【摘要】:近年來-由于房價過高凸顯出的矛盾-國家和地方政府開始對房地產(chǎn)政策進(jìn)行不斷的調(diào)整,使得目前的整個房地產(chǎn)業(yè)都處在一個巨大的調(diào)整時期,房地產(chǎn)企業(yè)的發(fā)展過程中面臨著前所未有的挑戰(zhàn),市場競爭日益加劇,利潤空間日漸縮小,依靠以往的粗放式經(jīng)濟管理模式和短平快運作模式顯然已經(jīng)不能適應(yīng)目前房地產(chǎn)市場的要求。這就要求房地產(chǎn)企業(yè)要根據(jù)市場的變化,不斷的調(diào)整自身的管理模式,有效的加強對項目投資實施全過程的成本控制以挖掘潛力,降低成本,提高收益。房地產(chǎn)項目成本的控制管理對于房地產(chǎn)開發(fā)企業(yè)來說是意義重大的,更是至關(guān)重要的,開發(fā)商在項目投資的前期需要對整個項目進(jìn)行精心的策劃、對目前的市場狀況進(jìn)行調(diào)研并進(jìn)行研究論證的可行性分析和經(jīng)濟評價,在項目投資的后期要注重營銷策劃,最終都必須通過由項目管理全過程制造出的最終產(chǎn)品來實現(xiàn)。本文通過對我國房地產(chǎn)開發(fā)行業(yè)的基本情況入手,對房地產(chǎn)開發(fā)項目成本構(gòu)成及影響因素分析,結(jié)合傳統(tǒng)的成本控制的基本方法,對房地產(chǎn)企業(yè)成本管理中的各項問題進(jìn)行分析和研究,其中一個很重要的問題就是人為因素在項目建設(shè)的各階段成本控制中產(chǎn)生較大影響,而在項目開發(fā)過程中又沒有完善的制度進(jìn)行約束,缺乏規(guī)范的成本控制體系,最終導(dǎo)致成本管理目標(biāo)很難實現(xiàn)。必須要在房地產(chǎn)企業(yè)建立一個完整而又科學(xué)的成本控制體系,并在管理過程中切實落實到位,才能達(dá)到成本控制理想的效果。本文從成本控制體系特征和內(nèi)涵談及體系的建立,從項目的四個主要階段闡述成本控制措施的落實,結(jié)合作者在實際工程管理工作中的經(jīng)驗,歸納分析了工程成本控制措施在實際工作中的應(yīng)用及管理存在的不足之處。研究房地產(chǎn)開發(fā)項目的成本控制,有助于房地產(chǎn)開發(fā)企業(yè)明確項目成本控制的總體思路、總體結(jié)構(gòu)和實施策略等,盡可能的減少和杜絕企業(yè)中的浪費現(xiàn)象,達(dá)到節(jié)約社會和經(jīng)濟資源的目的,并且可以對有限的土地資源更加合理、充分、有效的利用,能夠?qū)Ξ?dāng)前的房地產(chǎn)企業(yè)的振興起到重要的作用。同時,通過研究房地產(chǎn)項目的成本控制,可以使得項目的成本降低,進(jìn)而使得房價回歸到合理的價位,能夠給國家的房地產(chǎn)調(diào)控政策提供一定的參考價值,對于解決普通百姓的住房問題做出實際的貢獻(xiàn),這樣也給我國的和諧社會建設(shè)提供堅實的基礎(chǔ)。
[Abstract]:In recent years, because of the contradiction that the housing price is too high, the national and local governments begin to adjust the real estate policy, which makes the whole real estate industry in a huge adjustment period. The development of real estate enterprises is faced with unprecedented challenges, market competition is increasingly intensified, profit space is shrinking day by day. Relying on the previous extensive economic management model and the short flat and fast operation mode has obviously been unable to adapt to the requirements of the current real estate market, which requires real estate enterprises to change according to the market. Constantly adjust their own management mode, effectively strengthen the project investment implementation of the whole process of cost control in order to tap potential, reduce costs. To improve the income. The real estate project cost control management is of great significance to the real estate development enterprises, and developers need to plan the whole project carefully in the early stage of the project investment. The feasibility analysis and economic evaluation of the current market situation and the research and demonstration should pay attention to the marketing planning in the later stage of the project investment. In the end, we must realize the final product by the whole process of project management. This paper starts with the basic situation of the real estate development industry in our country, and analyzes the cost composition and the influencing factors of the real estate development project. Combined with the traditional cost control methods, this paper analyzes and studies the problems in the cost management of real estate enterprises. One of the most important problems is that human factors have a greater impact on the cost control in each stage of the project construction, and there are no perfect system constraints in the process of project development. The lack of a standardized cost control system ultimately leads to the cost management goal is difficult to achieve. We must establish a complete and scientific cost control system in the real estate enterprises and implement it in the process of management. In order to achieve the ideal effect of cost control, this paper discusses the establishment of the cost control system from the characteristics and connotation of the cost control system, and expounds the implementation of cost control measures from the four main stages of the project. Combined with the author's experience in practical engineering management, this paper summarizes and analyzes the application of engineering cost control measures in practical work and the shortcomings of management, and studies the cost control of real estate development projects. It is helpful for real estate development enterprises to make clear the overall idea, overall structure and implementation strategy of project cost control, and to reduce and eliminate waste in the enterprise as far as possible, to achieve the goal of saving social and economic resources. And can be more reasonable, full and effective use of limited land resources, can play an important role in the revitalization of the current real estate enterprises. At the same time, through the study of real estate project cost control. It can reduce the cost of the project, and then make the house price return to a reasonable price, which can provide a certain reference value for the national real estate regulation and control policy. To solve the housing problems of ordinary people to make a practical contribution, which also provides a solid foundation for the construction of a harmonious society in our country.
