遼河油田石油工程設(shè)備采購管理研究

【摘要】:目前國(guó)內(nèi)的許多石油化工企業(yè)的采購管理方式與其發(fā)展速度、經(jīng)營(yíng)規(guī)模不相匹配,存在一些不足和問題,成為企業(yè)發(fā)展的瓶頸。采購管理作企業(yè)經(jīng)營(yíng)活動(dòng)的重要組成部分,直接關(guān)聯(lián)到企業(yè)的核心競(jìng)爭(zhēng)力。而采購成本管理是采購管理的核心環(huán)節(jié),在油田,石油工程設(shè)備的投資金額巨大,在采購成本中占有很高比例。因此,對(duì)設(shè)備采購管理進(jìn)行優(yōu)化具有重要理論和現(xiàn)實(shí)意義。本文通過對(duì)遼河油田石油工程設(shè)備采購管理現(xiàn)狀的研究與分析,找出石油工程設(shè)備采購管理存在的問題及影響設(shè)備采購的因素,探討如何通過改進(jìn)油田的采購管理,有效地控制采購成本,改善采購管理模式,優(yōu)化采購流程努力實(shí)現(xiàn)公司設(shè)備采購過程整體績(jī)效的最大化,提高企業(yè)經(jīng)濟(jì)效益。 本文首先介紹了整篇文章的研究背景、研究的目的與意義,概括了國(guó)內(nèi)外有關(guān)采購管理及供應(yīng)商管理方面研究狀況;其次,對(duì)石油工程設(shè)備采購的概念、特征、模式等理論進(jìn)行說明,引入了設(shè)備采購管理的概念,說明石油工程設(shè)備采購的含義、目標(biāo)、內(nèi)容和方法等,為后文的深入研究提供理論依據(jù);然后,介紹了遼河油田目前石油工程設(shè)備采購的狀況、管理制度,,著重分析了其在設(shè)備采購中存在的問題,如采購理念問題、采購成本問題、供應(yīng)商管理問題等;再次,通過對(duì)影響遼河油田石油工程設(shè)備采購影響因素進(jìn)行定性分析,得出一些影響因素,包括內(nèi)部因素和外部因素。其中,其中外部因素中的供應(yīng)商是最主要因素,然后通過定量分析,運(yùn)用層次分析法、Topsis法對(duì)石油工程設(shè)備的供應(yīng)商因素進(jìn)行分析,為供應(yīng)商的選擇和制定采購決策奠定基礎(chǔ);最后,根據(jù)遼河油田石油工程設(shè)備采購的影響因素及存在的問題,提出了采購管理整體優(yōu)化方案和具體解決方法,如轉(zhuǎn)變采購管理理念,提高采購效率降低采購成本,協(xié)調(diào)跨部門的工作程序等,提高采購管理的信息化水平、加強(qiáng)對(duì)供應(yīng)商的管理等。
[Abstract]:At present, the procurement management methods of many domestic petrochemical enterprises are not matched with their development speed and operation scale, and there are some shortcomings and problems, which become the bottleneck of the development of the enterprises. Purchasing management is an important part of business activities, which is directly related to the core competitiveness of enterprises. Procurement cost management is the core of procurement management, in oil fields, petroleum engineering equipment investment amount is huge, in the procurement cost occupies a high proportion. Therefore, the optimization of equipment procurement management has important theoretical and practical significance. Based on the research and analysis of the current situation of equipment procurement management in Liaohe Oilfield, this paper finds out the problems existing in the procurement management of petroleum engineering equipment and the factors affecting the procurement of equipment, and probes into how to improve the procurement management of oil fields. It can effectively control the purchasing cost, improve the purchasing management mode, optimize the purchasing process and realize the maximization of the overall performance of the equipment purchasing process of the company, so as to improve the economic benefit of the enterprise. This paper first introduces the research background, purpose and significance of the whole article, summarizes the research status of procurement management and supplier management at home and abroad, secondly, the concept, characteristics of petroleum engineering equipment procurement, This paper introduces the concept of equipment procurement management, explains the meaning, objectives, contents and methods of petroleum engineering equipment procurement, and provides a theoretical basis for the further study. This paper introduces the status and management system of equipment procurement in Liaohe Oilfield, and analyzes the problems in equipment procurement, such as purchasing concept, purchasing cost, supplier management and so on. Based on the qualitative analysis of the influencing factors on the procurement of petroleum engineering equipment in Liaohe Oilfield, some influencing factors, including internal factors and external factors, are obtained. Among them, the supplier is the most important factor among which the external factors are the most important, then through the quantitative analysis, the analytic hierarchy process (AHP) is used to analyze the supplier factor of the petroleum engineering equipment, which lays the foundation for the supplier selection and the purchasing decision. Finally, according to the influencing factors and existing problems of equipment procurement in Liaohe Oilfield, the paper puts forward the overall optimization scheme and specific solutions of procurement management, such as changing the concept of procurement management, improving procurement efficiency and reducing procurement costs. Coordinate cross-departmental working procedures, improve the information level of procurement management, strengthen the management of suppliers, etc.
