【摘要】：近年來(lái)，隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展和城市化進(jìn)程的加速，人們?cè)絹?lái)越重視文化活動(dòng)。相應(yīng)于城市發(fā)展來(lái)說(shuō)，文化活動(dòng)的發(fā)展相對(duì)滯后。各個(gè)城市相繼興建了眾多文化項(xiàng)目。隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的逐步確立、發(fā)展和完善，我國(guó)由計(jì)劃經(jīng)濟(jì)體制沿襲下來(lái)的政府投資工程管理體制暴露出了許多問(wèn)題。解決上述問(wèn)題，需要結(jié)合國(guó)內(nèi)外文化項(xiàng)目發(fā)展經(jīng)驗(yàn)，充分發(fā)揮政府的主導(dǎo)作用，加快文化項(xiàng)目建設(shè)。 本文以項(xiàng)目管理理論為基礎(chǔ)，結(jié)合滄州文化中心工程建設(shè)項(xiàng)目管理的實(shí)際情況，分析了滄州市政項(xiàng)目管理現(xiàn)狀和存在的主要問(wèn)題，對(duì)滄州市文化中心工程建設(shè)項(xiàng)目有效地分析，提出了有效相關(guān)管理的對(duì)策和建議。 首先，介紹滄州市政項(xiàng)目的現(xiàn)狀，并對(duì)代建制項(xiàng)目現(xiàn)狀、組織框架進(jìn)行分析，為以下的研究提供前提和基礎(chǔ)。 其次，對(duì)滄州市政項(xiàng)目管理存在問(wèn)題進(jìn)行綜合分析，針對(duì)滄州市市政項(xiàng)目的成本、質(zhì)量和采購(gòu)三個(gè)角度進(jìn)行深入闡述，并找出出現(xiàn)上述問(wèn)題的原因，為下文定量分析做鋪墊。 再次，，在定性分析的基礎(chǔ)上，介紹滄州文化中心工程項(xiàng)目的具體情況，以滄州文化中心項(xiàng)目為例，根據(jù)上文分析提出進(jìn)度改進(jìn)方案、成本改進(jìn)方案和質(zhì)量改進(jìn)方案，探討滄州文化中心工程建設(shè)項(xiàng)目改進(jìn)方案的廣泛應(yīng)用性。 最后，闡述有效提高和完善滄州文化中心工程項(xiàng)目方案的對(duì)策，以期能夠?yàn)闇嬷菸幕行墓こ探ㄔO(shè)項(xiàng)目管理提供切實(shí)可行的建議，并為其他市政項(xiàng)目施工提供參考。
[Abstract]:In recent years, with the rapid development of our economy and the acceleration of urbanization, people pay more and more attention to cultural activities. The development of cultural activities has lagged behind. Many cultural projects have been built one after another in various cities. With the gradual establishment, development and improvement of the socialist market economic system in China, The management system of government investment project inherited from the planned economy system in our country has exposed many problems. To solve the above problems, it is necessary to give full play to the leading role of the government and speed up the construction of cultural projects in combination with the development experience of cultural projects at home and abroad. Based on the theory of project management and the actual situation of construction project management in Cangzhou Cultural Center, this paper analyzes the present situation and main problems of Cangzhou municipal project management. This paper analyzes the construction project of Cangzhou Cultural Center effectively, and puts forward some countermeasures and suggestions for effective management. Firstly, it introduces the current situation of Cangzhou municipal project, and analyzes the present situation and organizational framework of the agent construction project, which provides the premise and foundation for the following research. Secondly, the existing problems of Cangzhou municipal project management are comprehensively analyzed, and the cost, quality and procurement of Cangzhou municipal project are expounded in depth, and the reasons for the above problems are found out, which pave the way for the quantitative analysis below. Thirdly, on the basis of qualitative analysis, this paper introduces the concrete situation of Cangzhou Cultural Center project, taking Cangzhou Cultural Center Project as an example, according to the above analysis, puts forward progress improvement plan, cost improvement plan and quality improvement plan. This paper discusses the wide application of the project improvement project of Cangzhou Cultural Center. Finally, the paper expounds the countermeasures to improve and perfect the project project of Cangzhou Cultural Center effectively, in order to provide practical suggestions for the construction project management of Cangzhou Cultural Center, and to provide reference for other municipal construction projects.
