【摘要】:成本控制和質(zhì)量控制是工程建設(shè)項(xiàng)目的重要管理內(nèi)容和必須要考慮的因素。在工程項(xiàng)目管理中,對(duì)成本和質(zhì)量進(jìn)行全面系統(tǒng)地分析和綜合均衡優(yōu)化,再對(duì)項(xiàng)目方案做出決策,對(duì)于提高工程建設(shè)項(xiàng)目的綜合效益具有很重要的意義。本論文基于各地配電網(wǎng)改造項(xiàng)目管理中主要存在的問(wèn)題,綜合考慮電氣設(shè)備的投資成本和質(zhì)量,提出項(xiàng)目管理的多目標(biāo)決策。 論文首先介紹了配電網(wǎng)改造項(xiàng)目管理中的投資決策以及全壽命周期成本(LCC)理論的應(yīng)用,建立并比較了成本管理中投資決策的凈現(xiàn)值法(NPV)、內(nèi)涵報(bào)酬率法(IRR)和現(xiàn)值指數(shù)法(PI)三種模型,考慮了不同條件下的三種模型的選擇;其次利用基于層次分析法(AHP)的多目標(biāo)決策理論,將成本管理與質(zhì)量管理結(jié)合起來(lái),建立了配網(wǎng)改造項(xiàng)目中成本與質(zhì)量多目標(biāo)決策的三層模型,利用各方案分別形成的3個(gè)n*n階判斷矩陣,計(jì)算各矩陣的權(quán)重向量,取權(quán)重最大的方法為最終決策方案;最后建立基于LCC的配網(wǎng)設(shè)備投資費(fèi)用構(gòu)成模型,包括設(shè)備投資費(fèi)用、運(yùn)行維護(hù)費(fèi)用、設(shè)備殘值以及其他費(fèi)用,并對(duì)各費(fèi)用進(jìn)行折現(xiàn)計(jì)算,形成最終的電力設(shè)備LCC費(fèi)用計(jì)算模型。 論文選取了一個(gè)實(shí)際的配網(wǎng)改造項(xiàng)目,提出兩種改造方案,采用論文中提到的理論方法對(duì)實(shí)際配網(wǎng)改造項(xiàng)目進(jìn)行決策,先依次計(jì)算出兩種方案的LCC費(fèi)用構(gòu)成與負(fù)載收益。再根據(jù)此結(jié)果計(jì)算出兩方案的投資回收期以及凈現(xiàn)值,作為對(duì)于兩方案決策的參考指標(biāo)。最后基于多目標(biāo)投資決策的理論,利用層次分析法對(duì)兩種改造方案進(jìn)行選取。最后的結(jié)果驗(yàn)證了模型的有效性和正確性。
[Abstract]:Cost control and quality control are important management contents and factors that must be considered in engineering construction projects. In engineering project management, the cost and quality are comprehensively and systematically analyzed and integrated balanced optimization. It is very important to make decision on the project scheme to improve the comprehensive benefit of the project. This paper is based on the main problems in the management of distribution network transformation project. Considering the investment cost and quality of electrical equipment, the multi-objective decision of project management is put forward. Firstly, the paper introduces the investment decision and the application of LCCtheory in distribution network renovation project management, and establishes and compares the NPV (net present value method) of investment decision in cost management. There are three models, IRR and PI), which consider the choice of three models under different conditions. Secondly, by using the multi-objective decision theory based on Analytic hierarchy process (AHP), combining cost management with quality management, the three-layer model of cost and quality multi-objective decision-making in distribution network reconstruction project is established. The weight vectors of each matrix are calculated by using three nnnth order judgment matrices formed by each scheme, and the method with the largest weight is taken as the final decision plan. Finally, the investment cost model of distribution network equipment based on LCC is established, including equipment investment cost, operation and maintenance cost, equipment residual value and other expenses, and the discounted cost is calculated. The final LCC cost calculation model of power equipment is formed. This paper selects an actual distribution network transformation project, puts forward two transformation schemes, and uses the theoretical method mentioned in the paper to make a decision on the actual distribution network transformation project. First, the LCC cost structure and load income of the two schemes are calculated in turn, and then the investment recovery period and the net present value of the two schemes are calculated according to the results. Finally, based on the theory of multi-objective investment decision, the AHP is used to select the two modification schemes. Finally, the validity and correctness of the model are verified.
