【摘要】：縣委黨校曾經(jīng)作為一個(gè)縣干部教育培訓(xùn)工作的主要平臺(tái),舊的面對(duì)面的現(xiàn)場(chǎng)教育培訓(xùn)方式已然落后。在當(dāng)下信息化和高效率的新形勢(shì)下,縣委黨校必須進(jìn)行轉(zhuǎn)變和創(chuàng)新,通過(guò)引進(jìn)新技術(shù)整合新舊設(shè)施,在授課效率和授課面等進(jìn)行一個(gè)全面的提升,從而形成一個(gè)高效率的培訓(xùn)模式,使基層黨員及致富帶頭人及時(shí)掌握新信息新技術(shù),成為新農(nóng)村建設(shè)人才培訓(xùn)的中心基地。遠(yuǎn)程視頻教育系統(tǒng)集成項(xiàng)目正是這一要求的產(chǎn)物。 本項(xiàng)目涉及到將縣黨校、鄉(xiāng)鎮(zhèn)、重點(diǎn)村及上級(jí)省黨校原有的小型會(huì)議室、微機(jī)室、電子閱覽室等分散獨(dú)立運(yùn)行的多媒體電教設(shè)備及軟資源進(jìn)行系統(tǒng)集成,搭建起省、縣、鄉(xiāng)村三級(jí)資源的實(shí)時(shí)高效交互式溝通平臺(tái)。在成本控制、集成環(huán)境復(fù)雜度及進(jìn)度要求方面比之傳統(tǒng)網(wǎng)絡(luò)集成項(xiàng)目有著更高的要求,而使此類(lèi)工程的項(xiàng)目管理研究成為一個(gè)新的課題。 工程項(xiàng)目的建設(shè),如能在要數(shù)綜合管理方面均得到合理及時(shí)的注重和控制,就會(huì)取得更好的經(jīng)濟(jì)效益和社會(huì)價(jià)值,因此如何做好遠(yuǎn)程視頻教育系統(tǒng)集成項(xiàng)目的成本、質(zhì)量、進(jìn)度三者間的聯(lián)動(dòng)管理和控制就成為此類(lèi)項(xiàng)目管理研究的關(guān)鍵。 為了更具體地闡述觀點(diǎn),本文通過(guò)WM縣黨校遠(yuǎn)程視頻教育系統(tǒng)集成項(xiàng)目這樣一個(gè)典型的施工類(lèi)項(xiàng)目案例進(jìn)行研究。通過(guò)該案例在立項(xiàng)階段、實(shí)施階段和完工階段的進(jìn)度安排,成本約束,質(zhì)量保證等方面的實(shí)際執(zhí)行情況,分析了各個(gè)階段所存在的問(wèn)題,并對(duì)產(chǎn)生問(wèn)題的原因進(jìn)行了分析,最后針對(duì)性地提出了解決方案。本文為同類(lèi)工程項(xiàng)目的運(yùn)作管理提供了一定的借鑒和參考,對(duì)于此類(lèi)項(xiàng)目的成本、質(zhì)量、進(jìn)度三者間的聯(lián)動(dòng)管理具有一定的理論和實(shí)踐意義。
[Abstract]:The Party School in the county Party committee has been the main platform for the training and training of the county cadres. The old face-to-face field education and training mode has been backward. Under the new situation of information and high efficiency, the Party School of the county Party committee must carry out the transformation and innovation, and integrate the new and old facilities by introducing new technology, and carry out a whole course of teaching efficiency and teaching. In order to form an efficient training model, the grass-roots party members and the leaders of the rich leaders have mastered the new information technology in time and become the center base of the new rural construction talent training. The integrated project of remote video education system is the product of this requirement.
The project involves integrating the original small conference rooms of the Party School of the county Party, the township, the key villages and the Party School of the higher Province, the microcomputer room, the electronic reading room and so on, to integrate the multimedia electronic teaching equipment and soft resources scattered independently, and set up a real time and efficient interactive communication platform for the three level resources of the province, county and country. Compared with the traditional network integration project, the project management research has become a new topic.
The construction of engineering projects, if they can get reasonable and timely attention and control in the number of comprehensive management, will get better economic benefits and social values. So how to do a good job of the linkage management and control of the cost, quality and progress of the remote video education system integrated project becomes the key to the research of this kind of project management.
In order to explain the point of view more specifically, this paper studies a typical construction project case such as the remote video education system integrated project of the Party School in WM county. Through the case, the actual implementation of the implementation stage, the implementation stage and the completion stage, the cost constraints, the quality assurance and so on are analyzed at the stage of the project, and the various stages are analyzed. The existing problems are analyzed and the solutions are put forward at last. This paper provides some reference and reference for the operation management of similar projects, and has a certain theoretical and practical significance for the linkage management between the three people of such projects in cost, quality and progress.
