【摘要】:隨著我國經(jīng)濟的不斷發(fā)展,人民生活水平的不斷提高,各地區(qū)、各行業(yè)對電力的需求量逐年攀升。電網(wǎng)作為國家的神經(jīng)系統(tǒng),是國家經(jīng)濟高速發(fā)展的保障,其完善和發(fā)展尤為重要。我國電網(wǎng)的建設(shè)和發(fā)展是一個以國家政策為導(dǎo)向,,以高新科技為保障,以促進經(jīng)濟發(fā)展為準繩,以提高輸配電能力、優(yōu)化土地資源利用、降低電網(wǎng)損耗和節(jié)省投資額度為目標的綜合體系。輸變電工程作為國家電網(wǎng)建設(shè)的重要組成部分,對其成本控制進行研究具有重要的理論意義和實際價值。 近年來桓仁地區(qū)的經(jīng)濟發(fā)展較快,現(xiàn)有的變電站已經(jīng)無法滿足該地區(qū)負荷。桓仁縣與外界聯(lián)網(wǎng)的線路僅局限于66kV線路,電網(wǎng)薄弱。為了改善電網(wǎng)結(jié)構(gòu),保障該地區(qū)供電的可靠性,滿足該地區(qū)日益增長的用電需求,需要完善桓仁66kV回龍分支輸變電工程項目。加強輸變電工程的全面成本控制是降低建設(shè)成本,提升投資效果,完成預(yù)期目標的基礎(chǔ)和前提,也是優(yōu)化成本管理體系,完善科學(xué)成本管理體系的題中之義,更是提升整體競爭實力,促進電力行業(yè)健康發(fā)展的保障。對本溪桓仁縣66kV回龍分支輸變電工程進行成本控制研究具有重要的理論價值和現(xiàn)實意義。 本文在廣泛收集資料的基礎(chǔ)上,研究了國內(nèi)外成本控制的發(fā)展現(xiàn)狀及相關(guān)理論,論述了輸變電工程項目成本控制相關(guān)理論及方法。通過掙值分析原理對桓仁66kv回龍分支輸變電工程的成本控制狀況進行了實證研究,分析了該項目在成本控制中存在的缺點和不足,并在此基礎(chǔ)上提出了相關(guān)的解決措施,為相關(guān)類型的輸變電項目成本控制提供參考。
[Abstract]:With the development of our economy and the improvement of people's living standard, the demand for electric power is rising year by year in all regions and industries. As the nervous system of the country, the power grid is the guarantee for the rapid development of the national economy. The construction and development of power grid in China is guided by national policy, guaranteed by high and new technology, and based on promoting economic development, so as to improve transmission and distribution capacity and optimize the utilization of land resources. As an important part of national power grid construction, it is of great theoretical and practical value to study the cost control of transmission and transformation project. In recent years, the economy of Huanren area has developed rapidly, and the existing substations have been unable to meet the load in this area. The lines connected to the outside world in Huanren County are limited to 66kV lines and the power grid is weak. In order to improve the power network structure, To ensure the reliability of power supply in this area and to meet the increasing demand for electricity in this area, it is necessary to perfect the Huanren 66kV Huilong branch power transmission and transformation project. To strengthen the overall cost control of transmission and transformation projects is to reduce the construction cost and improve the investment effect. The foundation and premise of achieving the expected goal is also the meaning of optimizing the cost management system and perfecting the scientific cost management system, and it also promotes the overall competitive strength. It is of great theoretical value and practical significance to study the cost control of 66kV Huilong branch power transmission and transformation project in Huanren county of Benxi. Based on the extensive collection of data, this paper studies the current situation and related theories of cost control at home and abroad. This paper discusses the relevant theories and methods of cost control in transmission and transformation project, and makes an empirical study on the cost control of Huanren 66kv Huilong branch transmission and transformation project through the principle of earned value analysis. The shortcomings and shortcomings of the project in cost control are analyzed, and on the basis of this, the relevant measures are put forward to provide reference for the cost control of related transmission and transformation projects.
