【摘要】:電網(wǎng)資產(chǎn)是供電企業(yè)有效經(jīng)營(yíng)管理和可持續(xù)發(fā)展的重要基礎(chǔ)。電網(wǎng)資產(chǎn)的管理已成為越來(lái)越多的電力公司提升管理水平及追求利潤(rùn)最大化的重要手段,如何盤活、優(yōu)化這些資產(chǎn),達(dá)到資源的合理配置,對(duì)于供電企業(yè)提高管理水平和經(jīng)濟(jì)效益具有很大的現(xiàn)實(shí)意義。電力資產(chǎn)通常數(shù)量多,資金大,更新快,管理得好可以有效提高企業(yè)的效益,準(zhǔn)確反映企業(yè)經(jīng)營(yíng)成果和業(yè)績(jī),反之管理不善則會(huì)造成生產(chǎn)資料利用率低下,甚至國(guó)有資產(chǎn)流失,這些都為電力企業(yè)資產(chǎn)管理提出了挑戰(zhàn)。 “十二五”以來(lái),山東電網(wǎng)建設(shè)蓬勃發(fā)展,電網(wǎng)規(guī)模、裝備水平和技術(shù)水平顯著提升。截至2012年底,山東省共有220千伏及以上變電站324座,變電總?cè)萘?2207萬(wàn)千伏安;共有220千伏及以上線路873條,長(zhǎng)度23739公里。雖然山東電網(wǎng)建設(shè)取得了輝煌成就,輸變電資產(chǎn)總量迅速增加,但是由于國(guó)情不同,企業(yè)性質(zhì)有所差別,公司輸變電資產(chǎn)運(yùn)營(yíng)、管理水平與國(guó)外先進(jìn)電網(wǎng)企業(yè)相比尚有一定提升空間,輸變電資產(chǎn)運(yùn)營(yíng)策略、管理手段尚可進(jìn)一步拓展。山東電力輸變電資產(chǎn)管理處于高服務(wù)水平、高成本水平位置,資產(chǎn)運(yùn)營(yíng)效率亦有進(jìn)一步挖掘的潛力。 本文系統(tǒng)研究分析澳大利亞越網(wǎng)公司等世界先進(jìn)電網(wǎng)企業(yè)的資產(chǎn)管理方法和手段,了解業(yè)務(wù)類型劃分,理清業(yè)務(wù)流程設(shè)計(jì),對(duì)變壓器、斷路器、繼電保護(hù)設(shè)備、輸電線路等輸變電資產(chǎn)進(jìn)行分類研究,對(duì)其先進(jìn)的管理方法和手段進(jìn)行提煉總結(jié)。 本文對(duì)山東電力輸變電資產(chǎn)管理進(jìn)行梳理和歸納,按照變電設(shè)備和線路設(shè)備分類總結(jié)。將山東電力輸變電資產(chǎn)管理與國(guó)外先進(jìn)電網(wǎng)企業(yè)做法進(jìn)行對(duì)比分析,在資產(chǎn)管理組織機(jī)構(gòu)、資產(chǎn)管理策略、資產(chǎn)維護(hù)策略、基礎(chǔ)數(shù)據(jù)管理、資產(chǎn)管理信息化手段、資源管理和安全管理等7個(gè)方面方,總結(jié)出國(guó)際輸變電資產(chǎn)管理先進(jìn)經(jīng)驗(yàn)和山東電力輸變電資產(chǎn)管理存在的不足。 本文將世界先進(jìn)電網(wǎng)企業(yè)的管理經(jīng)驗(yàn)與山東電力實(shí)際需求相結(jié)合,將世界最優(yōu)資產(chǎn)管理理念融入公司業(yè)務(wù),從引入先進(jìn)資產(chǎn)管理理念和方法、建立運(yùn)行維護(hù)作業(yè)成本管理體系、重視設(shè)備檢修維護(hù)效果的績(jī)效評(píng)估、加快建設(shè)公司統(tǒng)一的生產(chǎn)信息系統(tǒng)、實(shí)行調(diào)度控制一體化運(yùn)行管理模式、全面開展?fàn)顟B(tài)檢修等9個(gè)方面提煉形成了符合山東電力發(fā)展方向的輸變電資產(chǎn)管理整體方案和思路,在變壓器、斷路器、繼電保護(hù)設(shè)備和輸電線路的管理模式、日常維護(hù)、狀態(tài)檢修等提出了具體實(shí)施方案和做法,為山東電力控制資產(chǎn)運(yùn)營(yíng)成本,開拓新的利潤(rùn)增長(zhǎng)點(diǎn)提供有益探索。
[Abstract]:The power grid asset management and sustainable development is an important basis for effective management of power supply enterprise. Grid asset management has become an important means, more and more power companies to enhance the management level and the pursuit of profit maximization to revitalize, optimization of these assets, to achieve the rational allocation of resources, power supply enterprises to improve the management level and economic efficiency has great practical significance the number of power assets. Usually, large capital, updated quickly, good management can effectively improve the efficiency of enterprises, to accurately reflect the business results and performance, and poor management will result in low utilization of production, and even the loss of state assets, these are challenges for the asset management of power enterprises.
"Since 12th Five-Year", Shandong power grid construction and rapid development, the scale of the network, equipment and technology level significantly. By the end of 2012, Shandong Province, a total of 220 thousand kV and above 324 substations, substation capacity of 22207 KVA; a total of 220 thousand volts and above 873 lines, 23739 km in length. Although the Shandong power grid construction has made brilliant achievements, and total assets increased rapidly, but because of the different national conditions, different nature of the enterprise, company's power transmission assets operation, management level and the foreign advanced power grid enterprises compared to certain promotion space, the operation strategy of power transmission assets, management can be further expanded. Shandong electric power transmission and transformation of asset management in the high level of service, high level of cost the position, assets operation efficiency has a further potential.
The research based on the analysis of asset management methods and means of advanced power grid enterprises Australia more network companies in the world, understand the business type, sort out the business process design of transformer, circuit breaker, relay protection equipment, transmission lines and other power transmission assets were used to research the classification of the advanced management methods and means of refining and summary.
In this paper, and summarizes the Shandong electric power transmission and transformation of asset management, in accordance with the classification of substation equipment and line equipment will be summarized. Shandong electric power transmission and transformation of asset management for power grid enterprises with foreign advanced practice were analyzed in the asset management organization, asset management strategy, asset maintenance strategy, basic data management, information technology asset management, 7 aspects resource management and security management, and summed up the problems and the advanced experience of asset management international and Shandong electric power transmission and transformation of asset management.
This paper combines the world advanced power grid enterprise management experience of Shandong electric power and the actual demand, the world will be the optimal asset management concept into the business of the company, from the introduction of advanced asset management concepts and methods, establish the operation and maintenance cost management system, performance evaluation to equipment maintenance effect, speed up the production information system construction company, the implementation of scheduling the control mode of operation and management integration, to carry out a comprehensive overhaul in 9 aspects such as refined form a transmission asset management with the power development direction of Shandong's overall program and ideas in transformer, circuit breaker, relay protection equipment daily maintenance and management of transmission line model, state maintenance and put forward specific implementation plans and practices for Shandong electric power control the cost of operation of assets, provide the beneficial exploration to develop new profit growth point.
