【摘要】:項(xiàng)目成本管理是一項(xiàng)復(fù)雜的動(dòng)態(tài)系統(tǒng)工程,貫穿于企業(yè)整個(gè)經(jīng)營(yíng)過程,需要采取科學(xué)的方法、積極嚴(yán)謹(jǐn)?shù)膽B(tài)度、靈活的方式進(jìn)行管理。工程成本是企業(yè)管理的綜合水平的體現(xiàn),,對(duì)于提高企業(yè)競(jìng)爭(zhēng)力起著關(guān)鍵性作用。施工企業(yè)要實(shí)現(xiàn)利潤(rùn)最大化,需要全員樹立成本意識(shí),制定適合本企業(yè)的成本管理辦法,需要做到成本策劃,并不斷的總結(jié)完善,更新和優(yōu)化,還需要與其他施工企業(yè)進(jìn)行交流。施工項(xiàng)目的成本管理是整個(gè)項(xiàng)目管理的核心,是企業(yè)管理的第一要素,是提高企業(yè)競(jìng)爭(zhēng)實(shí)力的標(biāo)尺,F(xiàn)代社會(huì)的競(jìng)爭(zhēng)無處不在,企業(yè)要想在激烈的競(jìng)爭(zhēng)中立足就必須有一套自己的方法,而成本管理也是其中最關(guān)鍵的。提升項(xiàng)目成本管理水平,企業(yè)才有效益,員工才會(huì)富裕,社會(huì)才能和諧。 在從國(guó)家下達(dá)遼寧的33.79萬(wàn)套保障房硬任務(wù)的情勢(shì)下,需要施工企業(yè)抓住機(jī)會(huì),研究如何更好地加強(qiáng)工程項(xiàng)目成本的控制,對(duì)于提高施工企業(yè)工程項(xiàng)目資金使用率和效益有著重要的意義,對(duì)于國(guó)民經(jīng)濟(jì)持續(xù)健康的發(fā)展有著深遠(yuǎn)的影響。因沈陽(yáng)市地鐵麗水新城(公租房)一期工程是沈陽(yáng)市第一個(gè)保障性住房項(xiàng)目,采用預(yù)制大板結(jié)構(gòu)也是國(guó)家新工藝,鑒于該工程的政治意義和特殊形式,也是公租房中第一個(gè)試點(diǎn)項(xiàng)目加上沈陽(yáng)市政府領(lǐng)導(dǎo)的高度重視因此選擇中建一局來施工該項(xiàng)目。本論文從項(xiàng)目管理角度,論述項(xiàng)目成本管理的對(duì)象及目標(biāo),從項(xiàng)目成本管理體系中論述成本管理體系的重要性,從自己從事十一年來成本管理的實(shí)際出發(fā),結(jié)合沈陽(yáng)市地鐵麗水新城(公租房)一期工程工程實(shí)施前、工程實(shí)施中、工程實(shí)施后成本管理尚存在的一些問題,針對(duì)地鐵麗水新城(公租房)二期工程分別從項(xiàng)目的工程實(shí)施前、項(xiàng)目實(shí)施過程階段、項(xiàng)目收尾階段提出了加強(qiáng)工程項(xiàng)目成本管理的基本對(duì)策,利用現(xiàn)場(chǎng)采用的一些策劃表格來進(jìn)行成本控制,從施工項(xiàng)目中的每個(gè)環(huán)節(jié),層層策劃、層層控制。從組織措施、技術(shù)措施、經(jīng)濟(jì)措施、合同措施方面提出了加強(qiáng)成本管理的對(duì)策,從而得出了投標(biāo)階段做好報(bào)價(jià)策劃,進(jìn)場(chǎng)前做好成本策劃;實(shí)施過程中從組織措施、技術(shù)措施、經(jīng)濟(jì)措施、合同措施來進(jìn)行成本管理,從而控制成本;收尾結(jié)算做好索賠和結(jié)算的策劃,資料要?dú)w集齊全,做好上報(bào)結(jié)算和與業(yè)主核對(duì)工作,核對(duì)工作結(jié)束后做好總結(jié)和分析工作等全過程成本管理的工作。
[Abstract]:Project cost management is a complex dynamic system engineering, which runs through the whole business process of the enterprise. It needs to adopt scientific method and positive and rigorous attitude. The project cost is the embodiment of the comprehensive level of enterprise management and plays a key role in improving the competitiveness of the enterprise. In order to realize the maximum profit of the construction enterprise, it is necessary for the whole staff to set up the cost consciousness. To develop the cost management method suitable for the enterprise, we need to do the cost planning, and continue to summarize, improve, update and optimize. The cost management of the construction project is the core of the whole project management and the first element of the enterprise management. Modern competition is everywhere in modern society, enterprises must have a set of their own methods if they want to base themselves in the fierce competition. The cost management is also the most important one. Only by raising the level of project cost management can the enterprise have benefit, the staff will be rich, and the society will be harmonious. Under the situation of 337,900 sets of indemnificatory apartment hard tasks from the state to Liaoning, it is necessary for construction enterprises to seize the opportunity to study how to strengthen the cost control of engineering projects. It is of great significance to improve the utilization rate and benefit of project funds in construction enterprises. For the sustainable and healthy development of the national economy has a far-reaching impact. Because Shenyang City Metro Lishui New City (public rental housing) project is the first affordable housing project in Shenyang. The use of prefabricated large plate structure is also a new national technology, in view of the political significance and special form of the project. It is also the first pilot project in public rental housing and Shenyang municipal government leaders attach great importance to the selection of the construction of the project. This paper from the point of view of project management discusses the object and objectives of project cost management. This paper discusses the importance of the cost management system from the project cost management system, starting from the practice of cost management in the past 11 years, and combining with the implementation of the first phase project of Lishui New Town (public rental housing) in Shenyang Metro. In the implementation of the project, there are still some problems in the cost management after the implementation of the project, aiming at the second phase of the Lishui New City (public rental housing) project of the subway from the project before the implementation of the project, the project implementation process stage. At the end of the project, the author puts forward the basic countermeasures to strengthen the cost management of the project, and uses some planning forms adopted on the spot to control the cost, planning from every link in the construction project. Layer by layer control. From organizational measures, technical measures, economic measures, contract measures put forward measures to strengthen cost management, so that the bidding stage to do a good bidding planning, before entering the market to do a good job in cost planning; In the process of implementation, cost management is carried out from organizational measures, technical measures, economic measures and contract measures to control costs; The final settlement should be done well in the planning of claims and settlement, the data should be collected, the report and settlement should be reported and checked with the owner, and the whole process of cost management should be done after the checking work is finished, such as summing up and analyzing work.
