【摘要】:經(jīng)過(guò)二十多年的改革開(kāi)放,中國(guó)中小企業(yè)已經(jīng)成為拉動(dòng)中國(guó)經(jīng)濟(jì)持續(xù)快速增長(zhǎng),促進(jìn)市場(chǎng)繁榮的重要力量,成為安置社會(huì)就業(yè),,促進(jìn)社會(huì)穩(wěn)定的經(jīng)濟(jì)主體。在現(xiàn)代知識(shí)經(jīng)濟(jì)時(shí)代,信息技術(shù)在企業(yè)發(fā)展中起著十分重要的作用。中小企業(yè)實(shí)施信息化技術(shù)不僅是自身生存發(fā)展的內(nèi)在要求,也影響到一個(gè)國(guó)家全球市場(chǎng)競(jìng)爭(zhēng)力和經(jīng)濟(jì)的可持續(xù)發(fā)展。中小企業(yè)的公司領(lǐng)導(dǎo)由于對(duì)于信息的作用缺乏足夠的認(rèn)識(shí),據(jù)統(tǒng)計(jì)數(shù)據(jù)顯示,已開(kāi)發(fā)的信息系統(tǒng)失敗的占多數(shù)。因此,有必要對(duì)中小企業(yè)的信息化建設(shè)進(jìn)行調(diào)研分析,找出失敗原因并給予指導(dǎo)建議。 Y公司作為新興發(fā)展起來(lái)的中小民營(yíng)企業(yè)代表,經(jīng)歷了快速發(fā)展期后,管理手段的落后明顯制約了業(yè)務(wù)的發(fā)展。于是公司領(lǐng)導(dǎo)開(kāi)始尋求通過(guò)信息化手段,來(lái)提高管理水平。本文以其采購(gòu)部門為具體研究對(duì)象,深入剖析了其實(shí)施信息化過(guò)程及實(shí)踐應(yīng)用中出現(xiàn)的問(wèn)題。進(jìn)一步,本文運(yùn)用流程優(yōu)化和系統(tǒng)化改造法,對(duì)原有工作流程進(jìn)行優(yōu)化改善,包括:將供應(yīng)商按照物資進(jìn)行分類管理;采用流程增值分析表(ASME)對(duì)流程進(jìn)行簡(jiǎn)化,提高工作效率;運(yùn)用新的成本管理思想降低采購(gòu)成本;通過(guò)調(diào)整組織結(jié)構(gòu)和崗位職責(zé),使部門人員責(zé)權(quán)更加分明,同時(shí)加強(qiáng)采購(gòu)部門決策分析的職能。還運(yùn)用了信息技術(shù)來(lái)完善采購(gòu)管理功能,以達(dá)到公司內(nèi)部共享信息、降低采購(gòu)成本、提供決策分析、建立控制體系等目標(biāo)。通過(guò)本文的研究,可以為同類中小企業(yè)的采購(gòu)管理信息化實(shí)施提供理論上和實(shí)踐上的借鑒作用。
[Abstract]:After more than 20 years of reform and opening up, small and medium-sized enterprises in China have become an important force in driving the sustained and rapid growth of China's economy, promoting market prosperity, and resettling social employment. In the era of modern knowledge economy, information technology plays a very important role in the development of enterprises. The implementation of information technology in small and medium-sized enterprises is not only the inherent requirement of their own survival and development. It also affects the competitiveness of a country's global market and the sustainable development of its economy. Because of the lack of sufficient understanding of the role of information in small and medium-sized enterprises, statistics show that the majority of developed information systems fail. It is necessary to investigate and analyze the information construction of small and medium-sized enterprises, to find out the causes of failure and to give guidance suggestions. As a representative of small and medium-sized private enterprises, Y Company has experienced a period of rapid development, and the backwardness of management means has obviously restricted the development of business. In order to improve the management level, this paper takes its purchasing department as the specific research object, deeply analyzes the problems in the process of its implementation of information technology and its practical application. Further, this paper uses the method of process optimization and systematic transformation. The original workflow is optimized and improved, including: classifying suppliers according to materials; simplifying the process by using process value-added analysis table (ASME) to improve work efficiency; using new cost management ideas to reduce procurement costs; By adjusting the organizational structure and post responsibilities, the responsibilities and powers of department personnel are made clearer, and the functions of decision-making and analysis of procurement departments are strengthened. Information technology is also used to improve procurement management functions in order to achieve information sharing within the company. Through the research of this paper, we can provide theoretical and practical reference for the similar small and medium-sized enterprises in the implementation of procurement management information.
