【摘要】：隨著國(guó)家對(duì)實(shí)驗(yàn)室建設(shè)的資金投入增加及實(shí)驗(yàn)人員的隊(duì)伍不斷壯大,目前實(shí)驗(yàn)室的管理理念已經(jīng)嚴(yán)重制約了實(shí)驗(yàn)室的健康、快速發(fā)展,先進(jìn)管理理念的引入勢(shì)在必行。NCU生物學(xué)基礎(chǔ)實(shí)驗(yàn)中心創(chuàng)建于2004年,是中央及地方共建的高校實(shí)驗(yàn)室項(xiàng)目,目前每年服務(wù)學(xué)生2000余人,年均實(shí)驗(yàn)學(xué)時(shí)總?cè)藭r(shí)數(shù)達(dá)到28萬(wàn),成為學(xué)校本科生進(jìn)行生物技能訓(xùn)練和創(chuàng)新實(shí)驗(yàn)的重要基地,實(shí)驗(yàn)中心教師近年來(lái)承擔(dān)各類(lèi)科研項(xiàng)目52項(xiàng),許多科研成果轉(zhuǎn)化為創(chuàng)新實(shí)驗(yàn)教學(xué)項(xiàng)目,并直接受益于實(shí)驗(yàn)學(xué)生。為了實(shí)驗(yàn)室更好、更快的發(fā)展,將項(xiàng)目管理的相關(guān)理論引入到實(shí)驗(yàn)室的建設(shè)、運(yùn)營(yíng)管理當(dāng)中對(duì)于促進(jìn)實(shí)驗(yàn)室的發(fā)展將起到重要的促進(jìn)作用,本文即以實(shí)驗(yàn)室為研究對(duì)象,探索項(xiàng)目管理在實(shí)驗(yàn)室應(yīng)用的相應(yīng)措施,期望能夠?qū)︻?lèi)似的工程提供參考依據(jù)。 本文主要研究成果如下： (1)從目前我國(guó)實(shí)驗(yàn)室建設(shè)的規(guī)模、實(shí)驗(yàn)人員的擴(kuò)張速度以及信息化手段的快速發(fā)展來(lái)看,采用先進(jìn)的項(xiàng)目管理理念來(lái)提高實(shí)驗(yàn)室的運(yùn)營(yíng)效率是實(shí)驗(yàn)室管理的必然方向。 (2)NCU生物學(xué)基礎(chǔ)實(shí)驗(yàn)中心主要面臨管理體制障礙、實(shí)驗(yàn)室建設(shè)進(jìn)度問(wèn)題、實(shí)驗(yàn)人員人力資源問(wèn)題、實(shí)驗(yàn)室建設(shè)、采購(gòu)成本管理問(wèn)題以及生物學(xué)實(shí)驗(yàn)風(fēng)險(xiǎn)等問(wèn)題,嚴(yán)重制約了實(shí)驗(yàn)室的發(fā)展。 (3)根據(jù)實(shí)驗(yàn)室的項(xiàng)目要素,對(duì)實(shí)驗(yàn)中心存在的項(xiàng)目管理方面的問(wèn)題進(jìn)行了分析,包括目標(biāo)集成管理與風(fēng)險(xiǎn)控制問(wèn)題、項(xiàng)目管理及進(jìn)度控制問(wèn)題、人力資源配置管理及教學(xué)質(zhì)量控制問(wèn)題以及實(shí)驗(yàn)設(shè)備、耗材采購(gòu)管理及成本控制問(wèn)題以及生物學(xué)基礎(chǔ)實(shí)驗(yàn)中心的風(fēng)險(xiǎn)管理問(wèn)題五大方面。 (4)NCU生物學(xué)基礎(chǔ)實(shí)驗(yàn)中心屬于中央與地方共建項(xiàng)目,在此建設(shè)目標(biāo)下,構(gòu)建了以實(shí)驗(yàn)中心質(zhì)量工程建設(shè)管理、實(shí)驗(yàn)中心采購(gòu)管理、實(shí)驗(yàn)中心業(yè)績(jī)考核管理及實(shí)驗(yàn)中心學(xué)習(xí)型組織溝通管理為主的項(xiàng)目管理措施。
[Abstract]:As the state of laboratory construction funding and laboratory personnel team is constantly growing, the current laboratory management concept has seriously restricted the healthy and rapid development of the laboratory, the introduction of advanced management concepts.NCU imperative biology experiment center was founded in 2004, is a laboratory project to build the central and local, currently more than 2000 students each year of service people, total annual experimental hours when the number reached 280 thousand, has become an important base for school students biological skills training and innovative experiment, experimental center of teachers in recent years to undertake all kinds of scientific research projects in 52, a lot of research into the innovative experiment teaching project, and directly benefit from the students in the experimental laboratory. In order to better and faster development. The theory of project management into the construction of the laboratory operation management to promote the development of laboratory will It plays an important role in promoting. This paper takes laboratory as the research object, explores the corresponding measures of project management in the laboratory, and expects to provide reference for similar projects.
The main research results in this paper are as follows:
(1) from the current scale of laboratory construction, the expansion speed of experimenters and the rapid development of information technology, it is an inevitable trend for laboratory management to adopt advanced project management concept to improve the operational efficiency of laboratories.
(2) NCU biological basic experimental center is mainly faced with management system obstacles, laboratory construction progress problems, laboratory personnel resources problems, laboratory construction, procurement cost management and biological experiment risks, which seriously restrict the development of laboratories.
(3) according to the laboratory project elements of project management experimental center of existing problems are analyzed, including the goal of integrated management and risk control, project management and schedule control, human resources management and teaching quality control and laboratory equipment, supplies procurement risk management and cost control and management the biological basis of experimental center of the five aspects.
(4) NCU biological experimental center belongs to the central and local governments to build the project, the construction of this goal, to build engineering construction quality management experimental center, experimental center of procurement management, organization management communication experiment center of performance appraisal management and experimental center of learning based project management measures.
