500千伏臨海變電站擴(kuò)建工程項目管理研究

【摘要】:500千伏臨海變電站擴(kuò)建工程項目是為了滿足連云港沿海經(jīng)濟(jì)開發(fā)區(qū)需要而開工建設(shè)的大型電力工程項目。該項目的建成將解決連云港地區(qū)日趨緊張的供電難題,為當(dāng)?shù)匮睾4箝_發(fā)的招商引資保駕護(hù)航。由于在該地區(qū)開展大型基建工程項目管理的經(jīng)驗不多,為此,本文針對500千伏臨海變電站擴(kuò)建工程項目管理實際,對項目的質(zhì)量、成本與進(jìn)度聯(lián)合控制等關(guān)鍵問題進(jìn)行深入研究。論文首先對一般項目的進(jìn)度管理、成本管理與質(zhì)量管理的原則、因素以及方法措施等進(jìn)行分析,對于現(xiàn)有變電站工程管理的研究方法和理論進(jìn)行了介紹。接著結(jié)合500千伏臨海變電站擴(kuò)建工程概況,圍繞變電站工程的特點分析項目設(shè)計,提出了項目前期管理的思路。而后,對施工進(jìn)度、成本管理及措施,尤其是在質(zhì)量管理過程中的采取的相關(guān)措施予以具體地分析介紹。最后運(yùn)用掙值原理,分四個階段對500千伏臨海變電站擴(kuò)建工程項目進(jìn)行了進(jìn)度-成本聯(lián)合控制,具體分析了實際建設(shè)過程中產(chǎn)生偏差的原因,并結(jié)合具體情況提出相應(yīng)的糾偏措施。500千伏臨海變電站擴(kuò)建工程項目已建成并投入運(yùn)營。本文的部分研究成果在項目的建設(shè)過程中得到運(yùn)用并取得了良好效果。
[Abstract]:The 500 kV Linhai Substation extension Project is a large electric power project which is started to meet the needs of Lianyungang Coastal Economic Development Zone. The completion of the project will solve the increasingly tense power supply problem in Lianyungang area, and protect the local coastal development. Because there is not much experience in carrying out large-scale capital construction project management in this area, this paper aims at the actual project management of the 500kV Linhai substation extension project and the quality of the project. Key issues such as joint cost and schedule control are studied in depth. Firstly, the paper analyzes the general project schedule management, cost management and quality management principles, factors and methods and measures, and introduces the existing research methods and theories of substation project management. Then according to the general situation of the extension project of 500kV Linhai substation, the project design is analyzed around the characteristics of the substation project, and the thinking of the pre-project management is put forward. Then, the construction schedule, cost management and measures, especially in the process of quality management, are analyzed and introduced in detail. Finally, by using the earned value principle, the schedule and cost of the 500kV Linhai substation expansion project are controlled in four stages, and the causes of the deviation in the actual construction process are analyzed in detail. According to the concrete situation, the corresponding rectifying measures. 500 kV Linhai substation extension project has been completed and put into operation. Some of the research results in this paper have been used in the construction of the project and achieved good results.
