【摘要】：隨著我國改革開放政策的深入，電力企業(yè)的體制改革的腳步也在不斷前進。在高效率、快節(jié)奏的現(xiàn)代企業(yè)經(jīng)營管理要求下，傳統(tǒng)的利潤中心管理模式已經(jīng)難以滿足電力公司的要求。因此，電力公司財務(wù)管理體制的改革，尤其是現(xiàn)金流量管理的改革，已經(jīng)迫在眉睫。 現(xiàn)金流量預(yù)控管理是公司財務(wù)管理的關(guān)鍵，建立完善的現(xiàn)金流量管理體系，能保證電力公司長期穩(wěn)定發(fā)展、提高公司的核心競爭力。而以紙質(zhì)的現(xiàn)金流量管理難以滿足當(dāng)代快節(jié)奏的財務(wù)管理。本文通過對電力公司現(xiàn)金流量的實際調(diào)查、分析，論證了建立現(xiàn)金流量預(yù)控管理系統(tǒng)的必要性和可行性，著重對以下幾方面進行研究：首先，對電力公司一定時期的現(xiàn)金或現(xiàn)金等價物的流入和流出，以及財務(wù)人員對現(xiàn)金的操作流程進行記錄，得出系統(tǒng)設(shè)計的目標(biāo)原則；其次，對系統(tǒng)開發(fā)的相關(guān)理論進行研究分析，確認(rèn)所需要的相關(guān)技術(shù)和開發(fā)環(huán)境；再次，對該系統(tǒng)進行了詳細的設(shè)計，，構(gòu)建體系結(jié)構(gòu)，包括系統(tǒng)的操作平臺，邏輯結(jié)構(gòu)框架，網(wǎng)絡(luò)拓撲的實現(xiàn)。按照功能的不同，本系統(tǒng)被劃分為不同的模塊，重點包括登錄模塊的設(shè)計與實現(xiàn)，系統(tǒng)設(shè)置管理模塊的設(shè)計與實現(xiàn)，數(shù)據(jù)管理的設(shè)計與實現(xiàn)，標(biāo)準(zhǔn)成本管理的設(shè)計與實現(xiàn)，模擬測算的設(shè)計與實現(xiàn)，數(shù)據(jù)庫系統(tǒng)的安全性設(shè)計與實現(xiàn)；最后，通過功能測試，安全測試，性能測試，了解系統(tǒng)的運行狀態(tài)。論文的研究實現(xiàn)了電力公司現(xiàn)金流量預(yù)控管理系統(tǒng)，極大的提高了公司管理效率，避免了人為失誤，提高了現(xiàn)金流動的安全性。另外，論文的研究還有利于電力公司對現(xiàn)金流量預(yù)控管理的統(tǒng)一化和標(biāo)準(zhǔn)化，具有一定的社會意義和實際意義。
[Abstract]:With the deepening of China's reform and opening up policy, the pace of power enterprise system reform is also moving forward. Under the requirement of high efficiency and fast rhythm modern enterprise management, the traditional profit center management mode has been difficult to meet the requirements of power companies. Therefore, the reform of power company financial management system, especially cash flow management reform, has been imminent. Cash flow pre-control management is the key of the company's financial management. The establishment of a perfect cash flow management system can ensure the long-term stable development of the power company and improve the core competitiveness of the company. The paper cash flow management is difficult to meet the current fast-paced financial management. Through the actual investigation and analysis of cash flow in power company, this paper demonstrates the necessity and feasibility of establishing cash flow pre-control management system, and focuses on the following aspects: first, The inflow and outflow of cash or cash equivalents in a certain period of time, and the cash operation process of the financial personnel are recorded, and the objective principles of the system design are obtained. Secondly, the related theories of system development are studied and analyzed, and the relevant technologies and development environment are confirmed. Thirdly, the system is designed in detail, including the operation platform, logical framework and the realization of network topology. According to the different functions, the system is divided into different modules, including the design and implementation of login module, the design and implementation of system setup management module, the design and implementation of data management, and the design and implementation of standard cost management. The design and implementation of simulation and measurement, the security design and implementation of database system; Finally, through the function test, security test, performance test, understand the system running state. The paper realizes the cash flow pre-control management system of electric power company, which greatly improves the efficiency of company management, avoids human error, and improves the security of cash flow. In addition, the research of this paper is beneficial to the unification and standardization of cash flow pre-control management in electric power companies, which has certain social and practical significance.
