【摘要】:中學體育設施資源是一種重要的社會資源,一方面可滿足主要的教學目的需求,另一方面也具有滿足周邊社區(qū)體育活動的物質條件基礎。隨著全民健身事業(yè)的開展,體育資源需求的增長,突顯出了現(xiàn)階段相應體育資源的匱乏。為解決這種匱乏,除了加大資金投入基礎建設外,提高現(xiàn)有體育資源使用率不失為一個重要途徑。這需要通過學校體育資源與社會共享來實現(xiàn)。本文以蘭州市城關區(qū)中學體育資源對社會共享的現(xiàn)狀為研究對象,通過文獻資料法、問卷調查法、邏輯分析法、數(shù)理統(tǒng)計法對蘭州市城關區(qū)中學的體育資源以及對外共享的現(xiàn)狀進行了調查研究、分析、總結。研究結果表明:第一,蘭州市城關區(qū)中學體育場地設施資源以田徑場、足球場、籃球場、乒乓球場居多。學校體育工作者認為學校的體育場地設施“不能滿足”和“基本能滿足”學校開展各項體育活動的人數(shù)較多。第二,蘭州市城關區(qū)中學體育工作者普遍學歷較高、年齡結構年輕、球類與田徑專項較多,但是平時學校工作量大、閑暇時間少不利于開展社會體育健身指導工作。第三,目前蘭州市城關區(qū)中學中有極少數(shù)學校的體育場地資源對社區(qū)開放,大多數(shù)學校沒有實現(xiàn)對社區(qū)開放,總體開放水平低。第四,對社區(qū)開放的學校主要以部分無償部分有償?shù)男问绞杖≠M用。無償使用的場地設施一般是田徑場。有償使用的場地是籃球場、足球場、羽毛球場、乒乓球場、武術場地等。開放時間一般為周末、節(jié)假日、寒暑假等,開放時段一般為下午、晚上。第五,影響蘭州市城關區(qū)中學體育資源社會共享的主要的三個原因有:開放后可能發(fā)生安全事故、經(jīng)費沒有保障、缺乏有效的管理規(guī)范。本文提出的建議有:第一,政府需加大宣傳力度。提高學校工作者對學校體育資源需社會化的認識,了解學校體育資源是準公共產(chǎn)品,具有社會公益性質,學校有責任有義務做好體育資源對外開放工作。第二,政府需增大體育專項資金的投入。一方面增大對社區(qū)體育設施建設的投入,從根本上改善社區(qū)體育資源匱乏的現(xiàn)況。另一方面通過增多專項資金的投入、對學校體育場地實施的投入,改善學校體育場地資源,為對外共享創(chuàng)造有利條件。同時也可提高對體育工作人員的工作補貼金額。第三,校方需建立合理有效的管理制度。根據(jù)政策與各自學校體育資源狀況,結合實際積極的合理的開展對外共享,不斷探索有效的共享模式。第四,校方需制定具體細則落實管理。首先明確學校對外共享的范圍,劃分出開放區(qū)域與非開放區(qū)域。明確開放內容及時間、管理辦法、收費辦法、檢修工作等。第五,積極探索能夠有效控制體育運動事故的發(fā)生及糾紛解決的機制,促進學校體育對社區(qū)開放的進展。
[Abstract]:The sports facilities resource of middle school is an important social resource. On the one hand, it can meet the main teaching purpose needs, on the other hand, it also has the material basis to satisfy the surrounding community sports activities. With the development of national fitness and the increasing demand for sports resources, the lack of corresponding sports resources is highlighted at the present stage. In order to solve this shortage, it is an important way to increase the utilization rate of sports resources. This needs to be achieved through school sports resources and social sharing. This paper takes the current situation of sports resources sharing in middle schools in Chengguan District of Lanzhou City as the research object, through the methods of literature, questionnaire, logic analysis, etc. The present situation of sports resources and external sharing in middle schools in Chengguan District of Lanzhou City was investigated, analyzed and summarized by mathematical statistics. The results show that: first, the resources of middle school sports facilities in Chengguan District of Lanzhou City are mostly track and field, football field, basketball court and table tennis field. School sports workers think that school sports facilities "can not meet" and "basic can meet" school sports activities carried out by a large number of people. Second, the middle school sports workers in Chengguan District of Lanzhou City generally have higher academic qualifications, younger age structure, more ball games and track and field projects, but usually the school workload is large, and less leisure time is not conducive to the development of social sports fitness guidance work. Third, at present, there are very few schools in Chengguan District, Lanzhou City, where the sports site resources are open to the community, most schools do not realize the opening to the community, and the overall level of opening is low. Fourth, schools open to the community mainly charge fees in the form of part of unpaid and partly paid. Free use of the site facilities are generally track and field. The paid uses are basketball courts, football courts, badminton courts, table tennis courts, martial arts venues and so on. Opening hours are usually weekends, holidays, winter and summer holidays, opening hours are usually afternoon, evening. Fifthly, there are three main reasons that affect the social sharing of sports resources in middle schools in Chengguan District of Lanzhou City: security accidents may occur after opening up, funds are not guaranteed, and there is a lack of effective management standards. The suggestions made in this paper are as follows: first, the government needs to step up publicity. To improve the school workers' understanding of the need for socialization of school sports resources, to understand that school sports resources are quasi-public products, with the nature of social welfare, the school has the responsibility to do a good job in the opening of sports resources to the outside world. Second, the government needs to increase the investment of sports special funds. On the one hand, increase the investment in community sports facilities construction, fundamentally improve the status quo of community sports resources shortage. On the other hand, by increasing the investment of special funds, we can improve the resources of school sports venues and create favorable conditions for external sharing. At the same time can also increase the amount of work subsidy to sports staff. Third, the school needs to establish a reasonable and effective management system. According to the policy and the situation of school sports resources, combined with the actual positive and reasonable development of external sharing, constantly explore effective sharing mode. Fourth, the school needs to formulate specific rules to implement the management. Firstly, the scope of the school's external sharing is defined, and the open area and the non-open area are divided. Clear open content and time, management measures, charging methods, maintenance work, etc. Fifthly, we should actively explore the mechanism of controlling sports accidents and resolving disputes effectively, and promote the progress of opening school sports to the community.
