【摘要】：21世紀(jì)以來，我國(guó)政府針對(duì)國(guó)內(nèi)基礎(chǔ)設(shè)施建設(shè)和投資體系改革的需要，鼓勵(lì)社會(huì)資本通過BT、BOT模式參與建設(shè)投資，工程施工企業(yè)作為基礎(chǔ)設(shè)施建設(shè)的主力，積極拓展了經(jīng)營(yíng)業(yè)務(wù)板塊，，以BT模式參與各地基礎(chǔ)設(shè)施投資建設(shè)。但至今國(guó)內(nèi)尚沒有統(tǒng)一的BT模式項(xiàng)目合同標(biāo)準(zhǔn)和建設(shè)規(guī)范。多數(shù)工程施工企業(yè)在BT模式下的項(xiàng)目投資建設(shè)中遇到諸多合同與建設(shè)管理的瓶頸問題，導(dǎo)致項(xiàng)目投資失敗、產(chǎn)生合同糾紛，失去了相應(yīng)市場(chǎng)。 本文把BT模式下工程施工企業(yè)對(duì)工程項(xiàng)目的合同與建設(shè)“三控”管理的重點(diǎn)環(huán)節(jié)作為研究對(duì)象，包括對(duì)BT項(xiàng)目建設(shè)市場(chǎng)分析與選擇；BT項(xiàng)目的合同管理；項(xiàng)目質(zhì)量、進(jìn)度、成本控制管理的要點(diǎn)進(jìn)行分析研究。運(yùn)用管理、經(jīng)濟(jì)學(xué)和合同管理理論的相關(guān)知識(shí)，結(jié)合實(shí)際案例對(duì)研究的問題進(jìn)行分析、歸納。通過對(duì)工程施工企業(yè)在BT模式下項(xiàng)目管理實(shí)踐中，合同的結(jié)構(gòu)內(nèi)容設(shè)計(jì)、履約管理難點(diǎn)以及項(xiàng)目質(zhì)量、進(jìn)度、成本管理薄弱環(huán)節(jié)的剖析，提出了相應(yīng)的解決措施，研究出針對(duì)這些問題的管理方法。為工程施工企業(yè)參與BT項(xiàng)目建設(shè)運(yùn)作管理提供參考，同時(shí)能夠在當(dāng)前國(guó)內(nèi)理論界對(duì)投資人（施工企業(yè)）角度的BT模式理論研究缺乏、管理規(guī)范空白的情形下，推進(jìn)行業(yè)內(nèi)投資人對(duì)BT模式下建設(shè)項(xiàng)目管理進(jìn)行系統(tǒng)研究。
[Abstract]:Since the 21st century, the Chinese government has encouraged the social capital to participate in the construction investment through BTO bot model, aiming at the needs of the domestic infrastructure construction and investment system reform, and the engineering construction enterprises as the main force of the infrastructure construction. Actively expand the business sector, BT model to participate in infrastructure investment and construction. But up to now, there is no uniform BT model project contract standard and construction standard. Most construction enterprises encounter many bottleneck problems of contract and construction management in the project investment and construction under BT mode, which lead to project investment failure, contract disputes and loss of corresponding market. In this paper, the key links of "three control" management of contract and construction in construction enterprises under BT mode are taken as the research object, including the market analysis and selection of BT project contract management, project quality, progress, and so on. The main points of cost control management are analyzed and studied. Using the relevant knowledge of management, economics and contract management theory, combined with practical cases to analyze and summarize the problems. Based on the analysis of the structural content design, performance management difficulties and the weak links of project quality, schedule and cost management in the project management practice of engineering construction enterprises under BT mode, the corresponding solutions are put forward. The management methods for these problems are studied. It provides a reference for engineering construction enterprises to participate in BT project construction operation management, at the same time, in the current domestic theoretical circle of investors (construction enterprises) perspective of BT mode theory research is lacking, management norms are blank, Promote the industry investors to BT mode construction project management system research.
