【摘要】：長(zhǎng)期以來(lái),山東省經(jīng)濟(jì)發(fā)展水平走在全國(guó)前列,但在社會(huì)管理與社會(huì)治理方面,相對(duì)于廣東、上海、浙江等東部沿海發(fā)達(dá)地區(qū)仍然有較大距離。山東省第十次黨代會(huì)提出了實(shí)現(xiàn)"由大到強(qiáng)"轉(zhuǎn)變,提前全面建成小康社會(huì)的奮斗目標(biāo)。實(shí)現(xiàn)"由大到強(qiáng)"轉(zhuǎn)變需要經(jīng)濟(jì)結(jié)構(gòu)的轉(zhuǎn)型調(diào)整,也有賴于需要社會(huì)治理的創(chuàng)新發(fā)展。而加強(qiáng)青少年事務(wù)社會(huì)工作人才隊(duì)伍建設(shè),既是解決青少年群體成長(zhǎng)發(fā)展問(wèn)題、促進(jìn)全省青少年健康成長(zhǎng)的重要舉措,也必將會(huì)對(duì)全省各領(lǐng)域社會(huì)工作發(fā)展以及社會(huì)治理創(chuàng)新產(chǎn)生極大推動(dòng)作用。近年來(lái),山東省青少年社會(huì)工作人才隊(duì)伍建設(shè)成效顯著,專業(yè)人才隊(duì)伍規(guī)模不斷擴(kuò)大,民間社工機(jī)構(gòu)和社會(huì)組織蓬勃發(fā)展,青少年事務(wù)工作陣地建設(shè)日益完善,特別是隨著相關(guān)政策的出臺(tái),社會(huì)各界對(duì)青少年事務(wù)社會(huì)工作及其隊(duì)伍建設(shè)的關(guān)注程度有所提升,支持和保障力度逐步加強(qiáng),政府主導(dǎo)、共青團(tuán)統(tǒng)籌、社團(tuán)運(yùn)作、多方參與的運(yùn)行模式逐漸成型。但從全省層面看,也仍然存在諸如政策制度不健全、崗位職責(zé)不明確、專業(yè)化水平不強(qiáng)、社會(huì)氛圍不濃厚等突出問(wèn)題,使得整體發(fā)展水平與山東經(jīng)濟(jì)文化強(qiáng)省建設(shè)的要求存在較大差距。為此,本文借助問(wèn)卷調(diào)查和實(shí)地考察相結(jié)合的方式,深入調(diào)研了解了當(dāng)前山東省青少年事務(wù)社會(huì)工作人才隊(duì)伍情況,研究分析山東省青少年事務(wù)社會(huì)工作人才隊(duì)伍建設(shè)現(xiàn)狀和存在問(wèn)題,通過(guò)對(duì)調(diào)研情況的分析,運(yùn)用相關(guān)理論,借鑒外部經(jīng)驗(yàn),結(jié)合我省實(shí)際,在已有工作基礎(chǔ)上,重點(diǎn)從公共事務(wù)管理、人力資源管理和"第三部門"的視閾下研究提出了對(duì)策建議。論文提出,要積極轉(zhuǎn)變政府職能,科學(xué)統(tǒng)籌規(guī)劃,加強(qiáng)認(rèn)知宣傳,建設(shè)并發(fā)揮行業(yè)協(xié)會(huì)作用,加快構(gòu)建新型工作格局;要加強(qiáng)崗位設(shè)置、加大培養(yǎng)力度、完善考核評(píng)價(jià)、暢通發(fā)展渠道,科學(xué)做好隊(duì)伍建設(shè)的人力資源開(kāi)發(fā);要發(fā)揮共青團(tuán)示范帶動(dòng)、聯(lián)系協(xié)調(diào)、培育孵化的樞紐型社會(huì)組織功能,發(fā)揮其聯(lián)系黨政、統(tǒng)籌資源、協(xié)調(diào)各方的優(yōu)勢(shì),推動(dòng)山東省青少年事務(wù)社會(huì)工作人才隊(duì)伍建設(shè)健康快速發(fā)展。
[Abstract]:For a long time, the level of economic development in Shandong province at the forefront of the country, but in the social management and social governance, compared to Guangdong, Shanghai, Zhejiang still has large distance from the eastern coastal developed areas of Shandong province. The tenth Party Congress put forward to realize the transition from big to strong, to build a well-off society goal. "From big to strong changes to the transformation of economic restructuring, but also depends on the innovation and development of social governance. And strengthen youth affairs social work team construction, is to solve the development problem of youth growth, an important measure to promote the province's youth healthy growth, but also will produce a great role in promoting the province's social field the development and innovation of social governance. In recent years, the construction of social work talents of Shandong Province youth significantly, professional team continues to expand the scale, The vigorous development of private social service organizations and social organizations, youth affairs construction is increasingly perfect, especially with the introduction of relevant policies, the degree of attention from all walks of life and youth affairs social work team construction has the promotion, support and protection efforts to gradually strengthen, the government, the Communist Youth League and the operation of the club, participating in the operation mode gradually but from the perspective of forming. Also, there are still such as the policy system is not perfect, the post responsibility is not clear, professional level is not strong, social atmosphere and other outstanding issues, so that the overall level of development of Shandong economy and the construction of cultural province requirements there is a big gap. Therefore, by means of questionnaire and on-the-spot investigation combination the way, in-depth investigation and understanding of the current youth affairs social work personnel in Shandong Province, analysis of youth affairs in Shandong Province The present situation and the problems of construction of social work personnel, through the analysis of the research situation, the use of relevant theories, reference external experience, combined with our province, based on the previous work, the focus from the public affairs management, human resource management and the "third sector" from the perspective of the research and puts forward some countermeasures and suggestions. We should actively the transformation of government functions, scientific planning, strengthen awareness, build and play the role of industry associations, speeding up the construction of a new work pattern; to strengthen the post setting, strengthen training, improve the evaluation, smooth development channels, good scientific human resources development team construction; the Communist Youth League to play a demonstration, coordination, cultivation incubation function hub type social organization, its contact Party, co-ordination of resources, coordinating all the advantages, promote the construction of youth affairs social work personnel health in Shandong Province Rapid growth.
