【摘要】：本論文依據(jù)《醫(yī)療器械監(jiān)督管理?xiàng)l例》（國(guó)務(wù)院令第276號(hào)）、《國(guó)家藥品監(jiān)督管理局關(guān)于加強(qiáng)藥品監(jiān)督管理信息化建設(shè)的若干意見(jiàn)》國(guó)藥管辦[2000]3號(hào)、《國(guó)家醫(yī)療器械質(zhì)量監(jiān)督抽驗(yàn)管理規(guī)定（試行）》國(guó)食藥監(jiān)市[2006]463號(hào)的有關(guān)規(guī)定，貫徹落實(shí)"以監(jiān)督為中心，監(jiān)、幫、促相結(jié)合"的工作方針，充分應(yīng)用現(xiàn)代信息科學(xué)技術(shù)和先進(jìn)設(shè)備，實(shí)施科學(xué)管理，為醫(yī)療器械檢測(cè)提供有力的保障。信息化的建設(shè)和由此而產(chǎn)生的先進(jìn)監(jiān)督管理方式，將大大提高辦公效率，為廉潔執(zhí)法、規(guī)范管理行為創(chuàng)造良好條件。加強(qiáng)醫(yī)療器械檢測(cè)信息化建設(shè)，實(shí)現(xiàn)監(jiān)督管理科學(xué)化、規(guī)范化，已經(jīng)成為保證人民用械安全有效、促進(jìn)醫(yī)療器械經(jīng)濟(jì)健康發(fā)展和逐步完善"依法監(jiān)督、科學(xué)公正、廉潔高效、行為規(guī)范"的醫(yī)療器械管理體制的迫切需要。 醫(yī)療器械產(chǎn)品關(guān)乎人民的生命健康。保證再用醫(yī)療器械的安全、有效性是各級(jí)監(jiān)督部門(mén)工作的重中之重。而在日常的醫(yī)療器械檢測(cè)工作中，傳統(tǒng)的工作方式已經(jīng)不適應(yīng)現(xiàn)代化管理的要求。將信息化技術(shù)和傳統(tǒng)的醫(yī)療器械檢測(cè)技術(shù)有機(jī)的結(jié)合起來(lái)，為醫(yī)療器械的檢測(cè)提供強(qiáng)有力的支持。 應(yīng)用現(xiàn)代化信息技術(shù)為醫(yī)療器械檢測(cè)提供有力的幫助，真正的實(shí)現(xiàn)使醫(yī)療器械檢測(cè)成為醫(yī)療器械監(jiān)督的“抓手”，為醫(yī)療器械監(jiān)督提供科學(xué)的、有力的法律保證。山西省醫(yī)療器械檢測(cè)中心承擔(dān)著全省再用醫(yī)療器械檢測(cè)工作，醫(yī)療器械檢測(cè)中心實(shí)驗(yàn)室檢測(cè)具有專(zhuān)業(yè)性、標(biāo)準(zhǔn)性、唯一性、權(quán)威性，為山西省食品藥品監(jiān)督管理局醫(yī)療器械監(jiān)督提供著強(qiáng)有力的法律支持和保證。 醫(yī)療器械檢測(cè)中心實(shí)驗(yàn)室信息管理系統(tǒng)的研發(fā)和使用是現(xiàn)代信息技術(shù)在醫(yī)療器械檢測(cè)工作中的實(shí)際體現(xiàn)，由此而形成了現(xiàn)代信息化的管理模式。實(shí)現(xiàn)了監(jiān)督管理科學(xué)化、規(guī)范化。并且在規(guī)范檢測(cè)流程建立起一個(gè)緊密、協(xié)調(diào)、可靠、簡(jiǎn)單的管理機(jī)制，使工作人員責(zé)任明確，權(quán)限分明，具體事務(wù)落實(shí)到人，實(shí)現(xiàn)樣品運(yùn)行狀態(tài)的全面追溯。查有所依，杜絕推脫、扯皮現(xiàn)象。消除數(shù)據(jù)的重復(fù)錄入，保證正確、及時(shí)的反應(yīng)。減少了由于檢測(cè)人員的個(gè)人失誤對(duì)檢測(cè)結(jié)果準(zhǔn)確性的影響，規(guī)范了檢測(cè)人員的檢測(cè)操作流程，從而使檢測(cè)結(jié)果的科學(xué)性和準(zhǔn)確性得到有力的保證。該軟件的使用實(shí)現(xiàn)中心信息資源有效的流通、共享、提高工作效率、實(shí)現(xiàn)有效管理、職責(zé)分明、降低成本、管理中各環(huán)節(jié)可以有機(jī)結(jié)合，，無(wú)縫銜接使管理者全面掌握中心的工作動(dòng)態(tài)。全面、及時(shí)、準(zhǔn)確為醫(yī)療器械檢測(cè)結(jié)果的科學(xué)公正提供客觀依據(jù)和有力保證，為進(jìn)一步防控在用醫(yī)療器械安全，切實(shí)加強(qiáng)信息化對(duì)行政監(jiān)管的支撐力度，為信息化建設(shè)在醫(yī)療器械檢測(cè)當(dāng)中的實(shí)踐提出了一個(gè)新的方向。
[Abstract]:This paper is based on the regulations on the Supervision and Administration of Medical Devices (decree No. 276 of the State Council, opinions of the State Drug Administration on strengthening the Informatization Construction of Drug Supervision and Administration), the State Drug Administration Office [2000] No. 3, and the quality of State Medical Devices Provisions on the Administration of Supervision and sampling (trial implementation) > the relevant provisions of the State Food and Drug Administration [2006] 463, We should carry out the working principle of "taking supervision as the center, supervision, help and promotion", make full use of modern information science and technology and advanced equipment, carry out scientific management, and provide a strong guarantee for medical device testing. The construction of information technology and the advanced supervision and management methods will greatly improve the efficiency of office work, and create good conditions for clean law enforcement and standardization of management behavior. Strengthening the construction of medical device testing information, realizing the scientific and standardized supervision and management, has become the guarantee of the safety and effectiveness of the people's armed apparatus, the promotion of the healthy development of the medical device economy and the gradual improvement of the "supervision according to law, scientific, fair, clean and efficient," The urgent need of the medical device management system based on the code of conduct. Medical device products are related to the life and health of the people. To ensure the safety and effectiveness of reusing medical devices is the top priority of supervision departments at all levels. But in the daily medical device inspection, the traditional work way has not been able to meet the modern management request. The combination of information technology and traditional medical device detection technology provides strong support for medical device detection. The application of modern information technology can provide powerful help for medical device testing, make medical device inspection become the "grip" of medical device supervision, and provide scientific and powerful legal guarantee for medical device supervision. Shanxi Medical device testing Center is responsible for the reusing of medical devices in the province. The laboratory testing of medical device testing center is professional, standard, unique and authoritative. It provides strong legal support and guarantee for the supervision of medical devices of Shanxi Food and Drug Administration. The research and development and use of laboratory information management system in medical device testing center is the actual embodiment of modern information technology in medical device testing work, which forms the modern information management mode. Scientific and standardized supervision and management has been realized. And a close, coordinated, reliable and simple management mechanism is established in the standardized testing process, which makes the staff members clear responsibility, clear authority, specific affairs to the people, to achieve a comprehensive traceability of the sample operation status. Check some basis, put an end to shedding, the phenomenon of bulldozing. Eliminate duplicate data entry and ensure correct and timely response. It reduces the influence of personal error on the accuracy of test results, and standardizes the testing operation flow, which ensures the scientific and accuracy of the test results. The use of the software realizes the effective circulation and sharing of the central information resources, improves the working efficiency, realizes the effective management, has clear responsibilities, reduces the cost, and the various links in the management can be combined organically. Seamless connection enables managers to fully grasp the work dynamics of the center. In an all-round, timely and accurate way to provide an objective basis and a strong guarantee for the scientific and impartial results of the testing of medical devices, and to strengthen the support of information technology for administrative supervision in order to further prevent and control the safety of medical devices in use, A new direction is put forward for the practice of information construction in medical device testing.
