【摘要】：差別價格是天然氣價格市場化的表現(xiàn)形式之一。在推進"管住中間,放開兩頭"的天然氣價格改革過程中,實行天然氣差別價格可以完善我國天然氣價格體系、體現(xiàn)天然氣供需的差異性、緩解高峰期天然氣供需矛盾、促進資源的高效合理利用。為此,在總結(jié)中國最新天然氣價格改革成果的基礎(chǔ)上,分析了當(dāng)前市場環(huán)境下,推出并實行天然氣差別價格的必要性和可行性。基于我國的國情和天然氣市場實際,構(gòu)建了我國天然氣差別價格體系,包括季節(jié)差價、峰谷差價、調(diào)峰氣價、可中斷氣價和現(xiàn)貨氣價等5種價格形式,設(shè)計了相應(yīng)的價格形成機制。進而提出了我國天然氣差別價格的實施路徑:(1)推進全面實行非居民用氣季節(jié)差價并使之成為一種規(guī)范的價格制度;(2)試行非居民用戶按氣量累計遞減的氣量差價或階梯氣價;(3)發(fā)展可中斷用戶,實行可中斷氣價;(4)開展線上和線下天然氣現(xiàn)貨交易;(5)推進居民用氣出廠價實行階梯價或季節(jié)差價。
[Abstract]:Differential price is one of the manifestations of natural gas price marketization.In the process of promoting the reform of natural gas prices of "keeping in the middle and opening up both ends", the implementation of the differential price of natural gas can improve the natural gas price system in China, reflect the difference between supply and demand of natural gas, and alleviate the contradiction between supply and demand of natural gas during the peak period.To promote the efficient and rational use of resources.On the basis of summing up the achievements of China's latest natural gas price reform, the necessity and feasibility of introducing and implementing the differential price of natural gas under the current market environment are analyzed.Based on the actual situation of our country and the reality of natural gas market, this paper constructs the differential price system of natural gas in China, which includes five price forms: seasonal price difference, peak and valley price difference, peak-shaving gas price, mid-cut gas price and spot gas price.The corresponding price formation mechanism is designed.Furthermore, the implementation path of China's natural gas differential price is put forward: (1) to promote the overall implementation of the seasonal difference in gas consumption by non-residents and to make it a standard price system; (2) to try out the cumulative and decreasing air price difference between non-resident users according to the volume of gas.The development of ladder gas price can interrupt the user,Carry out on-line and offline natural gas spot trading (5) push residents to use gas ex-factory price ladder price or seasonal price difference.
