)濟(jì)的快速增長,電力企業(yè)中普遍采取多項目管理這種方式,站在整個企業(yè)層面上,對所有的項目進(jìn)行篩選、評估、優(yōu)化人力資源配置,力求調(diào)動人力資源的積極性和主動性,以期做到人盡其才、才盡其用,保證順利完成項目的特定目標(biāo)。保證企業(yè)生產(chǎn)與飛速發(fā)展的社會需求相匹配,同時能使企業(yè)所屬資源能夠得到最大化的優(yōu)化利用,節(jié)省企業(yè)運(yùn)行資本需求,減少運(yùn)行消耗,提高生產(chǎn)收益。本文綜合研究目前國內(nèi)外多項目管理和人力資源配置的理論,梳理并總結(jié)多項目環(huán)境下人力資源優(yōu)化配置的相關(guān)理論,分析A水電廠在多項目人力資源配置管理工作中存在的問題。通過對人力資源現(xiàn)狀進(jìn)行全盤調(diào)查,建立員工信息庫,對員工進(jìn)行了分級分類動態(tài)管理;篩選確定項目的優(yōu)先級,設(shè)計合理的組織機(jī)構(gòu)以適應(yīng)各項目之間的人力資源調(diào)配及組織管理;建立高效配套的薪酬與考核激勵體系,并完善培訓(xùn)提升和人才管理體系,為A水電廠多項目管理中的人力資源配置服務(wù)。本文將理論用到實際多項目管理中,合理處理好人與事的關(guān)系,確保人崗匹配,充分調(diào)動員工的積極性、創(chuàng)造性,有利促進(jìn)優(yōu)秀人才脫穎而出,從而縮短項目工期、提升工作質(zhì)量、降低成本,為企業(yè)的快速成長和多項目高效運(yùn)作提供有力保障,取得了較好的結(jié)果。
[Abstract]:With the rapid growth of the national economy, multi-project management is widely adopted in electric power enterprises. At the level of the whole enterprise, all projects are screened, evaluated and human resource allocation is optimized. Strive to mobilize the enthusiasm and initiative of human resources, with a view to achieve the best use of human resources, to ensure the smooth completion of the specific objectives of the project, to ensure that enterprise production and rapid development of social needs match. At the same time, it can maximize the optimal use of the resources owned by the enterprise, save the operating capital requirements of the enterprise, and reduce the operation consumption. This paper synthetically studies the theories of multi-project management and human resource allocation at home and abroad, and summarizes the related theories of optimizing human resources allocation in multi-project environment. This paper analyzes the problems existing in the multi-project human resource allocation management in A hydropower plant. Through the overall investigation of the present situation of human resources, the employee information database is established, and the employees are managed dynamically by classification and classification. Select and determine the priority of the project, design a reasonable organization to adapt to the allocation of human resources between projects and organizational management; Establish an efficient matching salary and examination incentive system, and improve the training promotion and talent management system, for A hydropower plant multi-project management of human resources allocation services. This paper applies the theory to practical multi-project management. Reasonably handle the relationship between people and things, ensure the matching of people and posts, fully mobilize the enthusiasm and creativity of employees, help to promote the outstanding talents to stand out, so as to shorten the duration of the project, improve the quality of work, and reduce the cost. It provides a strong guarantee for the rapid growth of enterprises and the efficient operation of multi-projects, and achieves good results.
