中國和新加坡中小學(xué)教師聘任制度比較研究

【摘要】:中小學(xué)教師聘任制度是市場經(jīng)濟條件下我國教師人事管理制度創(chuàng)新的產(chǎn)物,是我國教育體制改革的關(guān)鍵,對提高我國基礎(chǔ)教育的質(zhì)量有著重要的意義。雖然我國各地都在努力踐行中小學(xué)教師聘任制,同時也在不斷對其進行完善,但是實際運行過程中仍存有一些問題需要去反思和研究?v觀新加坡中小學(xué)教師聘任制度,其政府從建國之初就開始不斷完善,并且取得了比較滿意的成績。系統(tǒng)地比較研究中國和新加坡中小學(xué)教師聘任制度,有助于探討完善中國中小學(xué)教師聘任制度及提高基礎(chǔ)教育質(zhì)量的良策。本文對中國和新加坡中小學(xué)教師聘任制度的發(fā)展歷史進行了梳理。兩國中小學(xué)教師聘任制度的建立與發(fā)展與其存在的環(huán)境密切相關(guān)。中國和新加坡的中小學(xué)教師聘任制度各有其不同的歷史演變軌跡。在半個世紀里,新加坡的中小學(xué)教師聘任制度經(jīng)歷了初步建立、快速發(fā)展、提高促進、完善發(fā)展四個階段。從20世紀80年代以來,中國中小學(xué)教師聘任制度經(jīng)歷了改革初始、逐步推行、完善發(fā)展三個重要階段,留下了一串明晰可鑒的軌跡。本文運用比較研究法、調(diào)查法等對中國和新加坡中小學(xué)教師的聘任權(quán)屬部門、聘任條件、聘任程序、職前培訓(xùn)進行了比較研究,分析兩國的異同;從職后培訓(xùn)、考核晉升、薪資福利和解聘等四個方面對中國和新加坡中小學(xué)教師的聘后管理進行了系統(tǒng)的比較研究,分析兩國在中小學(xué)教師聘后管理上的異同。借鑒新加坡中小學(xué)教師聘任制度的經(jīng)驗,結(jié)合我國的國情,我國可以獲得諸多啟示與借鑒:第一,加大免費師范生推廣力度;第二,嚴把中小學(xué)教師任職入口;第三,完善中小學(xué)教師培訓(xùn)工作;第四,改革中小學(xué)教師績效工資制度;第五,完善中小學(xué)教師考核晉升機制。
[Abstract]:The appointment system of primary and secondary school teachers is the product of the innovation of teacher personnel management system under the condition of market economy. It is the key to the reform of our country's education system, and it is of great significance to improve the quality of our country's basic education. Although all parts of our country are trying to practice the appointment system of teachers in primary and secondary schools, at the same time, we are constantly improving it, but there are still some problems in the process of practical operation that need to be reflected and studied. Throughout Singapore's primary and secondary school teacher appointment system, its government began to improve from the beginning of the founding of the country, and achieved relatively satisfactory results. A systematic comparative study of the appointment system of teachers in primary and secondary schools in China and Singapore will be helpful to the improvement of the appointment system of teachers in primary and secondary schools in China and to the improvement of the quality of basic education. This paper reviews the history of the appointment system of primary and secondary school teachers in China and Singapore. The establishment and development of teacher appointment system in primary and secondary schools in the two countries are closely related to their existing environment. The appointment system of primary and secondary school teachers in China and Singapore has its own historical evolution track. In half a century, the appointment system of primary and secondary school teachers in Singapore has undergone four stages: initial establishment, rapid development, promotion and improvement. Since the 1980s, the appointment system of primary and secondary school teachers in China has undergone three important stages: the initial reform, the gradual implementation and the improvement of the development, leaving behind a clear and instructive track. In this paper, the author makes a comparative study on the employment right departments, employment conditions, appointment procedures, pre-service training of primary and secondary school teachers in China and Singapore, and analyzes the similarities and differences between the two countries, including post-service training, assessment and promotion, and so on. This paper makes a systematic comparative study on the post-employment management of primary and secondary school teachers in China and Singapore from the four aspects of salary, welfare and dismissal, and analyzes the similarities and differences between the two countries in the post-employment management of primary and secondary school teachers. Drawing lessons from the experience of Singapore's primary and secondary school teachers' appointment system and combining the national conditions of our country, our country can get a lot of enlightenment and reference: first, to increase the promotion of free normal school students; second, to strictly import teachers from primary and secondary schools; third, Improve the training of primary and secondary school teachers; fourth, reform the performance pay system of primary and secondary school teachers; fifth, improve the mechanism of assessment and promotion of primary and secondary school teachers.
