【摘要】：對(duì)于近年日益受到重視的風(fēng)電并網(wǎng)與消納問題,國(guó)家能源局發(fā)布的《能源行業(yè)加強(qiáng)大氣污染防治工作方案》中提出,要采用安全、高效、經(jīng)濟(jì)的先進(jìn)輸電技術(shù),推進(jìn)12條電力外輸通道,進(jìn)一步擴(kuò)大北電南送、西電東送規(guī)模。電價(jià)問題也是近年來(lái)爭(zhēng)論不休的主題之一,在限電問題仍較嚴(yán)重、CDM收益大幅縮水、設(shè)備和零部件制造企業(yè)過度犧牲盈利換取市場(chǎng)份額等問題尚未解決時(shí),貿(mào)然下調(diào)風(fēng)電電價(jià)勢(shì)必造成風(fēng)電投資意愿減弱,并直接影響風(fēng)電市場(chǎng)容量的穩(wěn)步增長(zhǎng),有關(guān)部門應(yīng)保持穩(wěn)定的上網(wǎng)電價(jià)水平,鼓勵(lì)風(fēng)電投資積極性。這兩年國(guó)家處于經(jīng)濟(jì)下行時(shí)期,產(chǎn)能過剩的現(xiàn)象在全國(guó)普遍存在,今年我國(guó)發(fā)電企業(yè)在這樣的經(jīng)濟(jì)環(huán)境下集體進(jìn)入風(fēng)險(xiǎn)防控年,棄風(fēng)限電現(xiàn)象嚴(yán)重,而新能源作為響應(yīng)國(guó)家號(hào)召的清潔能源正處于上升期,但是不論在管理運(yùn)營(yíng)、技術(shù)創(chuàng)新還是資源利用上都相比國(guó)外發(fā)達(dá)國(guó)家處在一個(gè)摸索提高期的階段。所以在這樣的經(jīng)濟(jì)環(huán)境下,本文以大唐瓜州第六風(fēng)電場(chǎng)C區(qū)200MW風(fēng)電項(xiàng)目為研例,首先闡述了大唐瓜州第六風(fēng)電場(chǎng)C區(qū)200MW風(fēng)電項(xiàng)目在投資決策階段、設(shè)計(jì)階段、招標(biāo)階段的前期工程造價(jià)管理現(xiàn)狀及存在的問題,根據(jù)這些問題制定造價(jià)管理方案,從而完善造價(jià)方面的管理、節(jié)約項(xiàng)目的投資。然后對(duì)大唐瓜州第六風(fēng)電場(chǎng)C區(qū)200MW風(fēng)電項(xiàng)目實(shí)行了前期造價(jià)管理研究,制定了前期造價(jià)管理措施。希望通過本文的研究,可以對(duì)相關(guān)領(lǐng)域的研究有所貢獻(xiàn)。
[Abstract]:With regard to the problem of wind power grid connection and absorption, which has been paid more and more attention in recent years, the National Energy Administration has issued a work Plan on strengthening the Prevention and Control of Air pollution in the Energy Industry. It is proposed that advanced transmission technology, which is safe, efficient and economical, should be adopted. Pushing forward 12 external power transmission channels, further expanding the scale of power transmission from the north to the south and from the west to the east. The issue of electricity price has also been one of the controversial topics in recent years. In the case of power restriction, the CDM revenue has shrunk substantially. When the problems of equipment and parts manufacturing enterprises over sacrificing profits for market share have not been solved, the sudden reduction of wind power prices will inevitably weaken the willingness to invest in wind power and directly affect the steady growth of wind power market capacity. The relevant departments should maintain a stable level of electricity tariffs on the Internet and encourage the enthusiasm of wind power investment. In the past two years, the country is in a period of economic downturn, and the phenomenon of overcapacity is widespread throughout the country. This year, the power generation enterprises in our country have entered the year of risk prevention and control collectively under such an economic environment. The phenomenon of abandoning wind and limiting electricity is serious. However, as a clean energy source in response to the call of the state, new energy is on the rise, but whether in management or operation, Both technological innovation and resource utilization are in a stage of exploration and improvement compared with developed countries. Therefore, in such an economic environment, this paper takes the 200MW wind power project in area C of Datang Guazhou 6th wind farm as an example. In this paper, the present situation and existing problems of 200MW wind power project in the investment decision stage, design stage and bidding stage of Datang Guazhou 6th wind farm are first expounded. According to these problems, the cost management scheme is formulated. In order to perfect the cost management and save the investment of the project. Then, the preliminary cost management research is carried out on the 200MW wind power project in area C of Datang Guazhou 6th wind farm, and the preliminary cost management measures are worked out. It can contribute to the research in related fields.
