A市M110kV變電站擴建工程的投資分析

【摘要】:伴隨經(jīng)濟的不斷發(fā)展,社會對電力能源的需求日益凸顯。為了滿足經(jīng)濟繁榮下日益增長的供電需求,電網(wǎng)的新建與改造愈加頻繁。在供電企業(yè)生產(chǎn)經(jīng)營成本構成中,工程建設成本占有重要地位。由此,對工程建設項目的投資進行學術研究是非常有意義的。電力工程投資是在國家相關政策條件下相對可控的投資。由于電力行業(yè)的輸變電工程管理建設是一個多方參與、內(nèi)部結構復雜、周期較長的生產(chǎn)消費過程,因此,電力行業(yè)的工程項目管理必須在投資階段開始的時候就注重整個投資的成本管理和效益管理,對項目造價信息實時跟蹤,及時采集、錄入、保存數(shù)據(jù),建立系統(tǒng)的工程投資分析流程,制定完整的投資計劃,進行事前控制,對選址、安全、質量等不確定的敏感因素實時分析,做到能控,可控。 電力行業(yè)的工程投資管理,泛指從可研立項到施工圖設計、招標、施工、竣工驗收、結算五個過程的協(xié)調(diào)控制。在工程實施過程中,目前電力行業(yè)為實現(xiàn)工程建設管理,,搭建了以ERP為主,各項輔助決策軟件為輔的軟件平臺,并根據(jù)國家法律法規(guī)編寫了具有特色的電力行業(yè)工程造價定額,這些條件都為開展工程建設經(jīng)濟活動分析打下了堅實的基礎。 本文以A市M110KV變電站為研究對象,在梳理、歸納成本管理、風險控制、工程造價等投資理論基礎上,采用理論研究和實證分析相結合、定性分析與定量分析相結合的方法,對M變電站擴建工程投資估算及資金籌措、招標及合同管理進行了系統(tǒng)分析。結合M110kV變電站工程的實際情況,選擇了安裝工程、調(diào)試工程進行了案例分析。針對工程建設中的問題,提出了工程投資控制提高經(jīng)濟效益的改進措施。
[Abstract]:With the development of economy, the demand for power energy is becoming more and more prominent. In order to meet the increasing demand for power supply under the economic prosperity, the construction and transformation of power grid become more and more frequent. Engineering construction cost plays an important role in the production and operation cost composition of power supply enterprises. Therefore, it is of great significance to carry out academic research on the investment of engineering construction projects. Power engineering investment is a relatively controllable investment under the condition of relevant national policies. Because the management construction of power transmission and transformation project in electric power industry is a production and consumption process with multiple participation, complex internal structure and long period, The project management in the electric power industry must pay attention to the cost management and benefit management of the whole investment at the beginning of the investment stage, track the project cost information in real time, collect, input and save the data in time. A systematic process of engineering investment analysis, a complete investment plan, prior control, real-time analysis of uncertain sensitive factors such as site selection, safety, quality, etc., are established, which can be controlled and controlled. The management of engineering investment in electric power industry refers to the coordinated control of five processes from research and establishment to construction drawing design, bidding, construction, completion and acceptance, and settlement. In the process of project implementation, in order to realize the project construction management, the electric power industry has built a software platform which is based on ERP and supplemented by various auxiliary decision software, and has compiled the characteristic project cost quota according to the national laws and regulations. These conditions have laid a solid foundation for the analysis of economic activities of engineering construction. This paper takes M110KV substation of A city as the research object, on the basis of combing, inducting cost management, risk control, project cost and other investment theories, adopting the method of combining theoretical research with empirical analysis, qualitative analysis and quantitative analysis. The investment estimation, financing, bidding and contract management of M substation extension project are systematically analyzed. Combined with the actual situation of M110kV substation project, the installation project and debugging project are selected for case analysis. In view of the problems in engineering construction, the improvement measures of project investment control to increase economic benefit are put forward.
