【摘要】：大型機場建設(shè)項目引入PPP模式,可以吸引社會資本的廣泛參與,彌補建設(shè)資金缺口,提高公共服務(wù)效率。從PPP模式下機場運營模式的選擇來看,管理型運營模式更適用于大型機場PPP建設(shè)項目。在明確運營模式的前提下,公私雙方通過建立風(fēng)險共擔(dān)機制、明確風(fēng)險節(jié)點、實施動態(tài)分擔(dān)等進行風(fēng)險控制;在收益分配上按照責(zé)權(quán)利體現(xiàn)公私雙方的正當利益,并結(jié)合風(fēng)險收益對等原則,將投資回報與風(fēng)險分擔(dān)相聯(lián)系。筆者以L機場為例,圍繞機場建設(shè)的運營結(jié)構(gòu)、融資結(jié)構(gòu)、投資回報等針對PPP模式下大型機場建設(shè)和運營進行系統(tǒng)分析,并就管理保障提出相應(yīng)建議。
[Abstract]:The introduction of PPP model in large airport construction projects can attract the extensive participation of social capital, make up the gap of construction funds and improve the efficiency of public service. From the view of the choice of airport operation mode under PPP mode, Management operation mode is more suitable for large airport PPP construction projects. Under the premise of clear operation mode, both public and private parties carry out risk control by establishing risk-sharing mechanism, defining risk nodes and implementing dynamic sharing of risks. In terms of income distribution, the legitimate interests of both public and private parties are embodied in accordance with the rights and responsibilities, and the return on investment is linked with the risk sharing principle in the light of the principle of equal risk and income. The author takes L Airport as an example, and revolves around the operating structure and financing structure of airport construction. The return on investment and so on are analyzed systematically for the construction and operation of large airports under PPP mode, and the corresponding suggestions on management guarantee are put forward.
