【摘要】:項目管理的主要內(nèi)容包括了進(jìn)度管理、質(zhì)量管理和成本管理,三者之間既相互制約又相輔相成。其中,項目進(jìn)度管理在三者中有著重要的統(tǒng)籌作用。項目進(jìn)度管理的目的是保證項目在計劃的時間內(nèi)實現(xiàn)項目的總體目標(biāo)。項目進(jìn)度計劃編制和項目進(jìn)度控制構(gòu)成了項目進(jìn)度管理的核心要素,項目進(jìn)度計劃是項目進(jìn)度管理的前提,項目進(jìn)度控制是項目進(jìn)度管理的保障,良好的項目進(jìn)度管理是控制項目成本和保障項目質(zhì)量的關(guān)鍵因素。項目進(jìn)度管理的主要工作內(nèi)容有三項,一是編制合理嚴(yán)謹(jǐn)?shù)捻椖坑媱?二是制定詳實可行的進(jìn)度控制措施;三是在項目實施過程中嚴(yán)格執(zhí)行項目進(jìn)度計劃及控制措施。在項目實施過程中,依據(jù)項目進(jìn)度實施情況,對項目計劃及進(jìn)度控制措施進(jìn)行及時有效調(diào)整,保障項目如期完成。在當(dāng)代經(jīng)濟社會中,信息高度發(fā)達(dá),資本運轉(zhuǎn)迅速,項目能否按計劃完成,是關(guān)系到項目的經(jīng)濟效益或社會效益的關(guān)鍵因素。本文以遼寧省不動產(chǎn)登記中心登記窗口建設(shè)項目為研究對象,通過對項目進(jìn)度計劃及進(jìn)度控制措施制定等進(jìn)度管理的全過程實踐,對項目進(jìn)度管理的內(nèi)容、方法及基本原理等進(jìn)行研究。遼寧省不動產(chǎn)登記中心登記窗口建設(shè)項目是一個集辦公、檔案管理、網(wǎng)絡(luò)集成中心和社會服務(wù)為一體的綜合項目。通過對項目的基礎(chǔ)建設(shè)條件、資源條件等進(jìn)行重點分析,依據(jù)項目的社會化服務(wù)特點、從整體上實現(xiàn)項目進(jìn)度管理。首先,概述了項目進(jìn)度管理的相關(guān)理論概念和原理方法,為論文提供理論支撐;其次,對遼寧省不動產(chǎn)登記中心窗口建設(shè)項目的項目建設(shè)內(nèi)容、特點進(jìn)行分析,找出項目進(jìn)度管理的關(guān)鍵環(huán)節(jié),為項目計劃的制定提供基礎(chǔ)數(shù)據(jù)支持;第三,根據(jù)登記窗口建設(shè)項目特點,運用WBS工作分解、關(guān)鍵路徑法、網(wǎng)絡(luò)圖等項目進(jìn)度管理的理論方法編制登記窗口建設(shè)項目進(jìn)度計劃,并根據(jù)項目要求進(jìn)行項目計劃優(yōu)化和制定項目進(jìn)度控制措施。實時進(jìn)行項目進(jìn)度跟蹤,對項目進(jìn)度計劃進(jìn)行全程監(jiān)控及實時調(diào)整,實現(xiàn)項目進(jìn)度管理的PDCA動態(tài)循環(huán)。本文針對遼寧省不動產(chǎn)登記中心登記窗口建設(shè)項目的特點,分析了項目進(jìn)度管理過程中各個環(huán)節(jié)及工作任務(wù)重點,對項目進(jìn)度計劃及優(yōu)化的過程進(jìn)行了論述,并提出項目進(jìn)度控制的方法與措施,保障項目按計劃完成。對其他不動產(chǎn)登記窗口建設(shè)項目的項目進(jìn)度計劃編制與優(yōu)化,進(jìn)度管理與進(jìn)度控制有一定的借鑒意義。
[Abstract]:The main contents of project management include schedule management, quality management and cost management, which restrict each other and complement each other. Project schedule management plays an important role in the overall planning of the three aspects. The purpose of project schedule management is to ensure that the overall objective of the project is achieved within the planned time. Project schedule planning and project schedule control constitute items. The core elements of progress management, The project schedule plan is the premise of the project schedule management, and the project schedule control is the guarantee of the project schedule management. Good project schedule management is the key factor to control project cost and ensure project quality. There are three main contents of project schedule management, one is to draw up a reasonable and rigorous project plan, the other is to formulate detailed and feasible progress control measures. Third, strictly implement the project schedule and control measures during the implementation of the project. In the course of the project implementation, timely and effective adjustments will be made to the project plan and schedule control measures according to the implementation of the project schedule. In the contemporary economic society, the information is highly developed and the capital is running rapidly. Can the project be completed as planned? It is a key factor related to the economic or social benefits of the project. This paper takes the registration window construction project of Liaoning Province Real Estate Registration Center as the research object. Through the whole process practice of project schedule planning and schedule control measures, the content of project schedule management is discussed. The project of registration window construction of Liaoning Province Real Estate Registration Center is a comprehensive project which integrates office, file management, network integration center and social service. According to the social service characteristics of the project, the project schedule management is realized on the whole. Firstly, the related theoretical concepts and principle methods of the project schedule management are summarized, which provide theoretical support for the paper. To Liaoning Province real estate registration center window construction project construction content, the characteristic carries on the analysis, finds out the project progress management key link, provides the basic data support for the project plan formulation; third, According to the characteristics of the registration window construction project, the progress plan of the registration window construction project is compiled by using the theory of WBS work decomposition, critical path method, network diagram and so on. According to the requirements of the project, the project plan is optimized and the project schedule control measures are worked out. The project progress is tracked in real time, and the whole project schedule is monitored and adjusted in real time. The PDCA dynamic cycle of project schedule management is realized. According to the characteristics of the registration window construction project of Liaoning Province Real Estate Registration Center, this paper analyzes each link and the key task in the process of project schedule management. This paper discusses the process of project schedule planning and optimization, and puts forward the methods and measures of project schedule control so as to ensure that the project is completed according to plan, and the project schedule of other real estate registration window construction projects is drawn up and optimized. Schedule management and schedule control have certain reference significance.
