【摘要】：科研水平是一個國家的綜合實力的重要體現(xiàn),高校是國家科技創(chuàng)新體系的重要構(gòu)成部分,承擔(dān)著科學(xué)研究的重任。在加大對高�？蒲型度肓Χ群蛯嵭懈咝＝處熎溉沃瓶荚u的大背景下,高校教師科研工作的評價得到了我國的高度重視。高校教師職稱評審是對教師科研水平、教學(xué)業(yè)績成績等方面的綜合評價,它涉及到每一位申報教師的切身利益,關(guān)系到高校教師積極性和創(chuàng)造力的發(fā)揮和師資隊伍的穩(wěn)定和發(fā)展,因此,每年的高校教師職稱評審工作都牽動著無數(shù)教師的心。基于此,本文對我國高校教師職稱評審中科研評價條件進行研究,通過對國外典型創(chuàng)新型國家高校教師科研評價制度的學(xué)習(xí)、借鑒,結(jié)合相關(guān)管理學(xué)知識和我國高校教師科研工作實際和發(fā)展方向,對我國高校教師科研評價進行了簡單的概述,具體以成都##大學(xué)為例對學(xué)校教師職稱科研評價發(fā)展現(xiàn)狀、存在的問題及其原因進行了詳細分析,并根據(jù)教育部《關(guān)于深化高等學(xué)�？萍荚u價改革意見》、《關(guān)于深化人才發(fā)展體制機制改革的意見》等文件和“2014年全國高等學(xué)�？萍脊ぷ鲿h”,提出要加大力度對高校教師科研評價工作進行行之有效的改革,該項舉措對于合理分布高�？蒲匈Y源、完善科研評價體系和促進高�？蒲泄芾�,有一定的參考意義。筆者對舉例高校成都##大學(xué)的教師職稱科研評價展開了調(diào)查與研究,發(fā)現(xiàn)仍然存在很多問題,包括評價導(dǎo)向功利化、評價標準簡單化、評價方法重數(shù)量輕質(zhì)量、重形式輕實質(zhì)。分析其原因,主要包括評價目的、制度不一致、行政化傾向嚴重、對學(xué)科差異性把關(guān)不到位、沒嚴格遵守科研活動的客觀規(guī)律。上述問題對高校教師科研工作的持續(xù)健康發(fā)展產(chǎn)生了不好的影響,不改不行。要解決這些問題,關(guān)鍵在于：首先,要在理念是上秉持“教師為本”的思想,確定評價的目的和標準；其次,要建立健全高校教師科研評價制度。如結(jié)合高�？蒲谢顒右�(guī)律,實行多層次分類評價；以提高科研績效為目標,實行“層次分析法—專家評估”相結(jié)合的定性和定量相結(jié)合的評價方法；構(gòu)建合理的教師職稱科研評價指標體系,具體在對學(xué)校教師職稱評審科研條件分析的基礎(chǔ)上,結(jié)合高校教師科研活動現(xiàn)狀,運用德爾菲法綜合專家意見選取指標,構(gòu)建指標體系,運用層次分析法計算指標權(quán)重,從而實現(xiàn)對高校教師職稱科研的評價。
[Abstract]:The level of scientific research is an important embodiment of a country's comprehensive strength, and colleges and universities are an important part of the national scientific and technological innovation system. Undertaking the heavy task of scientific research. Under the background of increasing the investment in scientific research in colleges and universities and carrying out the evaluation of the appointment system of teachers in colleges and universities, The evaluation of university teachers' scientific research has been highly valued in our country. The evaluation of university teachers' professional titles is a comprehensive evaluation of teachers' scientific research level and teaching achievements, which involves the vital interests of each declared teacher. It is related to the enthusiasm and creativity of college teachers and the stability and development of the teaching staff. Therefore, the evaluation of teachers' titles in colleges and universities every year affects the hearts of countless teachers. This paper studies the evaluation conditions of scientific research in the evaluation of teachers' professional titles in colleges and universities in China, and draws lessons from the study of the scientific research evaluation system of the typical innovative national university teachers in foreign countries. Combined with the relevant management knowledge and the practice and development direction of university teachers' scientific research in our country, this paper gives a brief overview of the evaluation of university teachers' scientific research in our country, taking ## University of Chengdu as an example, the present situation of scientific research evaluation of teachers' professional titles in Chengdu University is given as an example. The existing problems and their causes are analyzed in detail. According to the documents of the Ministry of Education "opinions on deepening the Reform of Science and Technology Evaluation in Colleges and Universities", "opinions on deepening the Reform of the system and Mechanism of talents Development" and "the National Conference on Science and Technology work in Colleges and Universities of 2014", it is proposed that more efforts should be made to improve the quality of. The evaluation of school teachers' scientific research should be reformed effectively. This measure has certain reference significance for the rational distribution of scientific research resources in colleges and universities, the perfection of scientific research evaluation system and the promotion of scientific research management in colleges and universities. The author has carried out an investigation and research on the evaluation of teachers' professional titles in ## University of Chengdu for example. It is found that there are still many problems, including the utilitarianism of evaluation guidance, the simplification of evaluation criteria, the emphasis on quantity and quality, and the emphasis on form and substance. The above problems have a bad effect on the sustainable and healthy development of university teachers' scientific research work. The key to solve these problems lies in: first, We should adhere to the idea of "teacher-oriented" and determine the purpose and standard of evaluation. Secondly, we should establish and improve the evaluation system of university teachers' scientific research, such as carrying out multi-level classification evaluation in combination with the law of scientific research activities in colleges and universities. In order to improve the scientific research performance, a qualitative and quantitative evaluation method combining analytic hierarchy process (AHP) and expert evaluation is carried out, and a reasonable evaluation index system of scientific research for teachers' professional titles is constructed. On the basis of analyzing the scientific research condition of school teachers' professional title evaluation and combining with the present situation of university teachers' scientific research activities, using Delphi's comprehensive expert opinion to select the index, to construct the index system, and to calculate the index weight by the analytic hierarchy process (AHP). So as to realize the evaluation of academic research of teachers' titles in colleges and universities.
