MDS公司總承包工程成本控制研究

【摘要】:中國(guó)目前是世界上鋼產(chǎn)量和消耗量最大的國(guó)家,年產(chǎn)鋼約8億噸。當(dāng)前市場(chǎng)需求接近飽和,鋼鐵企業(yè)利潤(rùn)微薄,冶金建設(shè)行業(yè)跌入低谷。但是距離國(guó)家鋼鐵產(chǎn)業(yè)政策規(guī)劃的到十二五末建設(shè)3-5家大型鋼鐵集團(tuán),產(chǎn)業(yè)集中度達(dá)到70%的目標(biāo)尚有較大差距。國(guó)家鋼鐵產(chǎn)業(yè)規(guī)劃鋼鐵廠向沿海發(fā)展,向煤炭鐵礦石資源豐富地區(qū)發(fā)展的目標(biāo)尚未實(shí)現(xiàn),國(guó)家淘汰落后產(chǎn)能,發(fā)展精品鋼材基地的規(guī)劃也正在實(shí)施當(dāng)中,國(guó)內(nèi)鋼企向海外投資建廠的趨勢(shì)剛剛形成。這些不利和有利條件促使我國(guó)冶金設(shè)計(jì)和冶金建設(shè)類公司迎接挑戰(zhàn),戰(zhàn)勝困難,在不利的市場(chǎng)形勢(shì)下尋求發(fā)展。 本文通過(guò)對(duì)冶金設(shè)計(jì)和建設(shè)類工程公司MDS公司的總承包工程的研究,對(duì)工程組織形式、成本構(gòu)成、項(xiàng)目管理進(jìn)行分析,找出冶金建設(shè)總承包工程影響成本的主要因素,并進(jìn)行分析,對(duì)成本控制的相關(guān)問(wèn)題找出應(yīng)對(duì)策略,從而控制工程成本,增進(jìn)公司效益。 本文以項(xiàng)目管理相關(guān)理論為基礎(chǔ),采用規(guī)范研究和案例研究相結(jié)合方法,共分五個(gè)部分: 第一部分引言。介紹了本文研究背景、研究意義、國(guó)內(nèi)外研究現(xiàn)狀、研究思路和方法以及研究創(chuàng)新和不足等相關(guān)內(nèi)容。 第二部分重點(diǎn)介紹了總承包管理的定義、類型以及成本管理相關(guān)理論綜述等內(nèi)容。 第三部分介紹了冶金設(shè)計(jì)類工程公司總承包工程的特點(diǎn),以及MDS公司總承包工程的發(fā)展歷程,MDS公司總承包工程的成本組成情況以及特點(diǎn)。 第四部分闡述了MDS公司總承包工程的成本控制存在的問(wèn)題及成因分析。 第五部分主要是結(jié)合前面理論和分析,對(duì)MDS公司在如何加強(qiáng)成本控制方面提出建議和策略。 通過(guò)分析可以得出結(jié)論:MDS公司要通過(guò)總承包工程管理,實(shí)現(xiàn)業(yè)務(wù)轉(zhuǎn)型升級(jí),促進(jìn)公司利潤(rùn)跨越式增長(zhǎng),必須從MDS公司實(shí)際情況出發(fā),牢牢運(yùn)用成本控制幾個(gè)基本的原則:即成本最低化原則,全面控制原則,動(dòng)態(tài)控制原則,目標(biāo)管理原則,責(zé)權(quán)利相結(jié)合原則,例外管理原則。要從外部環(huán)境和內(nèi)部問(wèn)題分別入手,穩(wěn)步推進(jìn)總承包工程成本控制。一方面充分發(fā)揮公司的設(shè)計(jì)專長(zhǎng),在工程項(xiàng)目中起引導(dǎo)和牽頭作用,在設(shè)計(jì)階段就圍繞工程形式,統(tǒng)籌組織工程實(shí)施,選取經(jīng)濟(jì)有效的方案;另一方面,規(guī)范總承包項(xiàng)目管理實(shí)施的各個(gè)環(huán)節(jié),發(fā)揮技術(shù)優(yōu)勢(shì),構(gòu)建優(yōu)質(zhì)低價(jià)并且保障有力的供應(yīng)體系;再次,強(qiáng)化施工環(huán)節(jié)的過(guò)程成本控制,控制好偶發(fā)事件以及材料浪費(fèi)損失。 本文的特色及創(chuàng)新之處在于:研究冶金設(shè)計(jì)施工總承包公司MDS的實(shí)際情況,發(fā)掘出冶金建設(shè)領(lǐng)域設(shè)計(jì)、采購(gòu)、施工總承包工程公司的項(xiàng)目管理特點(diǎn),找出實(shí)際存在的、與行業(yè)同類公司相同的共性的成本控制的問(wèn)題。同時(shí)又對(duì)MDS公司在總承包工程管理過(guò)程中單獨(dú)存在的問(wèn)題和所面臨的挑戰(zhàn)進(jìn)行分析,并提出有針對(duì)性的解決方案和建議。
[Abstract]:China is currently the world's largest steel production and consumption, annual steel production of about 800 million tons. The current market demand is near saturation, the iron and steel enterprise profit is meager, the metallurgical construction industry falls into the trough. However, there is still a big gap between the target of 70% industrial concentration and the construction of 3-5 large iron and steel groups by the end of the 12th Five-Year Plan of the National Iron and Steel Industry Policy Plan. The national iron and steel industry planning, the development of iron and steel plants to the coastal areas and the development of areas rich in coal and iron ore resources have not yet been achieved. The plan for the development of a high-quality steel base is also being implemented, as the state has eliminated backward production capacity. Domestic steel enterprises to overseas investment plant trend has just formed. These disadvantages and favorable conditions urge our metallurgical design and metallurgical construction companies to meet the challenges, overcome difficulties and seek development under the unfavorable market situation. In this paper, through the study of the general contracting project of MDS Company, a metallurgical design and construction engineering company, the paper analyzes the organization form, cost composition and project management of the project, and finds out the main factors that affect the cost of the general contract project of metallurgical construction. In order to control the project cost and improve the efficiency of the company, the corresponding strategies are found out in order to control the project cost and improve the efficiency of the company. Based on the theory of project management, this paper adopts the combination of normative research and case study, which is divided into five parts: the first part is the introduction. This paper introduces the research background, research significance, domestic and foreign research status, research ideas and methods, research innovation and deficiencies and other related content. The second part focuses on the definition, types and related theories of cost management. The third part introduces the characteristics of the general contracting project of metallurgical design engineering company, the development course of the general contract project of MDS company, the cost composition and characteristics of the general contract project of MDS company. The fourth part expounds the problems and causes of cost control in general contracting project of MDS Company. The fifth part puts forward some suggestions and strategies on how to strengthen the cost control of MDS Company based on the previous theory and analysis. Through the analysis, we can draw a conclusion that MDS Company must proceed from the actual situation of MDS Company in order to realize the business transformation and upgrade and promote the leapfrog growth of the company's profits through the general contracting project management. Several basic principles of cost control are firmly applied: the principle of cost minimization, the principle of overall control, the principle of dynamic control, the principle of objective management, the principle of combination of responsibility and right, and the principle of exceptional management. To start from the external environment and internal problems, steady progress in general contract project cost control. On the one hand, give full play to the company's design expertise, play a leading role in the project, in the design phase around the form of the project, organize the implementation of the project, select economic and effective programs; On the other hand, we should standardize all aspects of the general contracting project management, give full play to the technological advantages, and build a high quality, low price and strong supply system. Thirdly, strengthen the process cost control of the construction link, control the accidental event and material waste loss. The features and innovations of this paper are as follows: study the actual situation of Metallurgical Design and Construction General Contracting Company (MDS), find out the characteristics of project management in the field of metallurgical construction design, procurement and construction, find out the actual existence, The same common cost control problems as similar companies in the industry. At the same time, the problems and challenges faced by MDS in the process of general contracting project management are analyzed, and the corresponding solutions and suggestions are put forward.
