【摘要】：投資成本一體化管理是油藏經(jīng)營(yíng)管理中的一項(xiàng)重要內(nèi)容。隨著油田企業(yè)生產(chǎn)經(jīng)營(yíng)活動(dòng)日益復(fù)雜等因素的影響，我國(guó)油田企業(yè)對(duì)投資與成本實(shí)行分割式管理方式在運(yùn)行中已經(jīng)出現(xiàn)投資與成本相互擠占等矛盾。如何實(shí)行投資成本一體化管理，已成為我國(guó)油田企業(yè)關(guān)注的焦點(diǎn)。投資成本一體化管理對(duì)提高油田企業(yè)的經(jīng)營(yíng)管理水平和經(jīng)濟(jì)效益有著極為重要的作用。 本文在分析研究國(guó)內(nèi)外相關(guān)學(xué)者和組織機(jī)構(gòu)的研究成果的基礎(chǔ)之上，對(duì)投資成本一體化管理進(jìn)行了界定，分析了在油田企業(yè)開(kāi)展投資成本一體化管理的作用。本文重點(diǎn)是對(duì)我國(guó)油藏經(jīng)營(yíng)管理模式下投資成本一體化管理進(jìn)行研究。在我國(guó)石油企業(yè)中，投資成本一體化管理還未能實(shí)行。 本文通過(guò)對(duì)中原油田分公司基本概況、投資管理和成本管理現(xiàn)狀的分析發(fā)現(xiàn)其中存在的問(wèn)題，提出了實(shí)行投資成本一體化管理的可行性和必要性。對(duì)中原油田分公司投資成本一體化管理內(nèi)涵、原則、基本思路進(jìn)行闡述，在此基礎(chǔ)上為中原油田分公司構(gòu)建投資成本一體化管理體系，從責(zé)任體系、運(yùn)行體系、管控體系和考核體系四個(gè)方面初步開(kāi)展了企業(yè)投資成本一體化管理的工作。最后，對(duì)中原油田分公司實(shí)施投資成本一體化管理需要成本管理、投資管理和勘探開(kāi)發(fā)一體化工作進(jìn)行配合，，在實(shí)施工程中需要觀念、人才、信息系統(tǒng)作為保障措施。 本文在對(duì)中原油田分公司投資成本一體化管理的分析研究過(guò)程中，采用文獻(xiàn)評(píng)述法和實(shí)地調(diào)研法，通過(guò)與中原油田分公司實(shí)際情況相結(jié)合，使結(jié)論對(duì)其它油田企業(yè)開(kāi)展投資成本一體化管理提供更為實(shí)際的參考。
[Abstract]:The integrated management of investment cost is an important part of reservoir management . With the increasing complexity of production and operation activities of oilfield enterprises , it has become the focus of our country ' s oilfield enterprises . How to carry out the integrated management of investment cost has become the focus of our country ' s oilfield enterprises . Investment cost integration management plays an important role in improving the management level and economic benefit of oilfield enterprises . Based on the analysis of the research results of relevant scholars and organizations at home and abroad , this paper defines the integration management of investment cost and analyzes the function of the integration management of investment cost in oilfield enterprises . This paper focuses on the research on the integration management of investment cost in the management mode of reservoir management in China . In our petroleum enterprises , the integrated management of investment cost has not been implemented . Based on the analysis of the basic situation , the investment management and the cost management of the subsidiary of the Central Plains Oilfield , the paper presents the feasibility and necessity of implementing the integrated management of investment cost . In the process of analyzing the investment cost integration management of Zhongyuan Oilfield Company , this paper adopts the literature review method and the field investigation method to provide more practical reference for the integrated management of the investment cost of other oilfield enterprises by combining with the actual situation of the subsidiary of the Central Plains Oilfield .
