【摘要】：長(zhǎng)期以來(lái),我國(guó)發(fā)電企業(yè)處于國(guó)家計(jì)劃管理下,盡管各發(fā)電企業(yè)計(jì)劃管理重點(diǎn)和方法各有特色,但相當(dāng)多的國(guó)有發(fā)電企業(yè)的計(jì)劃管理仍帶有計(jì)劃經(jīng)濟(jì)時(shí)代的特征。全面計(jì)劃是企業(yè)的年度經(jīng)營(yíng)計(jì)劃,是在企業(yè)戰(zhàn)略、規(guī)劃的指導(dǎo)下,充分考慮了企業(yè)內(nèi)外條件約束的情況下,確定企業(yè)年度經(jīng)營(yíng)目標(biāo)和實(shí)現(xiàn)目標(biāo)的安排。全面計(jì)劃是把控企業(yè)的各項(xiàng)工作和目標(biāo)的綱領(lǐng),是企業(yè)為了加強(qiáng)企業(yè)集約化經(jīng)營(yíng)和精細(xì)化過(guò)程管理的管理和控制手段,全面計(jì)劃管理企業(yè)把經(jīng)營(yíng)工作的每個(gè)環(huán)節(jié)都?xì)w納進(jìn)了經(jīng)營(yíng)目標(biāo)、加強(qiáng)企業(yè)內(nèi)部控制、提高經(jīng)營(yíng)效益和效率和加強(qiáng)可持續(xù)性發(fā)展實(shí)施的關(guān)鍵措施。本文的研究工作是基于對(duì)大唐耒陽(yáng)發(fā)電廠全面計(jì)劃管理的調(diào)研基礎(chǔ)上所進(jìn)行。 本文以大唐耒陽(yáng)發(fā)電廠為研究對(duì)象,運(yùn)用目標(biāo)管理理論、流程再造理論、戰(zhàn)略管理理論、決策理論、考核與評(píng)價(jià)理論的基本模型和分析方法,旨在為大唐耒陽(yáng)發(fā)電廠制定全面計(jì)劃管理。首先,通過(guò)整理大量實(shí)際調(diào)查資料,以及與我國(guó)電廠企業(yè)全面計(jì)劃管理以及成本管理工作相關(guān)的文獻(xiàn)資料的整理,對(duì)大唐耒陽(yáng)發(fā)電廠全面計(jì)劃管理以及成本管理現(xiàn)狀進(jìn)行了分析,并總結(jié)出實(shí)際工作中所存在的典型問(wèn)題；然后通過(guò)深入分析我國(guó)現(xiàn)行的電廠企業(yè)全面計(jì)劃管理方案,設(shè)計(jì)出一套基于目標(biāo)的全面計(jì)劃管理模式,包括全面計(jì)劃管理的總體模式、組織模式、流程管理等；繼而在全面系統(tǒng)、有效操作等多項(xiàng)原則的指導(dǎo)下,結(jié)合所設(shè)計(jì)的大唐耒陽(yáng)發(fā)電廠全面計(jì)劃管理實(shí)施方案,從發(fā)電量、設(shè)備效率等多個(gè)維度構(gòu)建了考慮目標(biāo)管理的電網(wǎng)企業(yè)全面計(jì)劃管理評(píng)價(jià)體系。最后,分析了大唐耒陽(yáng)發(fā)電廠實(shí)施全面計(jì)劃管理的成效,提出了一些全面計(jì)劃管理實(shí)施的保障措施。 本文提出的大唐耒陽(yáng)發(fā)電廠的全面計(jì)劃管理模式具體包括了大唐耒陽(yáng)發(fā)電廠的組織結(jié)構(gòu)、流程設(shè)計(jì)、指標(biāo)設(shè)計(jì)和評(píng)估指標(biāo)體系設(shè)計(jì)等,并將大唐耒陽(yáng)發(fā)電廠的全面預(yù)算和績(jī)效評(píng)估納入大唐耒陽(yáng)發(fā)電廠全面計(jì)劃管理的流程體系中,從而最終建立起一個(gè)包含有大唐耒陽(yáng)發(fā)電廠的綜合計(jì)劃管理、全面預(yù)算管理、綜合統(tǒng)計(jì)管理、經(jīng)濟(jì)活動(dòng)分析和績(jī)效考核評(píng)估這五個(gè)主要環(huán)節(jié)的環(huán)閉結(jié)構(gòu)。
[Abstract]:For a long time, the power generation enterprises in our country have been under the management of the national plan. Although the key points and methods of the plan management of the power generation enterprises have their own characteristics, the planning management of a considerable number of state-owned power generation enterprises still has the characteristics of the planned economy era. The overall plan is the annual business plan of the enterprise. Under the guidance of the enterprise strategy and plan, under the full consideration of the internal and external constraints of the enterprise, the enterprise's annual business objectives and the arrangements to achieve the objectives are determined. The overall plan is the program of controlling the work and objectives of the enterprise, and the management and control means of the enterprise in order to strengthen the intensive operation and fine process management of the enterprise. The overall plan management enterprise summarizes every link of the management work into the management goal, strengthens the enterprise internal control, enhances the management benefit and the efficiency and strengthens the sustainable development implementation key measure. The research work of this paper is based on the investigation of the overall planning management of Leiyang Power Plant in Datang. This article takes Datang Leiyang Power Plant as the research object, applies the objective management theory, the process reengineering theory, the strategic management theory, the decision theory, the examination and the appraisal theory basic model and the analysis method. For Datang Leiyang Power Plant to formulate a comprehensive plan management. First of all, through the collation of a large number of actual investigation data, as well as the comprehensive plan management and cost management of power plant enterprises in China, This paper analyzes the present situation of overall planning management and cost management in Datang Leiyang Power Plant, and summarizes the typical problems existing in the actual work. Then through in-depth analysis of the current comprehensive plan management plan of power plant enterprises in China, a set of overall planning management model based on objectives is designed, including the overall mode of overall planning management, organization model, process management and so on. Then under the guidance of comprehensive system, effective operation and other principles, combined with the overall plan and management scheme of Datang Leiyang Power Plant, A comprehensive planning management evaluation system for power grid enterprises considering objective management has been constructed from several dimensions, such as equipment efficiency. Finally, the paper analyzes the effect of implementing comprehensive plan management in Leiyang Power Plant, and puts forward some safeguard measures for the implementation of overall plan management. The overall planning management model of Datang Leiyang Power Plant proposed in this paper includes the organization structure, process design, index design and evaluation index system design of Datang Leiyang Power Plant. And the overall budget and performance evaluation of Datang Leiyang Power Plant are brought into the overall planning management process system of Datang Leiyang Power Plant, and a comprehensive plan management and comprehensive budget management including Datang Leiyang Power Plant are finally established. Comprehensive statistical management, economic activity analysis and performance evaluation of the five main links of the closed structure.
