A市M110kV變電站擴(kuò)建工程的投資分析

【摘要】:伴隨經(jīng)濟(jì)的不斷發(fā)展,社會(huì)對(duì)電力能源的需求日益凸顯。為了滿足經(jīng)濟(jì)繁榮下日益增長(zhǎng)的供電需求,電網(wǎng)的新建與改造愈加頻繁。在供電企業(yè)生產(chǎn)經(jīng)營(yíng)成本構(gòu)成中,工程建設(shè)成本占有重要地位。由此,對(duì)工程建設(shè)項(xiàng)目的投資進(jìn)行學(xué)術(shù)研究是非常有意義的。電力工程投資是在國(guó)家相關(guān)政策條件下相對(duì)可控的投資。由于電力行業(yè)的輸變電工程管理建設(shè)是一個(gè)多方參與、內(nèi)部結(jié)構(gòu)復(fù)雜、周期較長(zhǎng)的生產(chǎn)消費(fèi)過(guò)程,因此,電力行業(yè)的工程項(xiàng)目管理必須在投資階段開(kāi)始的時(shí)候就注重整個(gè)投資的成本管理和效益管理,對(duì)項(xiàng)目造價(jià)信息實(shí)時(shí)跟蹤,及時(shí)采集、錄入、保存數(shù)據(jù),建立系統(tǒng)的工程投資分析流程,制定完整的投資計(jì)劃,進(jìn)行事前控制,對(duì)選址、安全、質(zhì)量等不確定的敏感因素實(shí)時(shí)分析,做到能控,可控。 電力行業(yè)的工程投資管理,泛指從可研立項(xiàng)到施工圖設(shè)計(jì)、招標(biāo)、施工、竣工驗(yàn)收、結(jié)算五個(gè)過(guò)程的協(xié)調(diào)控制。在工程實(shí)施過(guò)程中,目前電力行業(yè)為實(shí)現(xiàn)工程建設(shè)管理,,搭建了以ERP為主,各項(xiàng)輔助決策軟件為輔的軟件平臺(tái),并根據(jù)國(guó)家法律法規(guī)編寫了具有特色的電力行業(yè)工程造價(jià)定額,這些條件都為開(kāi)展工程建設(shè)經(jīng)濟(jì)活動(dòng)分析打下了堅(jiān)實(shí)的基礎(chǔ)。 本文以A市M110KV變電站為研究對(duì)象,在梳理、歸納成本管理、風(fēng)險(xiǎn)控制、工程造價(jià)等投資理論基礎(chǔ)上,采用理論研究和實(shí)證分析相結(jié)合、定性分析與定量分析相結(jié)合的方法,對(duì)M變電站擴(kuò)建工程投資估算及資金籌措、招標(biāo)及合同管理進(jìn)行了系統(tǒng)分析。結(jié)合M110kV變電站工程的實(shí)際情況,選擇了安裝工程、調(diào)試工程進(jìn)行了案例分析。針對(duì)工程建設(shè)中的問(wèn)題,提出了工程投資控制提高經(jīng)濟(jì)效益的改進(jìn)措施。
[Abstract]:With the development of economy, the demand for power energy is becoming more and more prominent. In order to meet the increasing demand for power supply under the economic prosperity, the construction and transformation of power grid become more and more frequent. Engineering construction cost plays an important role in the production and operation cost composition of power supply enterprises. Therefore, it is of great significance to carry out academic research on the investment of engineering construction projects. Power engineering investment is a relatively controllable investment under the condition of relevant national policies. Because the management construction of power transmission and transformation project in electric power industry is a production and consumption process with multiple participation, complex internal structure and long period, The project management in the electric power industry must pay attention to the cost management and benefit management of the whole investment at the beginning of the investment stage, track the project cost information in real time, collect, input and save the data in time. A systematic process of engineering investment analysis, a complete investment plan, prior control, real-time analysis of uncertain sensitive factors such as site selection, safety, quality, etc., are established, which can be controlled and controlled. The management of engineering investment in electric power industry refers to the coordinated control of five processes from research and establishment to construction drawing design, bidding, construction, completion and acceptance, and settlement. In the process of project implementation, in order to realize the project construction management, the electric power industry has built a software platform which is based on ERP and supplemented by various auxiliary decision software, and has compiled the characteristic project cost quota according to the national laws and regulations. These conditions have laid a solid foundation for the analysis of economic activities of engineering construction. This paper takes M110KV substation of A city as the research object, on the basis of combing, inducting cost management, risk control, project cost and other investment theories, adopting the method of combining theoretical research with empirical analysis, qualitative analysis and quantitative analysis. The investment estimation, financing, bidding and contract management of M substation extension project are systematically analyzed. Combined with the actual situation of M110kV substation project, the installation project and debugging project are selected for case analysis. In view of the problems in engineering construction, the improvement measures of project investment control to increase economic benefit are put forward.
