【摘要】：目的構(gòu)建精神疾病監(jiān)測系統(tǒng)評價指標體系。方法利用Delphi專家評估法對擬定指標進行2輪評價。篩選指標,計算權(quán)重系數(shù)。結(jié)果第1輪評價,邀請專家16人,反饋結(jié)果 14人,積極系數(shù)0.88,協(xié)調(diào)系數(shù)為0.25。第2輪評價,邀請專家14人,反饋結(jié)果 14人,積極系數(shù)1.00,協(xié)調(diào)系數(shù)為0.21。篩選出77個指標,一級指標4個、二級17個、三級56個。按照權(quán)重對指標排序,一級指標依次為精神衛(wèi)生重要性(0.267 752)、監(jiān)測系統(tǒng)性能(0.246 915)、監(jiān)測系統(tǒng)功能(0.245 534)和監(jiān)測系統(tǒng)資源配置(0.239 799),二級指標前5位為技術(shù)保障(0.019 132)、疾病發(fā)生頻率(0.018 177)、疾病嚴重程度(0.016 906)、數(shù)據(jù)質(zhì)量(0.016 030)和政策保障(0.015 789),三級指標前5位為患病率(0.000 394)、督導和質(zhì)控(0.000 361)、數(shù)據(jù)真實率(0.000 332)、危險行為發(fā)生率(0.000 330)和人員培訓率(0.000 325)。結(jié)論本研究構(gòu)建的指標體系,涵蓋了疾病公共衛(wèi)生重要性,監(jiān)測系統(tǒng)性能、功能和資源配置等內(nèi)容。指標具有系統(tǒng)性,有參考價值。
[Abstract]:Objective to construct the evaluation index system of mental disease surveillance system. Methods using Delphi expert evaluation method, the indexes were evaluated for 2 rounds. The index was screened and the weight coefficient was calculated. Results in the first round of evaluation, 16 experts were invited, and 14 people received feedback results. The positive coefficient is 0.88, and the coordination coefficient is 0.25. In the second round of evaluation, 14 experts were invited, the feedback result was 14, the positive coefficient was 1.00, the coordination coefficient was 0.21. Level 56. Ranking the indicators according to their weights, The primary indicators are mental health importance 0.267 752, monitoring system performance 0.246 915, monitoring system function 0.245 534) and monitoring system resource allocation 0.239 799. The top 5 of the second class index are technical guarantee 0.019 132, disease frequency 0.018 177, disease severity. 0. 016 906 (data quality: 0. 016 030) and policy guarantee (0. 015 789). The first five indicators of the third order are prevalence rate 0. 000 394N, supervision and quality control 0. 000 361, data truth rate 0. 000 332, risk behavior incidence 0. 000 330) and personnel training rate 0. 000 32525. It covers the importance of disease public health, monitoring system performance, function and resource allocation.
