呼倫貝爾市新巴爾虎左旗中小學教師隊伍建設現(xiàn)狀及對策研究

【摘要】:教師隊伍建設問題,直接影響著全旗中小學教師的專業(yè)進步和教育質量的提高。2012年,國務院制定印發(fā)的《關于加強教師隊伍建設的意見》提出,到2020年,要形成一支師德高尚、業(yè)務精湛、結構合理、充滿活力的高素質專業(yè)化教師隊伍。近年來,新巴爾虎左旗在教師隊伍建設方面,加大力度,多措并舉,取得了一定成效,但仍然存在著結構不合理、師資配備不均衡等一系列不容忽視的問題。隨著教育現(xiàn)代化的發(fā)展,加強新時期中小學教師隊伍建設刻不容緩,勢在必行。本文以新巴爾虎左旗6所中小學教師隊伍為研究對象,采取調查問卷、面對面訪談及實地調研相結合的研究方法,客觀、詳實地分析當前全旗中小學教師隊伍建設現(xiàn)狀,梳理歸類同類型問題,多角度剖析存在問題及原因,進而提出了有針對性的解決對策。論文第一部分引言,涵蓋了選題意義、研究現(xiàn)狀、研究方法及創(chuàng)新之處四個方面。論文第二部分介紹了新巴爾虎左旗教育事業(yè)發(fā)展與中小學教師隊伍基本情況,主要表現(xiàn)在教育水平顯著提升、學前教育優(yōu)質發(fā)展、義務教育均衡發(fā)展,達到了現(xiàn)代標準化學校辦學水平等方面,同時列舉了近年來新巴爾虎左旗在加強中小學教師隊伍建設方面采取的措施,主要表現(xiàn)在加強制度建設、保障教師培訓經費、加強培訓力度、實施城鄉(xiāng)教師雙向流動制度、逐步提高教師待遇以及重視師德師風教育等方面。論文第三部分闡述了新巴爾虎左旗中小學教師隊伍現(xiàn)狀調查與結果分析,利用調查問卷、訪談等方法,廣泛獲取一手資料,并加以分析研究,剖析問題。論文第四部分介紹了新左旗中小學教師隊伍建設存在的問題主要表現(xiàn)在教師隊伍結構性矛盾突出、中小學教師隊伍整體素質有待提高、培訓缺乏有效性以及國家政策調整派生出來的問題等方面。論文第五部分歸納其產生原因,主要是由于受機構編制總量的控制,“能進能出”機制不完善、不利的地理和區(qū)位條件使我旗缺乏人才競爭優(yōu)勢以及待遇低、激勵機制缺乏等方面。論文第六部分提出了加強新巴爾虎左旗中小學教師隊伍建設的對策,從進人機制、合理調配編制資源、加強培訓、深化人事制度改革、切實加強師德教育、進一步提高教師待遇等方面加以論述。論文最后部分結語,對本次研究過程進行了全面概括的總結,提出了論文研究的價值所在,同時也分析了研究中存在的不足之處,以及下一步研究需改進之處。
[Abstract]:The construction of the teaching staff has a direct impact on the professional progress and the improvement of the quality of education of primary and secondary school teachers. In 2012, the State Council formulated and issued the "opinions on strengthening the Construction of the Teachers' contingent", which was put forward by 2020. We should form a team of highly qualified and professional teachers with noble ethics, exquisite business, reasonable structure and full of vitality. In recent years, New Barr Tiger Zuo Banner has made some achievements in the construction of teachers' team, but there are still a series of problems, such as unreasonable structure and unbalanced teaching staff, which can not be ignored. With the development of educational modernization, it is imperative to strengthen the construction of primary and middle school teachers in the new period. Taking the teachers of 6 primary and middle schools in New Barhu Zuo Banner as the research object, adopting the research methods of questionnaire, face to face interview and field investigation, this paper objectively and detailedly analyzes the present situation of the construction of teachers' team in the whole flag of primary and middle schools. Combing and classifying the same type of problems, analyzing the existing problems and reasons from various angles, and then putting forward targeted countermeasures. The first part of the paper covers the significance of the topic, research status, research methods and innovations in four aspects. The second part of the paper introduces the development of educational cause and the basic situation of primary and middle school teachers in the New Balhu left Banner, which are mainly reflected in the significant improvement of education level, the development of quality preschool education, and the balanced development of compulsory education. At the same time, it lists the measures taken in recent years to strengthen the construction of primary and secondary school teachers in the New Balhu left Banner, which are mainly manifested in strengthening the construction of the system and ensuring the funds for teacher training. Strengthen the training, implement the system of two-way flow of teachers in urban and rural areas, gradually improve the treatment of teachers and attach importance to the education of teachers' ethics and style of teaching and so on. The third part of the paper expounds the present situation of teachers in New Barhu left Banner and the analysis of the results. By means of questionnaire, interview and other methods, the author obtains the primary data extensively, and analyzes the problems. The fourth part of the paper introduces the problems existing in the construction of primary and secondary school teachers in Xinzuo Banner, which are mainly manifested in the prominent structural contradictions of the teachers' ranks, and the overall quality of the primary and secondary school teachers needs to be improved.
