【摘要】：隨著中國(guó)水資源短缺及水體污染的日益加劇,污水回收利用技術(shù)及方法研究及其實(shí)施應(yīng)用勢(shì)在必行。首鋼集團(tuán)(以下簡(jiǎn)稱首鋼)地處首都北京尤為嚴(yán)重,水資源短缺及水污染的問(wèn)題已經(jīng)嚴(yán)重威脅到首鋼正常的生產(chǎn)經(jīng)營(yíng)活動(dòng)。為此,首鋼對(duì)廠區(qū)污水進(jìn)行回收,經(jīng)過(guò)超濾、反滲透等先進(jìn)的水處理技術(shù)及方法處理,并回用于廠區(qū)的生產(chǎn)經(jīng)營(yíng)活動(dòng)中。然而,我國(guó)污水回收利用經(jīng)驗(yàn)及技術(shù)較為薄弱,類似相關(guān)研究項(xiàng)目較少,成本控制效果較差,此類項(xiàng)目管理實(shí)踐水平切實(shí)有待提高。因此,本文集中研究最近三年最具典型代表的國(guó)內(nèi)外污水回用項(xiàng)目的成本管理,以文獻(xiàn)分析法、個(gè)案研究法、數(shù)據(jù)分析法等研究方法,結(jié)合本人切身的工作實(shí)踐與心得,深入研究首鋼廠區(qū)污水回用項(xiàng)目成本估算與控制。首先,調(diào)查首鋼自然概況及其污水回用項(xiàng)目特點(diǎn),擬定首鋼廠區(qū)污水回用項(xiàng)目資源計(jì)劃,分析該項(xiàng)目成本估算與預(yù)算;其次,分析首鋼廠區(qū)污水回用項(xiàng)目設(shè)計(jì)階段、開(kāi)發(fā)實(shí)施階段、試車調(diào)試階段等三個(gè)階段的成本控制及其依據(jù),以及該項(xiàng)目采購(gòu)、項(xiàng)目變更等成本控制影響因素及其成本控制;最后,建議提高污水回用項(xiàng)目成本管理的綜合素質(zhì),加強(qiáng)其制度和程序的規(guī)范化、標(biāo)準(zhǔn)化及科學(xué)化的建設(shè),重視項(xiàng)目管理人才的培養(yǎng)與儲(chǔ)備,搭建資質(zhì)、信用良好的分包方與材料、設(shè)備供應(yīng)商等資源平臺(tái)。
[Abstract]:With the shortage of water resources and the worsening of water pollution in China, it is imperative to study the technology and method of wastewater recycling and its application. Shougang Group (hereinafter referred to as Shougang) in the capital Beijing is particularly serious, water shortage and water pollution problems have seriously threatened Shougang normal production and business activities. For this reason, Shougang reclaimed the wastewater from the plant and treated it with advanced water treatment techniques such as ultrafiltration and reverse osmosis, and reused it in the production and management activities of the plant. However, the experience and technology of sewage recycling in our country is relatively weak, similar related research projects are less, the effect of cost control is poor, and the practical level of this kind of project management needs to be improved. Therefore, this paper focuses on the cost management of domestic and foreign sewage reuse projects, which is the most typical representative in the last three years, with the methods of literature analysis, case study, data analysis, and so on, combined with my personal work practice and experience. Deeply study the cost estimation and control of sewage reuse project in Shougang. First, investigate the natural situation of Shougang and the characteristics of sewage reuse project, draw up the resource plan of sewage reuse project in Shougang plant area, analyze the cost estimation and budget of the project; secondly, analyze the design stage of sewage reuse project in Shougang plant area. The cost control and its basis in the three stages of development and implementation, commissioning and commissioning, as well as the factors affecting the cost control of the project, such as purchasing and changing the project, and the cost control; finally, It is suggested to improve the comprehensive quality of cost management of sewage reuse project, to strengthen the standardization of its system and procedure, to standardize and scientific construction, to attach importance to the training and reserve of project management personnel, to build up the subcontractors and materials with good qualifications and good credit.
